+ Dear National Assembly delegate, could you please tell us your opinion on the draft Resolution on some specific mechanisms and policies to implement national target programs?

National Assembly Deputy Sung A Lenh: Based on the study of the draft Resolution that the Government submitted to the National Assembly at this Session, I believe that the issuance of a National Assembly Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles and speed up the implementation of national target programs is very necessary.

Because, from the practical implementation of the national target program, up to now, there are still many difficulties, limitations and shortcomings; some contents, sub-projects, and component projects are still being implemented very slowly such as: Support for residential land, housing, production land, population arrangement; support for production development; business start-up, support for forest protection and contracting, training, coaching...

Therefore, in order to thoroughly remove difficulties and obstacles, continue to create favorable conditions for localities to accelerate the implementation progress and disbursement of capital for national target programs in the coming time, it is extremely necessary to develop and implement a Resolution on a number of specific mechanisms and policies to implement national target programs.

+ In the draft Resolution submitted to the National Assembly, the Government proposed 8 specific policy solutions beyond the Government's authority to thoroughly remove difficulties and obstacles, and continue to create favorable conditions for localities to accelerate the implementation and disbursement of capital for national target programs in the coming time. What do you think about these policies?

National Assembly Deputy Sung A Lenh: Regarding the adjustment of the state budget estimate and annual capital plan of the national target program, I propose to add the following content: "The deadline for adjusting the budget estimate for implementing national target programs is before December 31 every year". Because Clause 3, Article 53 of the State Budget Law on the deadline for adjusting the budget estimates assigned to budget-using units stipulates: The deadline for adjusting the budget estimates assigned to budget-using units is completed before November 15 of the current year. However, in reality, it is not until December that the specific volume of work completed in the year can be determined to adjust the capital plan and budget estimates between projects and activities accordingly.

Regarding the management and use of assets formed from production development support projects (in Clause 5, Article 4), I support option 1: “a) Implement support policies according to production development support projects, not applying regulations on public asset management to assets with support capital from the state budget of less than 500 million VND, or assets supporting the community participating in the implementation of production development projects. The determination of each specific type of asset for each specific subject is decided by the competent authority approving the project when approving the production development support project.

I think this plan inherits the experience in managing and organizing the implementation of community projects from previous programs, especially Program 135. However, it is necessary to have acceptance and specific management regulations before handing over to the community to preside over joint management.

In my opinion, at point b, the Government needs to study that in particularly difficult areas, assets with a value of 500 million VND or more must have a support policy of 20% of the asset value from the state budget, the remaining asset value is the capital of the joint venture or enjoys preferential credit loans from the Social Policy Bank. To suit the practical situation in the locality, this policy can be assigned to the People's Committees of the provinces to regulate for each specific case.

Regarding the pilot mechanism of decentralization to the district level in the management and implementation of national target programs (in Clause 7, Article 4), I support option 2: "The People's Council at the district level is allowed to decide to adjust the plan for allocating public investment capital and regular expenses among national target programs in the medium-term public investment plan, annual capital investment plan, and annual state budget estimates assigned by competent authorities; the structure of state budget capital sources between investment expenditure and regular expenditure of component projects that are no longer eligible for support to focus capital on implementing other component projects under national target programs for the 2021-2025 period".

I think that this content is assigned to the district level is reasonable, ensuring thorough decentralization and delegation of power to the district level to be proactive and flexible in operating, managing and implementing national target programs; increasing local responsibility, being more proactive in disbursing capital because localities are close to reality, grasp difficulties and problems and proactively propose timely and effective solutions.

+ According to the delegate, what additional issues need to be noted in the draft Resolution?

National Assembly Deputy Sung A Lenh: In addition to the above issues, I propose that the National Assembly study and supplement the permission for localities to adjust unused career capital (due to no more spending content) to carry out other investment contents such as: investing in roads, schools, renovating or constructing works to preserve the architecture of ethnic minorities... in order to use and promote the effectiveness of program capital.

In fact, the allocation of resources from the central government to some contents, sub-projects, and component projects is still unreasonable, such as: the budget allocated for training, coaching, propaganda, inspection, and supervision is too large compared to the needs of the locality. Meanwhile, the demand for capital allocated for infrastructure investment is very large, but the central government's allocation is still limited...
