On the morning of August 28, Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee for National Target Programs (NTPs), chaired the 4th online meeting with localities on the implementation of NTPs from 2021 to present and tasks and solutions in the coming time.
At Dak Lak bridge, attending were Vice Chairman of the Provincial People's Committee Nguyen Thien Van, along with representatives of relevant departments and branches of the province.
According to the report of the Ministry of Planning and Investment, up to now, the work of inspecting, urging and supervising the progress of implementing national target programs by the Steering Committees at all levels has been regularly deployed, with the participation and close coordination between levels and sectors.

In the 2021-2023 period, the total capital from the central budget allocated to ministries, central agencies and localities to implement the national target program is over 83.6 trillion VND, including: public investment capital of over 48.2 trillion VND (equal to 47.24% of the medium-term public investment plan from the central budget for the 2021-2025 period); public expenditure of nearly 35.4 trillion VND. By the end of August 2023, the disbursement of public investment capital of national target programs is estimated at over 16.3 trillion VND, reaching 47.81% of the plan.
Regarding the implementation of national target programs, by 2023, the poverty rate according to multidimensional poverty standards is estimated at 2.93% (down 1.1%); the poverty rate in poor districts is about 33% (down 5.62%); the poverty rate of ethnic minority households is about 17.82% (down 3.2%), achieving the targets assigned by the National Assembly and the Government.
Nationwide, 6,022 communes have met new rural standards (NTM), an increase of 11.3% compared to the end of 2020; 263 district-level units in 58 provinces and centrally run cities have been recognized by the Prime Minister as having completed their tasks/met NTM standards; 19 provinces and centrally run cities have 100% of their communes meeting NTM standards.
For Dak Lak province, the total development investment capital plan (including the central and provincial budgets) to implement national target programs for the 2021-2023 period is nearly 2.3 trillion VND, accounting for 50.25% of the total capital for the 5-year period (2021-2025). As of August 25, 2023, investors have implemented and disbursed nearly 755.4 billion VND. Of which, in 2021, nearly 122 billion VND was disbursed, reaching 99.9% of the plan; in 2022, more than 357.3 billion VND was disbursed, reaching 51%; in 2023, over 276.1 billion VND was disbursed, reaching 25.41% of the plan. In addition, more than 1.1 trillion VND from annual career capital for the 2021-2023 period has also been allocated by Dak Lak province to national target programs.

At the meeting, delegates pointed out many limitations, especially the disbursement results of the national target programs have not met the set targets. In particular, some contents of Project 2, Project 9 (of the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas); Project 1, Project 4 (of the National Target Program for Sustainable Poverty Reduction) have not been implemented, and the state budget has not been disbursed. Therefore, it is expected that it will be difficult to complete the target of disbursing the entire capital plan within the planning year.
Speaking at the meeting, Deputy Prime Minister Tran Luu Quang emphasized: in the coming time, it is necessary to promote the role of Party committees and authorities at all levels in directing, operating, inspecting, urging and propagating to accelerate the implementation of national target programs; research and innovate mechanisms for mobilizing policy credit capital.
Strengthen the integration of capital sources from programs and projects with the same objectives right from the process of allocating and using resources in localities to ensure focus and avoid overlap and dispersion.
At the same time, strengthen leadership, direction, inspection and supervision work associated with specific responsibilities of each level, each sector and each locality to contribute to the implementation and completion of the goals, targets and plans assigned annually and for each program phase.
Propose that the Ministry of Planning and Investment clarify the difficulties in disbursing capital, especially career capital, to have timely solutions to complete the goals of the national target programs in this period.
