On November 10, the draft Law on the Capital (amended) was officially submitted to the National Assembly. On the same day, National Assembly deputies discussed this draft Law in groups.
In the hallway of the National Assembly, National Assembly Delegate Ly Thi Lan - Deputy Head of the National Assembly Delegation of Ha Giang province, realized that through studying the documents, the draft Law was carefully and fully prepared.
In particular, the dossier includes a collection of opinions on the mechanisms and development policies of the capitals of various countries to provide more information for delegates to study. This is a new point in the draft revised Law on the Capital this time.
As a local delegate, delegate Lan said she is also very interested in the amendment of the Capital Law this time. Because, according to her, the capital Hanoi is the political and cultural center of the whole country, with many values in culture, heritage, education, etc.

“I hope that delegates will participate in this Law project with a sense of responsibility so that the Capital can have specific policies and mechanisms to promote its inherent value. When the Capital is the heart of the whole country, it will be the driving force and locomotive to pull other localities to connect and develop,” delegate Lan emphasized.
Delegate Tran Thi Van - Deputy Head of the National Assembly Delegation of Bac Ninh province said that through contacting voters and collecting opinions on the draft Law on the Capital (amended) before the 6th session, the majority of opinions said that amending the Law on the Capital is necessary to promptly institutionalize the viewpoints, goals, and development orientations of the capital Hanoi according to Resolution No. 15, Resolution No. 06, Resolution No. 30 of the Politburo and the Party's policies in related resolutions.
“The amendment of the Law on the Capital will also overcome existing shortcomings and limitations; create a legal basis for implementing outstanding special mechanisms and policies, mobilizing all resources, effectively exploiting the potential and strengths of the Capital, with the goal of building the Capital Hanoi as “Cultured - Civilized - Modern”, becoming the center and driving force for the development of the Red River Delta, the key economic region of the North and the whole country; deeply integrating internationally, having high competitiveness in the region and the world, striving to develop on par with the capitals of developed countries in the region as the goal set by the Politburo”, Ms. Van emphasized.

Basically agreeing with the specific and breakthrough policies in the draft Law on the Capital (amended), the female delegate from Bac Ninh said that the draft needs to stipulate more specific and special mechanisms and policies, demonstrating strong decentralization but also assigning tasks to the Hanoi city government in building, protecting and developing the capital.
The mechanisms and policies designed in the draft Law must be clear and distinct in terms of the scope and content of decentralization; the field of decentralization must be comprehensive but focused and key, ensuring feasibility and having a mechanism to control power through specific regulations on the process and procedures for performing tasks and the responsibilities of inspection and supervision of agencies.
At the same time, it is necessary to supplement specific mechanisms and policies to carry out the tasks of the Capital as the political and administrative center of the country, and at the same time a special urban area.
The contents of the special policy of the draft Law on the Capital (amended) also need to ensure specific and clear content, scope, subjects of decentralization and mechanisms of decentralization and delegation of authority, linked to the responsibility regime; limit non-normative regulations...
Must maintain cultural traditions
Previously, discussing at the group on the afternoon of November 10 about the draft Law on the Capital (amended), Secretary of the Hanoi Party Committee Dinh Tien Dung - Head of the Hanoi National Assembly Delegation said that the City has worked very hard to prepare for the amendment of the Law on the Capital.
According to the Secretary of Hanoi, many contents of the 2012 Capital Law are still inadequate and difficult to implement in practice. Some contents, if implemented incorrectly, are due to lack of mechanisms. In particular, Resolution No. 15 on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045, requires the introduction of superior mechanisms and strong decentralization of authority to Hanoi Capital.

“The important content in this amendment of the Capital Law in the spirit of Resolution No. 15 is to build outstanding mechanisms and policies. At the same time, increase power and delegate authority to Hanoi to implement various fields. Because currently there are many mechanisms and policies that still delegate authority half-heartedly,” Mr. Dung emphasized.
Giving direct comments on the issue of agricultural and rural development (Article 33), Mr. Dinh Tien Dung said that the development of ecological agriculture in the capital is implemented according to the sustainable agricultural model, focusing on the interaction between environmental, social and economic factors to protect the environment, ecosystem, and create quality products and food safety.
According to the Secretary of the Hanoi Party Committee, Hanoi's rural planning is very important as the process of rural urbanization is increasingly large.
In particular, it is necessary to preserve and promote the cultural values of Hanoi, with more than 1,300 craft villages and villages with crafts that need to be preserved and developed. Along with that, it is necessary to focus on developing tourism with the goal of Hanoi being a destination for tourists, thereby contributing to increasing income for people, creating livelihoods for people in localities and thereby increasing the city's budget.
"No matter how much urban development occurs, cultural traditions must be preserved and urbanization must not affect rural culture," Mr. Dung emphasized.
To make Hanoi become a world famous medical center
Discussing further about health-related policies in the draft Law on the Capital (amended), delegate Nguyen Anh Tri (Hanoi delegation) emphasized that the Capital is home to many hospitals, not only at the city level but also at the national level.
The famous Central hospitals are all located in the capital. That means Hanoi has a very good system of equipment and medical staff, which is an advantage that should not be lost.
“It is called the Capital’s healthcare system, but in essence it serves not only the people of the Capital but also the whole country. There must be scientific research and the implementation of very modern techniques so that the City can become a world-famous medical center,” said Mr. Tri.
Therefore, in terms of organization, delegates recommended that there should be extremely large, international-scale medical centers located in the capital city of Hanoi. That would be a complex of many hospitals and many leading specialties.
“We must take advantage of Hanoi’s strengths to serve not only Hanoians but the whole country. At the same time, we need to establish a network of medical stations, clinics, and small hospitals that can spread out and penetrate into residential areas and streets where people live so that when someone encounters any situation, they can access that facility. This is very important,” Mr. Tri expressed .
