The Project on Adjusting the Construction Planning of the Hanoi Capital Region to 2030 and Vision to 2050 approved under Decision 768/QD-TTg dated May 6, 2016 is a regional construction planning project, following the Project on Construction Planning of the Hanoi Capital Region to 2020, Vision to 2050 (Decision 490/QD-TTg, dated May 5, 2008) with the vision remaining the same until 2050, but with changes in the research time and scope including the entire boundary of the Hanoi Capital (with expanded administrative boundaries) and nine surrounding provinces: Vinh Phuc, Bac Ninh, Hai Duong, Hung Yen, Ha Nam, Hoa Binh, Phu Tho, Thai Nguyen and Bac Giang. The total area of the region is about 24,314.7 km2.
Nguoi Dua Tin (NDT) had an interview with National Assembly Deputy Hoang Anh Cong - Deputy Head of the People's Aspirations Committee, delegate of Thai Nguyen delegation about expectations for the Hanoi Capital Region Construction Planning.
Investor: The Hanoi Capital Region Construction Plan to 2030 and vision to 2050 was approved under Decision 768. What do delegates think about this plan?
National Assembly Deputy Hoang Anh Cong: According to the Plan, by 2050, the Hanoi Capital Region will have the comprehensive economic function of the country and the Asia-Pacific region, be a dynamically developing region with high urban quality, a favorable and sustainable investment environment; ensure security and national defense. The capital Hanoi is a special core urban area, the political, economic, cultural, social, scientific-technological, economic and international transaction center of the whole country. I, like many voters, expect that the Capital Region Plan will achieve the set goals, ensuring comprehensiveness and sustainability.

Investor: What will be the effect of the synchronous construction of the Belt Road system (4 and 5)? Especially , on the economic axes and corridors (Lao Cai - Hanoi - Quang Ninh; Hanoi - Hai Phong - Quang Ninh, Lang Son - Bac Giang - Hanoi; Hanoi - Thai Nguyen )?
National Assembly Delegate Hoang Anh Cong: Hanoi, as a central urban area, needs to have a convenient transportation system for socio-economic development, while promoting the development of other urban areas in the region.
Investment in the formation of specific road traffic routes, namely belt routes and highways, has contributed to traffic connectivity, as well as promoting socio-economic development for four important economic corridors in the Northern region, of which Hanoi is the central nucleus.
These are the corridors: Lao Cai - Hanoi - Quang Ninh; Hanoi - Hai Phong - Quang Ninh; Lang Son - Bac Giang - Hanoi; Hanoi - Thai Nguyen.
In June 2022, the National Assembly passed a Resolution on the investment policy for the project to build the 4th Ring Road in the Capital Region. The 4th Ring Road is expected to reduce pressure on inner-city traffic and existing roads.
In 2022, the Hanoi Party Committee also issued an Action Program to implement the Politburo's Resolution on directions and tasks for the capital's development to 2030, with a vision to 2045.
To develop the road traffic system, Hanoi aims to complete the construction of national highways, expressways, and beltways (closed investment in 7 capital traffic beltways: 1; 2; 2.5; 3, 3.5; 4; 5).
Synchronously building the Belt Road system (4 and 5) helps promote trade between localities, reduce congestion, and develop the economy in the region.
According to the detailed planning approved in 2014, Ring Road 5 is about 331 km long (not including 41 km running on Noi Bai - Ha Long, Hanoi - Thai Nguyen, Noi Bai - Lao Cai expressways and National Highway 3); passing through 36 districts, towns and cities of Hanoi, Hoa Binh, Ha Nam, Thai Binh, Hai Duong, Bac Giang, Thai Nguyen, Vinh Phuc.
In my opinion, with the synchronous construction and development of the transport system, we will achieve the goal set forth in Resolution No. 15 of the Politburo on the direction and tasks of developing the capital Hanoi by 2030, with a vision to 2045: “By 2030, the capital will be a "civilized - cultured - modern" city; become the center and driving force for the development of the Red River Delta, the key economic region of the North and the whole country; deeply integrate internationally, have high competitiveness with the region and the world, strive to develop on par with the capitals of developed countries in the region…”.
Investor: According to the delegate, how will regional linkage create a turning point and advantage in the development of Hanoi in particular and neighboring provinces in general, including Thai Nguyen?
National Assembly Deputy Hoang Anh Cong: Obviously, when the transport system is developed synchronously, trade and travel connections will be more convenient, creating a driving force to promote economic development in the province in particular and between neighboring provinces in general. At the same time, it will create favorable conditions to attract domestic and foreign investors...
Investor: As a National Assembly delegate of Thai Nguyen province, what are your expectations in perfecting policies to help Thai Nguyen develop more sustainably and appropriately?
National Assembly Delegate Hoang Anh Cong: In Decision No. 222/QD-TTg dated March 14, 2023, approved by Deputy Prime Minister Tran Hong Ha on the Planning of Thai Nguyen province for the period 2021 - 2030, with a vision to 2050, it is stated that by 2025, Thai Nguyen province will be one of the modern and smart industrial economic centers of the Northern Midlands and Mountains region and the Hanoi Capital region.
I also have high expectations that in the process of implementing the planning of Thai Nguyen province, the province will focus on developing infrastructure, promoting digital transformation, building digital government; developing digital economy, digital society and promoting production and business activities towards applying digital technology; forming digital technology enterprises that are competitive in the market.
Improve the capacity and efficiency of administrative apparatus at all levels; promote administrative reform, aiming at the satisfaction of people and businesses; pay attention to developing local human resources, attracting high-quality human resources... so that Thai Nguyen can develop more sustainably and commensurately.

Promote linkages and spread socio-economic development
On January 9, 2023, at the second extraordinary session, the National Assembly voted to pass the Resolution on the National Master Plan for the 2021-2030 period, with a vision to 2050.
The Resolution aims to promote the advantages of each socio-economic region; focus on developing the two dynamic regions of the North and the South associated with the two growth poles of the capital Hanoi and Ho Chi Minh City, the North-South economic corridor, the economic corridors of Lao Cai - Hanoi - Hai Phong - Quang Ninh, Moc Bai - Ho Chi Minh City - Bien Hoa - Vung Tau with synchronous and modern infrastructure, high growth rate, contributing greatly to the overall development of the country...
Focus on developing synchronous and modern urban infrastructure and connecting infrastructure, including the axes from Hanoi connecting with major cities in the region, the Ring Roads 4 and 5 of Hanoi Capital and the urban railways, the Eastern Ring Railway of Hanoi Capital, promoting connectivity and spreading socio-economic development for the entire Northern region. Forming industrial, urban and service belts along the Ring Roads 4 and 5 of Hanoi Capital .
