Support and seriously implement the major directives of the Central Government

The conference was held in person and online at 114 locations across the province (03 locations at the provincial level, 10 locations at the district level, and 101 locations at the commune level), with about 4,271 delegates attending.

Attending the conference hall of the Provincial Party Committee were members of the Provincial Party Committee; heads of departments, branches, sectors, and socio-political organizations of the province; deputy heads of advisory and support agencies of the Provincial Party Committee; vice chairmen of the Vietnam Fatherland Front Committee of the province and deputy heads of socio-political organizations of the province; and members of the Standing Committee of the Party Committee of the provincial Party agencies.

At the conference, Comrade Nguyen Van Hieu, Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, deployed Conclusion No. 09-KL/BCĐ, dated November 24, 2024 and Official Dispatch No. 22-CV/BCĐ, dated December 5, 2024 of the Central Steering Committee; Conclusion No. 121-KL/TW, dated January 24, 2025 of the Party Central Committee (term XIII) on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the Party Central Committee (term XII) "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient";

Comrade Nguyen Van Hieu, member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, deployed the Central Committee's conclusions on streamlining the apparatus and personnel work in the political system.

Conclusion No. 126-KL/TW, dated February 14, 2025 of the Politburo and the Secretariat on a number of contents and tasks to continue to arrange and streamline the apparatus of the political system in 2025; Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to arrange the apparatus of the political system, Conclusion No. 128-KL/TW, dated March 7, 2025 of the Politburo on the policy on personnel work.

Director of the Department of Home Affairs Duong Hien Hai Dang deployed relevant policies and regimes when arranging the organization and staff: Decree No. 177/2024/ND-CP, dated December 31, 2024 of the Government stipulating the regime and policies for cases of non-re-election, re-appointment and cadres who quit their jobs or retire at will.

Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.

Decree No. 179/2024/ND-CP dated December 31, 2024 of the Government stipulating policies to attract and employ talented people to work in agencies, organizations and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front and socio-political organizations.

Comrade Duong Hien Hai Dang, Provincial Party Committee member, Director of the Department of Home Affairs, deployed relevant policies and regulations when arranging the organization and staff.

Notice of Conclusion No. 75-TB/TW, dated March 7, 2025 of the Politburo "on adjusting the scope and subjects of application of policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system".

At the conference, leaders of the Provincial Party Committee's Propaganda and Mass Mobilization Department oriented the dissemination of the conclusions of the Politburo and the Secretariat.

Implementing the policy of the Politburo and the Secretariat on streamlining the apparatus and personnel work in the political system, immediately after the conclusions of the Central Committee were issued, the Provincial Party Committee and the Standing Committee of the Provincial Party Committee focused on leading and directing Party committees at all levels in the province to seriously implement each specific content.

The Provincial Party Committee and the Provincial Party Standing Committee issued many documents directing the work of organizing the apparatus and cadres in accordance with the direction of the Central Government and the reality of the province.

The Provincial Party Committee developed Action Program No. 73-CTr/TU, dated March 5, 2025, and the Provincial Party Committee Standing Committee issued Plan No. 252-KH/TU, dated March 5, 2025, to implement Conclusion No. 121-KL/TW of the Party Central Committee. Organized a conference to announce the end of the activities of the Party Executive Committees, Party Delegations, Party Committees of Provincial Agencies and Enterprises; newly established Party Committees of Provincial Party Agencies, Party Committees of the Provincial People's Committee to consolidate, arrange and start performing tasks from March 1, 2025.

Up to now, the whole province has reduced 22/66 specialized departments and offices of provincial-level agencies; 41/151 departments and equivalents of district-level agencies; reduced 73 public service units compared to 2017 (remaining 508 units), the organization and apparatus within the armed forces have been consolidated and arranged to meet the requirements of the directive.

In addition, there are 163 cadres who have requested to resign according to the policy. The Appraisal Council has proposed to agree to resolve 31 cases, the remaining cases are continuing to be considered and resolved according to regulations.

Regarding Conclusion No. 126-KL/TW, Conclusion No. 127-KL/TW and Conclusion No. 128-KL/TW of the Central Committee, these are very new and urgent contents that were concretized immediately after the Politburo and the Secretariat conducted a summary of the implementation of Resolution No. 18-NQ/TW.

The Provincial Party Committee and the Provincial Party Standing Committee focused on researching, directing, and seriously organizing implementation, including the issuance of Official Dispatch No. 1199-CV/TU, dated March 3, 2025 of the Provincial Party Standing Committee on the deployment and implementation of Conclusion No. 127-KL/TW, of the Politburo and the Secretariat and Official Dispatch No. 1204-CV/TU, dated March 10, 2025 of the Provincial Party Standing Committee on the deployment and implementation of Conclusion No. 128-KL/TW.

