Digital transformation in Party work

In recent years, Party agencies and organizations in the province have actively implemented digital transformation to improve the effectiveness of Party work. The application of information technology achievements in the process of management and operation helps to modernize and make transparent Party work, and soon bring Party resolutions into life.

In 2020, Vinh Phuc was the first locality to detect a Covid-19 case and, along with the whole country, was frequently quarantined due to the epidemic. In that context, Party committees at all levels in the province were very concerned about maintaining the activities of Party cells, especially the leadership and direction of regular tasks.

Adapting to the situation, Party committees at all levels have stepped up propaganda to change awareness and thinking about digital transformation for cadres and party members. Since then, cadres and party members have quickly caught up with the applications of information technology in work and life.

Party committees and organizations operate flexibly and creatively in many forms. Party committees set up zalo groups of party cells, groups on facebook... to gather cadres and party members. Thereby, it has created favorable conditions for exchanging work and informing cadres and party members about the Party's policies and guidelines, and the State's laws and policies; helping to lead and direct more promptly. Along with that, promoting meetings and studying resolutions online throughout the province.

Up to now, 100% of grassroots Party committees and Party cells have maintained the operation of Zalo groups and social networks in the work of leadership, direction, exchange of work within the Party cell and information with Party members. This change in working method has contributed to being quicker and more effective, along with maintaining the monthly direct Party activities.

Carrying out the task of digital transformation in the locality in general and digital transformation in Party work in particular, the whole province has focused on developing digital infrastructure, network systems, data centers, servers, and transmission lines to serve the digital transformation of Party committees operating together with the digital infrastructure of state agencies.

Currently, E-cabinet paperless meeting rooms and software to monitor the implementation of resolutions, directives, and conclusions of the Central and Provincial Party Committees; and internal management software are deployed and maintained effectively in the Party agencies of the province.

Most grassroots Party organizations have applied digital technology to their operations and direction; most documents, materials, and reports of Party organizations and agencies at district and provincial levels are issued, processed, sent, and received in the digital environment.

From September 2022 to present, the application "Electronic Party Member Handbook" has been deployed in 9 communes, wards and towns including: Ngo Quyen Ward (Vinh Yen); Hung Vuong Ward (Phuc Yen); Tho Tang Town (Vinh Tuong); Tam Dao Town (Tam Dao); Thanh Lang Town (Binh Xuyen); Bac Binh Commune (Lap Thach); Lang Cong Commune (Song Lo); Lien Chau Commune (Yen Lac); Huong Dao Commune (Tam Duong) and continues to be considered a breakthrough in digital transformation in Party work.

The application is conveniently used by party members on mobile devices and popular web browsers with many superior features such as providing information, resolutions, regulations, directives, conclusions of the Central, the province and directive documents of grassroots party committees.

In addition, it provides features to support Party activities; supports research and study of Party resolutions, directives, regulations, and conclusions; monthly topics on studying and following Ho Chi Minh's ideology, morality, and lifestyle... At the same time, it helps grassroots Party committees receive and respond to questions and opinions of Party members; supports higher-level Party committees to grasp information on the activities of lower-level Party organizations...

The results of digital transformation in Party work in the province have contributed to improving the quality of implementing directives and resolutions of Party committees at all levels, the quality of Party cell activities, perfecting Party organizations; effectively implementing the study and following of Ho Chi Minh's ideology, morality and lifestyle... In particular, the most obvious is the change in working style and manner of cadres and Party members towards a more scientific, professional and proactive direction...
