Position and functions of the Diplomatic Academy
The Diplomatic Academy is a public service unit under the Ministry of Foreign Affairs, performing the following functions: Strategic research; undergraduate and postgraduate training; professional training; advising and consulting the Ministry of Foreign Affairs in the field of foreign affairs and international integration.
The Diplomatic Academy has legal status and its own account, uses a seal with the national emblem, its headquarters is located in Hanoi city, and its English transaction name is Diplomatic Academy of Viet Nam (DAV).
Duties and powers of the Diplomatic Academy
The Diplomatic Academy has the following duties and powers:
Regarding scientific research and policy consulting : Scientific research, strategic research and forecasting on regional and international issues that impact the environment, foreign affairs activities and national interests of Vietnam; performing the tasks of consulting, proposing and providing scientific arguments to the Ministry of Foreign Affairs in planning and implementing foreign policies, guidelines and policies and other areas related to assigned functions and tasks and when requested; organizing research on issues related to protecting Vietnam's sovereignty, sovereign rights and jurisdiction in accordance with the provisions of Vietnamese law and international law...
Regarding undergraduate and postgraduate training: Open undergraduate and postgraduate training majors and specialties to serve the country's foreign affairs and deep, broad and comprehensive international integration, meeting the diverse needs of society, in accordance with the development orientation of the Academy and the provisions of law; develop training programs, build and implement short-term and long-term training plans with diverse, advanced and modern scales, forms and methods; organize enrollment, training and evaluate training results, recognize and grant bachelor's, master's, doctoral degrees and other diplomas and certificates in the training field, according to the provisions of law...
Regarding training in knowledge, skills, foreign affairs and foreign language expertise: Develop and submit to the Minister of Foreign Affairs for approval annual programs and plans and organize the implementation of training and fostering activities for cadres, civil servants and public employees in the field of foreign affairs and international integration nationwide in accordance with the provisions of law; foster knowledge, skills, expertise and foreign languages in the field of foreign affairs, international integration and improve working capacity in the international environment for cadres, civil servants and public employees of ministries, branches and localities according to the majors and fields of work under the state management of the Ministry of Foreign Affairs and assigned by competent authorities...
Organize foreign affairs activities under the direction of the Ministry of Foreign Affairs to contribute to implementing the foreign policy of the Party and State, including: Implementing diplomatic activities with foreign government delegations, international organizations visiting Vietnam and diplomatic corps in Vietnam as assigned by the Minister of Foreign Affairs; developing a network of partners including research institutes, universities, scholars, journalists, politicians, businesses, individuals... with prestige and influence domestically and internationally; promoting relations with this network of partners to serve the common foreign affairs tasks of the Party and State; negotiating and signing cooperation agreements with partners within the scope of assigned functions and tasks...

Organizational structure
The units under the Diplomatic Academy include: Institute for Strategic Diplomacy Studies; East Sea Institute; Department of Undergraduate and Postgraduate Training; Department of Training and Fostering Foreign Affairs Cadres; Department of Science, Information and International Research Journal; Office; Department of International Politics and Diplomacy; Department of International Law; Department of International Economics; Department of Communication and Foreign Culture; Department of Foreign Languages.
The Academy Council is the governing body of the Diplomatic Academy, exercising the representative rights of the Ministry of Foreign Affairs, established, organized and operating in accordance with the provisions of law. The Academy Council and the Chairman of the Academy Council are recognized by the Minister of Foreign Affairs and are responsible to the Minister of Foreign Affairs and before the law for the performance of assigned duties and tasks.
The Academy's Board of Directors consists of a Director and no more than 3 Deputy Directors appointed and dismissed according to regulations.
This Decision takes effect from August 15, 2024 and replaces Decision No. 07/2019/QD-TTg dated February 15, 2019 of the Prime Minister stipulating the functions, tasks, powers and organizational structure of the Diplomatic Academy.