Speaking at the conference, comrade Lam Minh Dang emphasized: through understanding the ideological situation and public opinion inside and outside the Party, the Provincial Party Committee found that there are still many cadres and Party members with worried thoughts, some cases have wavering thoughts, reduced fighting spirit, reduced concentration in performing their own tasks as well as in leading and organizing the implementation of political tasks of agencies, localities and units.

Recently, when the Central Government gave its opinion on abolishing district-level administrative units and merging commune-level and provincial-level administrative units, including Tra Vinh province, many provincial-level officials were also worried, ideologically and emotionally.

The Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee found it necessary to continue to thoroughly grasp and implement the conclusions of the Central Committee on the arrangement and streamlining of the apparatus and personnel work in the political system so that Party committees at all levels, cadres, party members, especially key cadres, can grasp and understand the policy, unify actions, unite, support and seriously implement the major directions of the Central Committee.

In the coming time, comrade Lam Minh Dang suggested: for leaders and key cadres at provincial, district and communal levels, they must thoroughly grasp and correctly grasp the policies and enthusiasm of the Politburo and the Secretariat, and must demonstrate political mettle; focus on directing and continuing to thoroughly grasp and widely propagate so that the entire political system and the people are imbued with the viewpoint: this is a revolution in the arrangement of the apparatus organization and cadre work in the political system "streamlined, efficient, effective and effective" for the development and sustainable prosperity of the nation and people. Focus on the work of orientation, grasping ideology, promptly fighting and refuting wrong forces and viewpoints, distorting the work of arranging the apparatus organization of the political system and administrative units at all levels.

Focus on leadership and direction to strictly implement discipline, administrative discipline, working regulations, ensure regular, continuous, uninterrupted operations, without affecting the activities of Party organizations, government, people and businesses, absolutely do not allow waiting or quitting work; must resolutely carry out socio-economic development tasks, to strive to achieve the growth target set by the province.

Timely correct, rectify, and lead cadres and party members to absolutely comply with the assignment, focus on performing duties and responsibilities according to their job position, be ready to accept the assignment, or voluntarily resign if they find that their ability cannot meet the requirements of the current job when merging or ceasing operations of localities, agencies, and units, considering this an opportunity to "test the waters" of cadres in the new period.

After the upcoming 11th Conference of the Party Central Committee, the Politburo will have specific instructions and guidance on organizing commune-level Party Congresses. Therefore, Party Committees must not be subjective but continue to carefully, closely and qualitatively prepare all aspects of the work to prepare for the Congress.

The Provincial Party Committee's Organizing Committee and the Department of Home Affairs continue to study and promptly advise the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee on plans and solutions to implement Conclusions No. 126-KL/TW, 127-KL/TW and 128-KL/TW of the Politburo and the Secretariat, ensuring the successful completion of the tasks assigned to the province by the Politburo and the Secretariat; advise the Provincial Party Committee Standing Committee and the Provincial People's Committee on plans to direct the review and have plans to handle public finance and assets, absolutely not allowing waste or loss of state assets.

At the same time, focus on advising and directing units to continue reviewing and perfecting the contents of continuing to innovate the organizational arrangement of the political system in accordance with the direction of the Central Government so that agencies and units, after arranging the organizational arrangement, can ensure smooth, effective and efficient operations, meeting the requirements of tasks in the new period.

The Provincial Party Committee's Propaganda and Mass Mobilization Department continues to direct and guide media and press agencies to promote propaganda, dissemination and implementation of the Central Committee's direction on reorganizing the apparatus of the political system to all cadres, party members and people, creating consensus with the Party and State's policies, thereby being alert and highly vigilant against distorted arguments, bad and toxic information, especially false information on cyberspace. Timely advise, guide and coordinate ideological work and public opinion on the policies of the Politburo and the Secretariat.

District Party Committees, Town Party Committees, and City Party Committees proactively plan to merge commune-level administrative units to report to the Provincial Steering Committee and submit to the Provincial Party Standing Committee. During the implementation process, it is necessary to thoroughly educate each cadre, party member, civil servant, and public employee to deeply understand that the task of arranging and streamlining the organizational apparatus is a revolution in the current period, a very difficult, sensitive, and complicated task that can directly affect the interests of a number of cadres, civil servants, and public employees. Therefore, it requires solidarity, high determination, courage, and even sacrifice of personal interests for the common interests of the country and the nation.
