On November 26, continuing the 8th Session, the National Assembly listened to reports on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly in 2024; the work of receiving citizens, settling complaints and denunciations on administration in 2024.
The National Assembly delegation received 4,987 people coming to complain and denounce.
Reporting on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly in 2024, Head of the Petition Committee of the National Assembly Standing Committee Duong Thanh Binh said that during the reporting period, the National Assembly agencies and National Assembly delegations received 4,987 people coming to complain, denounce, petition, and reflect on 4,608 cases and there were 234 large delegations.
Through citizen reception, agencies issued 1,092 documents transferring citizens' petitions to competent authorities for settlement; provided written guidance for 295 petitions; directly explained, persuaded, and mobilized 3,221 citizens to comply with judgments, conclusions, and settlement decisions of competent authorities.
The agencies received 32,212 petitions from citizens, an increase of 1,033 petitions compared to 2023. After studying 9,676 petitions that were eligible for processing, 4,216 petitions were transferred to competent agencies for settlement; issued guidance documents and responded to citizens for 1,384 petitions; continued to study 534 petitions and kept track of 23,960 petitions. Through studying the content of citizens' petitions and the results of settlement and response by competent State agencies, the agencies carried out activities to monitor the settlement of 252 cases.
Of these, 178 cases were recommended by the National Assembly Standing Committee in the monthly report on people's petitions; many cases and pressing issues of concern and reflection to voters and people were assigned by the National Assembly and the National Assembly Standing Committee to the Ethnic Council and the National Assembly Committees to preside over and coordinate with relevant agencies to implement through thematic supervision activities; organize explanation sessions to recommend competent agencies to resolve difficulties and shortcomings in practice.
Administrative agencies have resolved 27,147 complaints and denunciations.
Reporting on the work of receiving citizens and handling administrative complaints and denunciations in 2024, Government Inspector General Doan Hong Phong said that regarding the results of receiving citizens, administrative agencies received 363,245 people about 290,497 cases, including 3,687 large groups.
Regarding the results of receiving and handling complaints and denunciations, administrative agencies have handled 471,229/480,233 received complaints, reaching 98.1%; 384,135 complaints were eligible for handling. Regarding the results of handling complaints and denunciations, administrative agencies have handled 27,147 complaints and denunciations under their authority, reaching 81.4%.
The Government Inspectorate has issued a plan to urge and inspect localities to review and resolve 1,003 pending, complicated, and prolonged complaints and denunciations. As a result, 806/1,003 cases (80.4%) have been inspected and reviewed, while 197 cases (19.6%) of localities have not yet had inspection and review results.
The situation of violations in the performance of public duties by officials and civil servants has not been remedied.
Reviewing the Government's Report on citizen reception, handling of administrative complaints and denunciations in 2024, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that in 2024, citizen reception work had many practical and effective innovations, achieving positive results.
Ministries, branches, localities and agencies have made efforts in organizing citizen receptions to listen to citizens' thoughts and aspirations and promptly receive and handle citizens' complaints, denunciations, recommendations and reflections; the Government Inspectorate leaders have directly received citizens in a number of localities, which has been highly appreciated by the people and local authorities.
Compared to 2023, the number of citizens directly coming to state administrative agencies to make complaints, denunciations, petitions and reflections decreased in all three criteria (down 7.2% in number of visits, 7.3% in number of people and 1.5% in number of cases); the number of large delegations coming to the Government Inspectorate decreased by 16.8%, and to ministries and branches decreased sharply by 39.6%. The direct reception of citizens by Chairmen of People's Committees at all levels was best implemented at the commune level (92%), followed by the district level (85%) and the provincial level (81%); however, at the ministerial level, it only reached 48%.
The Law Committee requested the Government to clarify the reasons why heads of administrative agencies, especially Ministers and Heads of ministerial-level agencies, have not fully performed their responsibilities of directly receiving citizens according to the provisions of the Law on Citizen Reception in order to find solutions to overcome and improve this work in the coming time.
Regarding the results of receiving and handling complaints and denunciations, in 2024, state administrative agencies received 480,233 petitions, an increase of 6%; processed 471,229 petitions, accounting for 98.1%. Compared to 2023, the number of petitions received by agencies increased. However, of the petitions that were processed, the number of petitions eligible for processing accounted for 80% (76.8% in 2023), of which the Government Inspectorate accounted for 99.5%, the ministries and branches accounted for 60%, and the localities accounted for 84.3%. It is recommended that the Government clarify the reasons for the increase in the number of petitions received under the responsibility of ministries and branches, but the number of petitions eligible for processing was much lower than that of localities, so that appropriate solutions can be found to reduce the workload for officials and civil servants doing this work.
Regarding the results of handling denunciations, the Law Committee believes that state administrative agencies at all levels have shown their efforts in handling denunciations, resolving 85.6% of denunciation cases under their authority, higher than the target of "achieving a rate of over 85%" set by the Government.
However, the number of complaints increased by 39.1% and the number of complaints under its jurisdiction increased by 12.4%, showing that the operation of the public administrative apparatus still has many shortcomings, and people still lack confidence in the objectivity, impartiality, and handling capacity of a number of civil servants and competent persons in handling the work of people and businesses. Therefore, it is recommended that the Government carefully assess this limitation to find more effective solutions.
Regarding the settlement results, the number of denunciations with correct content accounted for 34.6%, a sharp increase compared to 2023 (23.2%), showing that the situation of violations in the performance of official duties by officials and civil servants has not been overcome, and is even somewhat more serious...
