PV: Conclusion No. 127-KL/TW requires localities to study not organizing at district level, what is your assessment of this issue?

Mr. Pham Van Hieu: On February 28, 2025, the Politburo and the Secretariat issued Conclusion No. 127-KL/TW on implementing research and proposing to continue to reorganize the apparatus of the political system, including researching the orientation of merging some provincial-level units, not organizing at the district level, merging some commune-level units; implementing a 2-level local model (party organization, government, mass organizations) to ensure streamlining, efficiency, effectiveness, and efficiency... The Standing Committee of the City Party Committee determined that this is a very correct policy, in line with the people's wishes as well as in line with the inevitable objective trend.

How is the training, fostering and preparation of cadres for the commune level to meet the tasks in the new situation in Can Tho city being prepared, sir?

- In the past time, the work of training, fostering and preparing cadres at all levels is identified as an important part of cadre work, so it has always been focused on by the City Party Committee and the Standing Committee of the City Party Committee; many documents have been issued to lead and direct the organization to perform this work well, in order to meet the requirements of the task, contributing to standardizing the cadre team, serving the work of organizing cadres, and creating cadres for all levels of the city, meeting the requirements of the task.

Implementing the breakthrough in rapid human resource development in the Resolution of the 14th Can Tho City Party Congress, term 2020 - 2025, Can Tho City Party Committee issued Resolution No. 09-NQ/TU dated December 29, 2021 "On training, fostering, improving the quality of human resources, building a team of leaders at all levels with sufficient qualities, capacity and prestige, meeting the requirements and tasks, period 2021 - 2025 and the following years"...

It can be affirmed that the work of training and fostering human resources, building a team of leaders at all levels with sufficient qualities, capacity, expertise and prestige, meeting requirements and tasks, especially at the grassroots level, has always been of interest to Party committees and organizations at all levels, identifying this as the responsibility of the entire political system; promoting the spirit of self-study and research of cadres and Party members, focusing on training and cultivating the qualities, ethics, dynamism, creativity, will and determination of the team of cadres and civil servants.

In general, the city's staff at all levels have gradually matured and progressed in all aspects, accumulating a lot of practical experience during their work; having a mindset, vision, dynamism, creativity, daring to think, daring to do, daring to take responsibility, determined in performing tasks, and completing assigned tasks well.

For the current team of communal-level cadres and civil servants, they are being gradually standardized. 100% of key communal-level leaders have university degrees or higher, are regularly trained to improve their practical capacity, working skills, political mettle, actively cultivate and practice to maintain ethics and lifestyle, strictly comply with Party regulations and State laws, serve and promptly resolve people's requests, and are trusted and credited by the people.

It can be affirmed that Can Tho City has proactively sourced cadres and civil servants at the commune level, who have been trained and fostered systematically, have a solid ideological stance and political stance, have revolutionary ethics, qualifications and capacity, with a high sense of responsibility, dedication to work, have the ability to make policies, and are capable of undertaking the great and complicated tasks posed by the requirements of the new revolutionary stage, and carry out the revolution of streamlining the organization and apparatus of the political system in accordance with the policies and resolutions of the Central Committee.

What has Can Tho City done to create consensus on policies among mid-level officials after the merger to complete tasks in the coming time, sir?

- Implementing the policies, resolutions and conclusions of the Central Committee on streamlining and streamlining the apparatus of the political system, the City Party Committee and the Standing Committee of the City Party Committee have determined the highest political determination in implementing this policy; focusing on leading and directing the strengthening of political and ideological education; thoroughly grasping Resolution No. 18-NQ/TW and related policies, resolutions and conclusions, creating a strong change in the awareness and actions of Party committees at all levels, Party organizations, agencies, units and cadres and Party members, especially the new viewpoints, goals, tasks and solutions stated in the Resolution of the Central Committee, the Conclusion of the Politburo and the Action Program of the City Party Committee for serious and effective implementation.

The City Party Committee and the Standing Committee of the City Party Committee have specified and issued 81 documents for leadership and direction of implementation (including: 5 Projects, 4 Programs, 1 Directive, 31 Regulations, 12 Plans, 13 Decisions, 15 Official Dispatches and many related directive documents). At the same time, directing Party committees at all levels, Party organizations, agencies and units to promote their roles and responsibilities, thoroughly grasp and specify implementation at localities, agencies and units.

Recently, the Standing Committee of the City Party Committee directed to temporarily suspend the organization of party congresses at the commune and district levels for the 2025-2030 term to facilitate the process of restructuring and streamlining the apparatus according to Conclusion No. 127-KL/TW of the Politburo and the Secretariat.

At the same time, the Standing Committee of the City Party Committee continues to lead the implementation of political and ideological work well; strengthen propaganda, dissemination and implementation of the Party's policy on the necessity of arranging and perfecting the organizational apparatus. This must be considered a particularly important task, a revolution in streamlining the organizational apparatus of the political system. This is not only a matter of scale or quantity, but more deeply, it is necessary to create qualitative changes in the operation of the political system. More than ever, the contingent of cadres and Party members must uphold the spirit of responsibility, be pioneers and exemplary in performing tasks in the spirit of putting the common interest above all, for the common goal.

Streamlining the organizational apparatus goes hand in hand with streamlining the payroll, restructuring the staff with sufficient qualities and abilities to meet the tasks. The selection and placement of staff must be fair and objective in the spirit of "from selecting people", retaining competent staff, preventing "brain drain", preventing complicated internal problems from arising, and promoting the sense of responsibility of staff and party members, especially in localities, agencies and units subject to mergers and reorganizations.

Each agency and unit must carry out well the political and ideological work and the regime and policies for cadres, party members, civil servants, public employees and workers affected by the organizational and apparatus rearrangement; ensure the correct regime and policies according to regulations. Along with that, perfect the organization and internal apparatus in the agencies and units after the rearrangement to carry out tasks smoothly, improve the effectiveness and efficiency of operations; the general requirement is that the new apparatus must be better and more effective than the old one; not to interrupt work, not to interrupt, stop, or miss tasks, not to leave areas and fields vacant; not to affect the normal activities of society and people...

Party committees at all levels, agencies and units must strengthen propaganda work, orient public opinion, create high unity within the Party and the entire political system, and consensus among the people on policies, requirements and tasks of streamlining the organizational apparatus in the new situation.
