The "key" to Thanh Hoa's rapid and strong progress

More than ten years ago, when mentioning Thanh Hoa, people often thought of a poor land with not much outstanding development. However, in recent years, the name Thanh Hoa has really made a strong impression with remarkable changes in economic development with many important indicators established and unprecedented numbers. That is the crystallization of Thanh Hoa's very high political determination in the journey of persistently and consistently implementing administrative reform (AR) goals and improving the investment and business environment.

The determination to reach a higher goal in administrative reform was clearly demonstrated when for the first time Thanh Hoa boldly set the goal of "being in the top 10 provinces and cities in the country" in terms of PAPI, PAR INDEX, SIPAS, PCI indexes by 2025. Immediately after that, a series of resolutions, decisions, programs, and major plans on promoting administrative reform were issued by the Provincial Party Committee, People's Council, People's Committee, and Chairman of the Provincial People's Committee. The foundation for this goal is not only technological solutions, but the most important "root" that determines success or failure is the human factor. Therefore, attaching the responsibility of the leader and "instilling the fire of reform" to the awareness and actions of each cadre, civil servant, and public employee is vigorously implemented by Thanh Hoa through many forms such as scoring the PAR index, scoring DDCI... to create competition right from the grassroots level.

In order for everyone to compete to use the satisfaction of organizations and citizens as a measure to evaluate the quality and effectiveness of public service implementation, all levels and sectors have strongly innovated their management thinking, shifting from administrative "commands" to service. It is the use of the "key" of publicity - transparency and commitment - companionship to open the "knot" of trust from the people and businesses that has brought Thanh Hoa not only outstanding development on the country's growth chart, but also the satisfaction of the people and businesses with the authorities at all levels that is increasingly raised.

With clear orientation and drastic actions, after 4 years of implementing the breakthrough phase "Promoting administrative reform, creating an open and attractive investment environment in the period of 2021-2025", many set goals have been achieved and exceeded the plan. Thanh Hoa is very excited to be one of the provinces with the highest number of administrative procedures providing online public services nationwide; being one of the first 5 provinces in the country to complete the connection and sharing of data from the province's administrative procedure settlement information system with the Ministry of Public Security's public service software and the Ministry of Justice's shared electronic civil status registration and management software to receive and process files of 2 public service interconnections: birth registration and death registration. Thanh Hoa is also one of the eight pioneering provinces in issuing criminal records on the VNeID application under the direction of the Prime Minister, creating a new step forward in the process of digitizing public services and is one of the first provinces to implement the service of certifying electronic copies from originals on the provincial administrative procedure settlement information system, bringing many conveniences to the people. In implementing Project 06, 100% of commune-level units have implemented and generated records on the system, and the Government's Project 06 Working Group assessed the province as one of the top provinces in the country.

Thanh Hoa’s development in recent years has been based on a series of pioneering and breakthrough reforms. This is demonstrated when “towering” century-class constructions continue to be formed; large, key traffic routes have been and are being deployed to connect with economic zones in the region and the whole country; modern urban areas are springing up everywhere or “large-scale” factories and enterprises are born one after another...

Thanh Hoa has every right to be proud of becoming a bright spot in the country on the socio-economic development scale. Many important indicators in 2024 have set unprecedented impressive figures such as GRDP reaching 12.16%, ranking 2nd in the country; State budget revenue reaching 54,341 billion VND, the highest ever, ranking first in the North Central region and in the group of 10 localities with the highest revenue in the country. During the year, Thanh Hoa attracted 108 projects, including 19 FDI projects, with a total registered capital of 13,321.6 billion VND and 422.9 million USD, 1.3 times higher in number of projects and 15.9% higher in registered capital compared to 2023... With persistent and persistent efforts, Thanh Hoa increasingly affirms its position and brand as a safe, transparent, attractive and successful investment destination.

The achievements that Thanh Hoa has achieved in the 2021-2024 period are very exciting and motivating for the province to be determined to fulfill the remaining goals and tasks in 2025, contributing to Thanh Hoa moving forward quickly and strongly.
