As a mountainous district located in the north of the province, Bac Binh has 25 ethnic groups living together, of which ethnic minorities account for more than 37% of the district's population. Mr. Bui Tan Vinh - Standing Deputy Secretary of Bac Binh District Party Committee affirmed that in recent times, thanks to the good implementation of the QCDC, people's trust has been created, promoting people's creativity in the common work of the locality. In particular, the Vietnam Fatherland Front and socio-political organizations have been playing the core role in propaganda, mobilization, and gathering people to implement the Party's guidelines and policies, the State's policies and laws, and building a great national unity bloc. Through the organization and implementation of patriotic emulation movements, it has contributed to the successful implementation of the district's socio-economic development goals and tasks. The most prominent movements are: "All people unite to build new rural areas and civilized urban areas"; "Farmers compete in production and business, unite to help each other get rich and reduce poverty sustainably"; "Women actively study, work creatively, build happy families"; “Promoting socio-economic development and protecting the Fatherland”...
Especially for the campaign "All people unite to build new rural areas and civilized urban areas", the district has organized propaganda and mobilized people to implement new rural criteria. Up to now, the whole district has achieved 258 criteria for building new rural areas, with 10/16 communes meeting new rural criteria, reaching 62.5% of communes in the district. Rural traffic works mobilizing people's strength have been invested and completed with a total length of over 52 km with a total investment of 47.8 billion VND, of which people contributed more than 4.3 billion VND... At the same time, many difficulties and pressing issues in socio-economics have been promptly reported by people to competent authorities for direction and resolution, especially large programs and projects such as: Song Luy Reservoir project; North-South expressway section passing through the district; inter-district roads; Organize to collect public opinions related to the old market land in Cho Lau town, relocation of Phan Hiep market, landfill in Hai Ninh commune...
Regarding the activities of the People's Inspection Board, the Community Investment Supervision Board, and the mediation teams at the commune, ward, and town levels, they have promoted their role of close and effective coordination in the process of participating in mediation activities at the grassroots level. Currently, the whole district has 18/18 People's Inspection Boards at the commune and town levels; 72 grassroots mediation teams; 519 self-management teams, and residential groups with many creative methods in gathering and attracting people. Promote the role of the people
At the recent review of the implementation of the QCDC in Bac Binh district, comrade Duong Thanh Binh - Member of the Party Central Committee, Head of the National Assembly's Petition Committee affirmed that Bac Binh district has implemented the QCDC quite systematically and relatively evenly. Thanks to that, the role of the people in participating in Party building, government and patriotic emulation movements has been promoted, contributing to the successful completion of the political tasks of the district Party Committee. Regarding the key tasks in the coming time, the Head of the National Assembly's Petition Committee noted that Bac Binh district needs to continue to do a better job of disseminating the implementation of the QCDC at the grassroots level. In addition, it is necessary to continue to promote the role of the People's Inspection Committee and the Community Investment Supervision Committee. For the Front and socio-political organizations from the district to the grassroots level, it is necessary to continue to innovate the content and methods of operation, focusing on residential areas in accordance with the legitimate and legal rights and interests of the people. On the other hand, strengthen supervision, social criticism and suggestions for Party and government building at all levels according to Decision No. 217 and Decision No. 218 of the Politburo (11th tenure).
The Head of the National Assembly's Petition Committee requested Bac Binh district to continue to maintain and launch patriotic emulation movements, especially movements and fields directly related to the rights and interests of the people, and to effectively implement the motto "People know, people discuss, people do, people inspect, people benefit".
