On the morning of August 19, Prime Minister Pham Minh Chinh attended the conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year, organized by the Ministry of Education and Training online between the main bridge in Hanoi and 63 provinces and centrally-run cities.
10 bright spots in the 2023-2024 school year
The 2023-2024 school year marks 10 years since the entire education sector implemented Resolution 29-NQ/TW of the 11th Party Central Committee on fundamental and comprehensive innovation in education and training. The entire education sector has strived to achieve many proud results.
Speaking at the Conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the participation of the entire political system, the consensus and support of the people nationwide, especially the efforts of the entire education sector in implementing Resolution 29-NQ/TW of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, achieving many important and quite comprehensive results, creating breakthroughs.
The Prime Minister said that the work of perfecting institutions and policies for education and training development continues to receive attention; the scale of education and the network of preschool, general education and continuing education facilities have developed; the innovation of general education programs and textbooks has gradually stabilized, initially achieving the set goals; the work of universalizing preschool education, primary education, lower secondary education and illiteracy eradication continues to receive attention, achieving comprehensive results.
In addition, the quality of key education continues to be affirmed; higher education training is increasingly focused on and significantly improved in quality; the number of teachers and educational managers continues to be supplemented, better meeting the quantity requirements according to regulations; the whole industry continues to promote digital transformation, application of information technology...
The Prime Minister acknowledged, highly appreciated, commended and warmly congratulated the important achievements of the Education sector in the past school year, demonstrating the dedication, responsibility, determination and efforts of the entire sector, contributing to the overall achievements of the country.
At the same time, Prime Minister Pham Minh Chinh frankly acknowledged the shortcomings, limitations, difficulties and challenges of the education sector, especially in the innovation of general education programs and textbooks; the local shortage of teachers; inappropriate planning of the network of educational institutions in some localities; lack of facilities and teaching equipment; training quality in higher education institutions has not met requirements...

Analyzing the context of the situation and key tasks and solutions for the 2024-2025 school year and the coming time, the Prime Minister emphasized that globalization and international integration are increasingly deepening, the 4th industrial revolution has a strong impact on all areas of social life, bringing favorable opportunities, but also posing many new challenges for the development of education and training.
The 2024-2025 school year ends the term of implementing the Resolution of the 13th National Congress; at the same time, it begins to implement Conclusion 91 of the Politburo on continuing to innovate education and training. Therefore, the Prime Minister requested the education sector, ministries, branches and localities to carry out 9 key tasks.
The Prime Minister requested to carefully prepare conditions for the new school year and organize the Opening Ceremony on September 5 well, creating a joyful and exciting atmosphere for the new school year; focus on implementing Conclusion 91 of the Politburo, ensuring effectiveness and practicality; continue to review, amend and promptly supplement institutions, mechanisms and policies on education and training innovation, improve the effectiveness and efficiency of state management of education; summarize and comprehensively evaluate the implementation of innovation in general education programs and textbooks.
2025 is the first year to organize the High School Graduation Exam according to the new General Education Program. The Ministry of Education and Training will preside over and, together with ministries, agencies and localities, prepare carefully to organize the exam to ensure quality, safety, seriousness, efficiency, practicality, compactness, reduce pressure and create the most favorable conditions for students.
The Prime Minister requested to promote autonomy in conjunction with improving the quality of university training in a practical and in-depth manner, linked with accountability, publicity and transparency; continue to create a favorable environment to attract investment resources for education and training development, ensuring fairness and equality between the public and private sectors. At the same time, promote public-private cooperation, promote non-profit education and training at the university level; develop, review, amend and supplement appropriate policies and remuneration regimes for the teaching staff; carry out recruitment and restructuring of the teaching staff according to the assigned payroll, overcome the surplus and shortage of teachers in educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" and be consistent with reality.
In particular, the Prime Minister affirmed that education and training need to be given due attention to create a driving force for rapid and sustainable national development; requiring organizations to effectively implement the motto: "Taking students as the center and subject; teachers as the driving force; schools as the support; families as the fulcrum; society as the foundation".
The Prime Minister directed the Ministry of Education and Training, ministries, branches and localities according to their functions, tasks and authority to focus on effectively implementing the above motto; prioritize resource allocation, upgrading facilities, ensuring hygiene, security and safety of schools; clearly evaluate annual results to learn from experience and continue to do better in the coming time.

The Education sector focuses on implementing many major tasks
At the Conference, Minister of Education and Training Nguyen Kim Son said that the 2023-2024 school year takes place in the context of domestic economic growth recovering, economic and social activities taking place more vibrantly with many positive changes.
Together with the whole country, the Education sector resolutely carries out assigned tasks to complete the 5-year Socio-Economic Development Plan 2021-2025 according to the Resolution of the 13th National Party Congress and the Action Program of the Government for the 2021-2026 term; implements the annual tasks of the Government, as well as the directions of the Prime Minister at the Conference to deploy plans and tasks for the 2023-2024 school year.
This is also the time when the entire education sector focuses on implementing many major tasks of the sector such as: Summarizing 10 years of implementing Resolution 29 of the Party Central Committee on education and training innovation; implementing Resolution 686 of the National Assembly Standing Committee on thematic supervision on innovation of general education programs and textbooks; and other important tasks of the sector.
The Minister said that at this Conference, we will comprehensively evaluate the implementation of tasks of the past school year, deeply evaluate the achieved results, limitations, lessons learned, solutions, shortcomings and solutions that need to be proposed.
The entire education sector has made efforts to implement 8 key tasks and solutions to continue promoting fundamental and comprehensive innovation in education and training, meeting the requirements of national development in the new period, contributing to bringing Vietnamese education and training to the advanced level of the Asian region by 2030 and to the advanced level of the world by 2045. The implementation process over the past 12 months has achieved most of the planned goals, a year of many important results, creating positive changes in the entire sector.
According to the Minister, it is necessary to determine that the 2024-2025 school year is the school year marking the end of the term of implementing the Resolution of the 13th National Congress of the Party; the Resolution of the National Assembly on the 5-year Socio-Economic Development Plan 2021-2025; is the year when the Communist Party of Vietnam and the country have many important anniversaries; is the time when the whole industry actively and strives to implement Conclusion No. 91 of the Politburo on continuing to implement Resolution No. 29 of the Party Central Committee with many major solutions and tasks.
This is also the school year that concludes the Government's Action Program to implement the Resolution of the 13th National Party Congress; the school year that the 2018 General Education Program is implemented in all grades from grade 1 to grade 12; the first school year to organize the High School Graduation Exam according to the 2018 General Education Program.
