DNVN - According to the new model, the Customs Department is organized into 3 levels including the customs department, regional customs branches and border gate/outside border gate customs.
Pursuant to Decree No. 29/2025/ND-CP of the Government on the functions, tasks, powers and organizational structure of the Ministry of Finance, the Ministry of Finance issued Decision No. 382/QD-BTC dated February 26, 2025, regulating the organizational structure of the Customs Department under the Ministry, effective from March 1, 2025.
According to the new model, the Customs Department is organized into 3 levels: customs department, regional customs branch and border gate/outside border gate customs.
Accordingly, the customs department reorganized 16 units previously under the General Department of Customs into 12 units under the department, including the office, functional departments and 3 specialized branches. These units continued to perform their tasks according to their existing functions, while also receiving additional tasks from the merged units.
At the regional customs branch level, the 35 previous provincial and municipal customs departments are reorganized into 20 regional customs branches (numbered from I to XX), undertaking the function of State management of customs in the area under their charge. Each branch has an average of no more than 8 subordinate units.
Regarding the border/outside customs level, the current customs branches are reorganized into border/outside customs, inheriting the tasks and powers of the old units. The number of these units is determined to be no more than 165 nationwide.
The restructuring of the General Department of Customs into the Customs Department helps to streamline the number of focal points, expected to reduce 485/902 units, equivalent to 53.77%, thereby improving management efficiency and facilitating businesses and people in carrying out customs procedures.
Based on the regulations of the Government and the Ministry of Finance, the Customs Department is urgently completing and submitting to competent authorities to promulgate regulations on the functions, tasks, powers and organizational structure of customs agencies at all levels under the organizational structure of the Customs Department.
During this time, customs procedures for imported and exported goods and means of transport will still be carried out according to the current codes and locations. Customs clearance of goods will continue to comply with the provisions of the Customs Law and related documents, ensuring smooth import and export activities.
