Through many specific programs and methods, the twinning work between the provincial Department of Agriculture and Rural Development and the highland commune of Phan Son (Bac Binh) helps ethnic minorities here change their thinking and working methods, gradually applying technical advances in production to confidently rise up and escape poverty sustainably.
Phan Son is a highland commune of Bac Binh district with 96% of ethnic minorities, mainly K'ho and Raglai. The main income of the people is mainly based on agricultural production. Previously, due to low education level, the mindset of investing in economic development and production has not escaped the self-sufficient lifestyle, so people were not bold in investing and applying scientific and technological advances.
Phan Son Commune.
Since 2016, the Department of Agriculture and Rural Development of the province and the People's Committee of Phan Son commune have developed a twinning program. The twinning activities have been maintained to date and have contributed to supporting the people of Phan Son commune to change their long-standing production practices, as well as to access the Party's guidelines and policies and the State's laws in the agricultural sector. From there, technical advances have been gradually applied to crop production, livestock breeding, afforestation, and disease prevention in crops and livestock, thereby developing the economy and improving living standards.
Phan Son has 958.34 hectares of agricultural land out of a total natural area of 19,221.94 hectares in the commune. To help people apply technical advances to production, the provincial Department of Agriculture and Rural Development, together with the district and commune agricultural sectors, has transferred 4 models of applying technical advances to production, bringing about efficiency in this highland commune. These are the hybrid corn intensive cultivation model; transfer of techniques for planting and intensive cultivation of grasses; planting and intensive cultivation of grasses according to chain linkages and the SRI improved rice production model.

Through the models, people in Phan Son commune have gained more knowledge and experience in production. People have boldly applied new scientific and technical advances, notably planting new drought-resistant varieties, applying the improved SRI rice production method to intensive production to achieve efficiency, increase income, and stabilize life. At the same time, many training courses were organized to guide and transfer science and technology in cultivating hybrid corn, grass, custard apple, raising livestock and poultry. People were instructed on how to identify and prevent some pests on rice, corn, beans, cashews, and grapefruit.

The provincial Department of Agriculture and Rural Development said that in the coming time, the department will work with the People's Committee of Phan Son commune to continue to focus on improving the quality of twinning activities; review the content of activities and implementation methods to make changes and supplements suitable to the actual situation of the locality. In particular, focusing on coordination to promptly grasp the legitimate aspirations and wishes of ethnic minorities, grasp the situation of life, production, and implementation of the National Target Program on new rural construction in the commune. At the same time, coordinate with the Party Committee and the commune government to take care of the material and spiritual life and solve difficulties and problems of people related to the agricultural sector. Along with that, regularly organize training courses, technical guidance, technology transfer; support the conversion of crop and livestock structure, select new models suitable to the conditions of the commune to help farmers improve their knowledge, develop agricultural production, contribute to increasing income and improving life.
