(Dan Tri) - According to the Project to merge the Ministry of Construction and the Ministry of Transport, the number of units under the structure of the two Ministries before the merger was 42. It is expected that after the arrangement, merger, and consolidation, there will be 25-27 units, a decrease of 15-17 units.
At the regular press conference on December 27, a representative of the Ministry of Construction said that the Ministry has been urgently and actively working with the Ministry of Transport to complete the Summary Report of Resolution 18 and the draft Project on Merging the Ministry of Construction and the Ministry of Transport to report to the Prime Minister on time.
Viewpoint of the Ministry of Construction's leaders: "This is an important task, directly affecting each cadre and civil servant. Therefore, it requires us to have a very high level of solidarity, unity, consensus, high determination, courage, and sacrifice of personal interests for the common good.
Every leader, cadre, and party member, especially the head, must be resolute in the implementation process, closely following the Party's principles, political platform, Party regulations, Constitution, laws and practices. The arrangement of the organization and apparatus must be associated with strong decentralization and delegation of power to the locality.
After the reorganization, the apparatus must operate smoothly, effectively, and efficiently, better than before; not leaving any areas of State management vacant according to functions and tasks; not overlapping functions and tasks; not causing congestion in work, causing trouble for people and businesses.

According to the Ministry's representative, in the context of many and heavy tasks assigned through each Government term, the Ministry of Construction still maintains the most streamlined structure by not forming a general department level, not establishing a number of administrative organizations that are in some other Ministries such as the Department of Emulation and Reward, the Department of Administration... but these organizations are all streamlined into departments within the units under the Ministry. The Ministry of Construction is one of the first Ministries to abandon the department model within the Department.
After 7 years of implementing Resolution 18, the organizational structure of the Ministry of Construction now has only 15 administrative units; the number of departments in administrative units has been reduced from 54 to 46 (equivalent to 28%); 74/532 focal points have been reduced, equivalent to 14% of the total number of focal points in public service units.
The Ministry of Construction has also transferred 5 enterprises to SCIC, divesting all state capital in 5 enterprises. Up to now, the Ministry only represents the owner in 6 enterprises, a reduction of 10 enterprises, equivalent to 62.5% of the total number of state-owned enterprises previously under its management.
The number of staff assigned to the Ministry of Construction has decreased by 7.5%, to date there are only 357 staff; a decrease of 565 people, equivalent to 14% of the total number of people working with salaries from career revenue sources at public service units of the Ministry of Construction. By 2024, the Ministry will only have about 3,500 people working with salaries from the State budget, 380 people working with salaries from career revenue sources.
The Ministry representative said that, in the condition that the organizational structure and number of staff have been extremely streamlined over many terms, the Party Executive Committee of the Ministry of Construction has directed the development of a project to merge the Ministry of Construction and the Ministry of Transport with two major requirements.
First, seriously review and evaluate the organization and apparatus within the Ministry of Construction to develop a plan to continue streamlining the apparatus; if it is already streamlined, it needs to be further streamlined.
Second, perceive the Ministry of Construction and the Ministry of Transport as one, without distinguishing between "your side and mine" to frankly assess overlapping functions and tasks or those with connections and connections. Thereby, boldly propose breakthrough solutions to dissolve, merge, and reorganize the units of the two ministries in a streamlined, scientific manner and to improve operational effectiveness and efficiency.
According to the Project to merge the Ministry of Construction and the Ministry of Transport, the number of focal points under the structure of the two Ministries before the merger is 42 units; of which the Ministry of Construction has 19 units, the Ministry of Transport has 23 units. It is expected that after the arrangement, merger, and consolidation, there will be 25-27 units, a reduction of 15-17 units, equivalent to 35-40% of the total number of focal points.
Along with the urgency and efforts of the Ministry of Construction and the Ministry of Transport, many localities are also implementing the project to merge the Department of Construction and the Department of Transport in the spirit of: "running and queuing at the same time; the Central level does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level".
After the merger, the Ministry of Construction and the Ministry of Transport are expected to be named the Ministry of Construction and Transport.
