Through various programs and specific approaches, the twinning program between the Department of Agriculture and Rural Development of the province and Phan Son commune (Bac Binh district), a mountainous area, has helped ethnic minority people there change their mindset and practices, gradually applying advanced technology to production and confidently rising out of poverty sustainably.

Phan Son is a mountainous commune in Bac Binh district, with 96% of its population being ethnic minorities, mainly the K'ho and Raglai people. The main source of income for the people is agricultural production. Previously, due to low levels of education and a mindset focused on economic development that hadn't yet moved beyond self-sufficiency, the people were hesitant to invest in and apply scientific and technological advancements.

Phan Son Commune.

Since 2016, the Provincial Department of Agriculture and Rural Development, together with the People's Committee of Phan Son commune, has established a twinning program. This twinning program, maintained to this day, has contributed to supporting the people of Phan Son commune in changing their long-standing production practices, as well as accessing the Party's guidelines and policies and the State's laws in the field of agriculture. From there, they have gradually applied advanced techniques to crop production, livestock farming, forestry, and disease prevention in crops and livestock, thereby developing the economy and improving their living standards.

Phan Son commune has 958.34 hectares of agricultural land out of a total natural area of ​​19,221.94 hectares. To help farmers apply advanced techniques to production, the Provincial Department of Agriculture and Rural Development, together with the district and commune agricultural sectors, has transferred four models of applying advanced techniques to production, bringing efficiency to this highland commune. These are the model of intensive cultivation of hybrid corn; transfer of techniques for planting and intensive cultivation of grasses; planting and intensive cultivation of grasses in a chain linkage; and the improved SRI rice production model.

Through these models, the people of Phan Son commune have gained more knowledge and experience in production. They have boldly applied new scientific and technical advancements, notably introducing new drought-resistant varieties and applying the improved SRI (System of Rice Intensification) method to intensive farming for increased efficiency, improved income, and stable livelihoods. Simultaneously, numerous training courses have been organized to guide and transfer scientific and technical knowledge on cultivating various crops such as hybrid corn, grasses, custard apples, and raising livestock and poultry. They have also been instructed on how to identify and control pests and diseases affecting rice, corn, beans, cashew nuts, and pomelos.

Regarding the One Commune One Product (OCOP) program, thanks to active efforts in propaganda, guidance, and support, Phan Son commune, a mountainous area, has achieved 3-star OCOP certification for its rice wine produced by Lai Thi Won's household in Ta Moon village. Currently, Phan Son commune has included three advantageous and specialty products in its OCOP program implementation plan for the following years: bamboo weaving products, black pigs, and rice wine...

The Department of Agriculture and Rural Development of the province stated that in the coming time, the department, together with the People's Committee of Phan Son commune, will continue to focus on improving the quality of the twinning activities; reviewing the content and methods of implementation to make changes and additions suitable to the actual situation of the locality. This includes focusing on coordinating efforts to promptly understand the legitimate concerns and aspirations of ethnic minority people, grasping the situation of their lives, production, and the implementation of the National Target Program for building new rural areas in the commune. At the same time, they will coordinate with the commune's Party committee and government to care for the material and spiritual lives of the people and resolve difficulties and obstacles related to agriculture. In addition, they will regularly organize training courses, provide technical guidance, and transfer technology; support the transformation of crop and livestock structures, and select new models suitable to the commune's conditions to help farmers improve their knowledge, develop agricultural production, and contribute to increasing income and improving their living standards.
