(QBĐT) - On the morning of March 18, the Government's Steering Committee on Science, Technology, Innovation, and Digital Transformation (STEM, IDI, CĐS) and Project 06 held its first meeting. Comrade Pham Minh Chinh, Politburo member, Prime Minister, Head of the Steering Committee chaired the meeting.
The meeting was held in a combination of in-person and online sessions with ministries, branches and 63 provinces and cities. Attending at the Hanoi bridge were Deputy Prime Ministers, Deputy Heads of the Steering Committee: Ho Duc Phoc, Bui Thanh Son; representatives of leaders of ministries, branches, universities and relevant agencies.
At the Quang Binh bridge, the meeting was attended by comrades: Tran Phong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee on Science and Technology Development, Innovation and Digital Transformation; Hoang Xuan Tan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee; members of the Steering Committee and the support team.
On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science and technology development, national innovation and digital transformation (Resolution No. 57-NQ/TW), establishing a Central Steering Committee headed by General Secretary To Lam.
Immediately afterwards, the Government urgently directed the issuance of the Action Program to implement Resolution No. 57-NQ/TW. The Prime Minister decided to establish the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, on the basis of merging the Administrative Reform Steering Committee (PAR), the National Committee on Digital Transformation and the Working Group to implement Project 06.
At the meeting, delegates listened to reports on the results of implementing tasks on science and technology, innovation, national digital transformation; Project 06 and administrative reform.
In recent times, the implementation of Resolution No. 57-NQ/TW has been carried out synchronously and drastically nationwide; creating a breakthrough in innovation of thinking, strong political determination, resolute leadership and direction; creating new momentum and new spirit in the whole society for the development of science and technology, innovation and national digital transformation.
To create a breakthrough in the development of science and technology, innovation and digital transformation, in the coming time, following the direction of the Prime Minister, 5 "accelerations and breakthroughs" will be implemented. In 2025, the Government will shift the state of providing public services from "asking-giving" to "proactive-serving"; promote the elimination of unnecessary administrative procedures; improve the quality of online public services throughout the process towards personalized digital services, regardless of administrative boundaries.
Regarding the implementation of Project 06, ministries, branches and localities have resolutely deployed and achieved some outstanding results; completed the integration of 58/76 essential administrative procedures on the National Public Service Portal.
On March 14, 2025, the Prime Minister issued Directive No. 07/CT-TTg on promoting the implementation of Project 06 in ministries, branches and localities in 2025 and the following years with 112 tasks, with a roadmap for completion each month and quarter, ensuring "clear people, clear work, clear time, clear results, clear responsibilities". For the National Data Center, it is expected that in April 2025, a pilot will be implemented to use pre-stored data for 8 administrative procedures and 2 groups of interconnected administrative procedures.
Administrative reform work in 2024 and the first quarter of 2025 has also achieved many remarkable results.
In Quang Binh, in recent times, the province has issued and implemented many directive documents, such as: Resolution No. 07 on digital transformation in Quang Binh province, Action Program No. 38 of the Provincial Party Standing Committee to implement Resolution 57-NQ/TW; established the Steering Committee on Science and Technology Development, Innovation and Digital Transformation in the province and organized the first meeting to deploy a number of key work contents.
Speaking at the meeting, Prime Minister Pham Minh Chinh praised the efforts of ministries, branches, units, and localities, and the consensus and support of the people for the implementation of the tasks of the Steering Committees in the past time.
Emphasizing that administrative reform, digital transformation and the implementation of Project 06 are tasks that have been actively implemented in recent years but need to be upgraded and their quality and efficiency further improved, the Prime Minister requested that in the coming time, it is necessary to promote national digitalization, simplify administrative procedures, and develop comprehensive digital citizens; with the spirit that the apparatus must be streamlined, data must be connected, and governance must be smart.
On that basis, the Prime Minister requested ministries, branches, units and localities to focus on three key tasks: Perfecting institutions with a spirit of openness, with the viewpoint of "using one law to amend many laws"; investing in developing technology infrastructure and training, building human resources to meet development requirements.
The Prime Minister hopes that after the meeting, there will be new, positive and strong changes in the development of science and technology, innovation, digital transformation, administrative reform and Project 06 with the spirit of "catching up, progressing together and surpassing", the ultimate goal is to develop a rich, civilized and prosperous country, the people will enjoy the results, and become increasingly prosperous and happy.
