The Provincial People's Committee has just issued a Plan to implement Resolution No. 09/2023/NQ-HDND, dated July 14, 2023 of the Provincial People's Council regulating support for production development under national target programs (MTQG) in Dak Lak province for the period 2021 - 2025 (referred to as Resolution No. 09).
Accordingly, the key tasks and solutions include: Organizing propaganda and dissemination of the contents of Resolution No. 09 and related documents to organizations and individuals; effectively organizing the implementation of projects, plans and options under the National Target Programs; replicating effective poverty reduction models and projects, promoting community-based poverty reduction initiatives, building projects for the community itself to propose for support according to needs; implementing a model of cooperation between project implementers and enterprises in product production and consumption associated with the One Commune One Product (OCOP) Program.

Diversify mobilized capital sources to support production development and create jobs for the poor and near-poor in the period of 2021 - 2025. In particular, focus on integrating capital sources for production development in national target programs, capital sources for agricultural and industrial promotion; capital to support and encourage enterprises and cooperatives to invest in agriculture and rural areas according to current regulations and other legal capital sources.
Focus on vocational training, knowledge training, production techniques, preservation, processing according to the products that people have chosen, guiding them to participate in the production of high-income goods to ensure sustainable development; encourage and support according to current regulations for the application and transfer of advanced technical advances; build agricultural, forestry and fishery extension projects to directly transfer technical advances to producers. Promote the connection between enterprises, cooperatives and farmers in signing contracts with binding conditions, ensuring the rights of both parties, in order to build production linkages, linking production with sustainable product consumption.
The organization of project monitoring and evaluation plans is carried out in a democratic, public and transparent manner to strongly promote the initiative and creativity of the people and the community; strengthen and improve the capacity of the staff working to support production development; promote the role of community agricultural extension teams, link the implementation of production development support with the implementation of democratic regulations at the grassroots level, creating a proactive grassroots in the process of planning, operating and managing the activities of production development support projects.

Directing the implementation of guidance on project preparation for support requests; training and guidance on negotiation skills and contract signing; strengthening inspection and supervision of the implementation of joint contracts; promptly detecting and handling problems and issues that arise; regularly organizing reviews, adjusting or recommending adjustments to shortcomings and issues in the process of organizing and implementing policies.

The Provincial People's Committee requests departments, branches, sectors, associations; relevant organizations and units, according to their functions and tasks, to promptly deploy the Plan to implement production development support activities under the National Target Programs in the province in accordance with regulations.
