At the conference, the Steering Committee listened to a report on the results of the political system's payroll management from January 2022 to present; focused on discussing and evaluating the results and limitations, shortcomings, and at the same time identified a number of key tasks in payroll management until 2026.
On the basis of summarizing the implementation of Resolution No. 39-NQ/TW of the 11th Politburo on streamlining the payroll and restructuring the contingent of cadres, civil servants and public employees; summarizing the payroll management for the 2016-2021 period, the Central Steering Committee and the Central Organization Committee have advised the Politburo to issue documents on payroll management and decisions on payroll for the 2022-2026 period in the political system. The inspection and supervision of payroll management focuses on appraisal before assigning payroll to ensure strictness and compliance with principles. Payroll management ensures the Party's leadership in leading, directing, thoroughly grasping and concretizing the Party's policies and regulations and the State's laws on payroll management; organizing serious and methodical implementation; raising awareness and responsibility, creating consensus and unity in organization and implementation. Localities, agencies, units and organizations directly using the payroll must strictly comply with the policies and regulations of the Party and the State; proactively streamline payroll in conjunction with reviewing and perfecting functions, tasks and job positions; reorganize the apparatus, restructure the staff, civil servants and public employees, and effectively use the assigned payroll. By December 31, 2023, the entire political system had issued 2,526 lists of job positions.
To continue to strictly implement the Politburo's policies and regulations, and improve the effectiveness of staff management until 2026, the Steering Committee unanimously requested agencies, units, and localities to focus on performing well a number of key tasks. That is, to strengthen leadership, direction, and strict management, effectively use assigned staff, proactively develop plans and roadmaps for staff streamlining, ensuring that by the end of 2026, the number of staff in the political system is at most equal to the number assigned by the Politburo. Agencies, units, and localities must complete the construction of job positions associated with restructuring and improving the quality of cadres, civil servants, and public employees according to job positions, as a basis for assigning staff in the next phase.
The competent agencies advised the Politburo to amend and supplement some contents in the regulations and decisions on staffing and management to meet the requirements and tasks in the new situation. The units and localities led, directed, and advised on reviewing, specifying, amending, and supplementing some contents in legal documents in line with the Party's policies; at the same time, they strengthened the guidance, inspection, supervision, and handling of violations in staffing management.
