On August 28, in Hanoi, General Secretary, President To Lam, Secretary of the Central Military Commission, worked with the Standing Committee of the Central Military Commission on the results of leadership and direction in implementing military and defense tasks since the beginning of the 13th Party Congress term, and agreed on solutions for leadership and direction in implementing military and defense tasks in the coming time.

Attending the conference were comrades: Pham Minh Chinh, Politburo member, member of the Central Military Commission, Prime Minister; Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission; Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission; Nguyen Duy Ngoc, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; along with comrades of the Central Military Commission, leaders of the Ministry of National Defense, Chief of the General Staff, Chief of the General Department of Politics and heads of a number of agencies and units under the Ministry of National Defense.
Many outstanding results
At the Conference, the Report of the Central Military Commission Standing Committee showed that since the beginning of the term, despite many difficulties and challenges, the Central Military Commission Standing Committee and the Ministry of National Defense have led and directed the entire army to unite, strive, and perform well the functions of a combat army, a working army, and a production labor army, and comprehensively complete military and defense tasks; and perform well the function of strategic advice to the Party and State on military and defense.
Faced with rapid and complicated changes in the situation, the Central Military Commission Standing Committee and the Ministry of National Defense promptly advised and flexibly and effectively handled situations, maintained the initiative, avoided being passive and surprised, and firmly protected territorial sovereignty and national interests; proactively researched and proposed many major policies and strategies to meet the requirements of military and defense tasks both in the short and long term; reported to the Central Executive Committee, the Politburo, and the Government to issue and effectively implement resolutions, conclusions, strategies, projects, and plans in the military and defense fields, especially advising and directing the quality completion of the summary of the 8th Central Resolution of the 11th tenure and the promulgation of the 8th Central Resolution of the 13th tenure on the Strategy for National Defense in the new situation.

The Central Military Commission Standing Committee directed the entire army to promote its core role in building all-people national defense, the all-people national defense posture associated with the people's security posture, the "people's hearts posture"; to increasingly strengthen the defense of military regions and defense zones at all levels; to actively adjust and promote the core role of military corps and defense economic corps participating in socio-economic development in border, sea and island areas, contributing to building the national defense posture and firmly protecting the Fatherland's fence.
Officers and soldiers of the entire army do not fear difficulties, hardships, sacrifices, and take the lead in preventing and fighting natural disasters, epidemics, and searching and rescuing victims; resolutely fight against crime, successfully cracking down on many major cases; affirming that "wherever there are difficulties and dangers, there is the Army, worthy of being the Army of the people, by the people, for the people".
The overall quality, strength, level and combat readiness of the Army have been improved, meeting the requirements of the task of protecting the Fatherland in the new situation; strictly maintaining combat readiness, managing and firmly protecting territorial sovereignty, coordinating to maintain security and order nationwide; implementing adjustments to force organization according to the roadmap, ensuring strictness, enhancing the strength and combat readiness of the entire army; actively innovating and improving the quality of training, education and exercises; participating in domestic and international competitions and sports events with high achievements.
The Central Military Commission and the Ministry of National Defense directed the successful organization of air force exercises and tactical exercises with live ammunition, meeting the requirements of defending the Fatherland in new conditions. Logistics, engineering, defense industry, and military science achieved positive results, with new breakthroughs.
The work of building a politically strong Army and a clean and strong Army Party organization is given special attention; maintaining and strengthening the Party's absolute and direct leadership in all aspects over the Army.
Proactively deploy preparations for Party Congresses at all levels in the Army towards the 14th National Party Congress. Pay attention to building a team of exemplary, responsible cadres and Party members with high qualities, capacity and prestige.
All aspects of personnel work, inspection and supervision are carried out seriously and in accordance with regulations. Political and ideological education, information and propaganda work has many innovations and creativity.
Political and ideological activities, "self-examination, self-correction," "preserving the qualities of Uncle Ho's soldiers," preventing all signs of degradation in political ideology, morality, lifestyle, "self-evolution," and "self-transformation" within the organization were widely deployed.
Mass mobilization and policy work has been actively and creatively implemented, with many new, practical and effective models; actively participating in building a strong grassroots political system, helping people build new rural areas and sustainably reduce poverty.
International integration and defense diplomacy have been carried out actively, proactively, flexibly, practically and effectively; continuing to be a bright spot in the pillars of Party foreign affairs, State diplomacy and people's diplomacy; promptly advising and handling harmoniously and flexibly defense cooperation relations with neighboring countries, countries in the region, major countries, strategic partners, comprehensive partners and traditional friends; successfully organizing border defense friendship exchanges and Navy, Border Guard and Coast Guard exchanges with China, Laos and Cambodia; actively and responsibly participating in multilateral and bilateral defense diplomacy activities, United Nations peacekeeping, humanitarian activities, search and rescue.

