The Government, the Prime Minister, and the Steering Committees at all levels always consider administrative reform (PAR) as a strategic breakthrough in the process of performing their functions, tasks, powers, and political tasks every year, regularly directing and proposing many important tasks and solutions to organize implementation, inspect, monitor, and evaluate the results achieved in PAR in general and administrative procedure reform in particular.
With the close and timely leadership and direction of the Party Committee and all levels and sectors, administrative reform work in the province has had positive changes. The awareness of cadres, party members, civil servants, public employees and people about administrative reform work has been gradually raised. The Provincial People's Committee has focused on directing the implementation of state administrative reform tasks. The administrative reform tasks set out each year have been implemented by agencies and localities. Up to now, departments, sectors and localities in the province have completed 100% of the administrative reform tasks approved by the Provincial People's Committee. The technology infrastructure system has received investment attention. Accordingly, the fiber optic transmission system, 3G, 4G and fixed mobile broadband Internet network covers 100% of communes, wards and towns, the rate of population with smartphones reaches over 72.69%, the rate of households with broadband fiber optic Internet reaches over 88.59%. Along with that, the province continues to develop, perfect, exploit and use digital platforms invested by the province and put into use such as: Provincial-level data sharing and connection axis (ESB), national data sharing and connection axis (NGSP), national document connection axis, online payment connection with the National Public Service Portal... The province's administrative procedure settlement information system is deployed uniformly, synchronously and integrated with the National Public Service Portal, document management and operation systems, and the provincial public email system continues to be exploited and used. In April 2023 alone, the Provincial Public Service Center received 6,583 administrative procedure settlement records, of which 6,434 were processed and returned results, 6,420 were returned on time and early, and only 14 were late. The coordination in handling administrative procedure records is strictly implemented according to the coordination regulations between the centers, post offices and departments and branches to ensure smooth and timely circulation of records. In addition, the Provincial Public Administration Center continues to propagate and guide people to evaluate their satisfaction through scanning QR codes at the administrative procedure result return department. To overcome shortcomings, difficulties, weaknesses, create breakthroughs in administrative reform, contribute to attracting investment, socio-economic development, the Provincial Party Standing Committee and the Provincial People's Committee have issued many new policies, measures, and proposed immediate tasks to focus on leadership and direction to strive to improve scores and rankings every year, and by 2025, the PAR Index will be in the top 20 provinces and cities and the PAPI and SIPAS indexes will be in the top 30 provinces and cities according to the Central's rankings. To achieve the above goals, departments, branches, and localities must continue to cut and simplify administrative procedures and business regulations associated with digital transformation, further promoting leadership, direction, and administration. At the same time, it is necessary to simplify internal administrative procedures associated with digital transformation and decentralization in handling administrative procedures. Sending, receiving, and processing records in the electronic environment and standardizing the reporting regime are promoted. Members of the Steering Committee and local leaders continue to advise and direct the strong, drastic and synchronous implementation of administrative reform work, considering it an important political task and a criterion for evaluating cadres. At the same time, direct the implementation of the goals and tasks set out in the province's 2023 administrative reform plan. Sectors and localities need to issue, amend and supplement legal documents under their authority to implement plans to reduce and simplify business regulations and cut unnecessary administrative procedures.