Handle situations flexibly and effectively, avoid being surprised
After listening to the report of the Central Military Commission and the speeches of the delegates at the Conference, on behalf of the Party and State leaders, General Secretary and President To Lam highly appreciated, commended and congratulated the results and achievements of the Central Military Commission Standing Committee, the leaders of the Ministry of National Defense and the officers and soldiers of the entire army since the beginning of the term.
General Secretary and President To Lam affirmed that the Army plays an important role in maintaining a peaceful and stable environment for national construction and development. Protecting the Fatherland is an important task of the Army. The Army must be focused on building it strong in all aspects.
Regarding tasks and solutions in the coming time, General Secretary and President To Lam requested the Central Military Commission and the Ministry of National Defense to continue to perform well their strategic advisory functions to the Party and State on military and national defense; proactively and sensitively improve research and forecasting capacity, have flexible and effective response strategies to situations, and avoid being passive and surprised.
Coordinate the effective implementation of the 13th Central Committee's Resolution 8 on the Strategy for National Defense in the new situation; strategies, plans, projects, and legal systems on military and national defense. Proactively research and propose the promulgation of guidelines, policies, and laws on military and national defense to meet the task of protecting the Fatherland both in the short and long term.
General Secretary and President To Lam stated that it is necessary to have a deeper understanding and understanding of the implementation of the national defense policy, people's war, and national defense in the new situation, with the viewpoint of relying on the people, "the people are the root", the center, and the subject; improve the effectiveness and efficiency of state management of national defense at all levels; coordinate and implement specific solutions to build and consolidate the national defense, solid defense of military regions and defense areas at all levels; and effectively implement the policy of combining national defense with economy and economy with national defense.

General Secretary and President To Lam noted that special attention should be paid to building a politically strong Army, a truly clean, strong, exemplary and representative Party organization in terms of politics, ideology, ethics, organization and cadres; maintaining and strengthening the Party's absolute and direct leadership in all aspects over the Army.
The Party Committee of the Army must set an example in all aspects of the entire Party; coordinate to review and concretize the Central Committee's policy on cadres and cadre work in accordance with the characteristics of the Army; build a contingent of cadres and Party members in the spirit of "7 dares" (including: dare to think; dare to speak; dare to do; dare to take responsibility; dare to innovate and be creative; dare to face difficulties and challenges and dare to act for the common good), meeting the requirements of the task; actively innovate and improve the quality of political education, ideology, information and propaganda work; implement the emulation and reward work in a disciplined and effective manner, the Emulation to Win movement associated with studying and following the ideology, morality and style of Ho Chi Minh.

International integration and defense diplomacy must be proactive, active, implemented synchronously, comprehensively, and effectively, ensuring the highest national interests according to the motto "More friends, fewer enemies", "Respond to all changes with the unchangeable"; promptly identify, handle correctly, harmoniously, and flexibly partners and subjects, avoid being passive or surprised; prevent the risk of conflict and confrontation, and avoid isolation and dependence.
General Secretary and President To Lam requested to fully and promptly ensure logistics, engineering, defense industry and other aspects of work to meet mission requirements; care for the material and spiritual lives of officers and soldiers, especially in remote, border and island areas; effectively implement programs, projects and plans in the logistics, engineering, defense industry and military science sectors, with a proactive and positive spirit, promoting internal strength, self-reliance and self-reliance.
