On the morning of March 10, at the 43rd session, the National Assembly Standing Committee reviewed and commented on three contents: the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality; the draft Law on Railways (amended) and the report on the National Assembly's public petition work in February 2025.

Ensuring good quality goods will create strong trust for people.
Commenting on the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality, National Assembly Chairman Tran Thanh Man said that in order to promptly resolve current difficulties and obstacles, the Government should amend a number of articles of the draft Law and possibly consider amending the entire Law in 2026. The scope of the Law amendment should focus on four policy groups that have been approved by the National Assembly.
The drafting committee of the Law project needs to clearly define the responsibilities of ministries, branches and agencies in managing product quality based on technical standards, ensuring the rights of all parties so as not to overlap with specialized laws such as the Law on Food Safety, Law on Digital Technology Industry, etc.
National Assembly Chairman Tran Thanh Man noted: "The Government focuses on the work of classifying, managing and controlling the quality of domestic products and goods and goods exported to Vietnam from abroad. Especially preventing some countries from using Vietnamese goods labels to sell in other countries, and smuggling Vietnamese goods to export to other countries...
Ensuring good quality goods will create strong trust for people in the country, encourage 'Vietnamese people to use Vietnamese goods', protect manufacturing enterprises, and export goods abroad, contributing to promoting economic growth to reach double-digit targets.
In addition to improving the quality of products and goods, National Assembly Chairman Tran Thanh Man said it is necessary to promote the application of achievements of the fourth industrial revolution and artificial intelligence in tracing goods, minimizing administrative procedures and costs for businesses.
Meanwhile, Chairman of the Law and Justice Committee Hoang Thanh Tung said that the Law on Product and Goods Quality was issued a long time ago, although it was amended in 2018, but there are still some overlaps with other laws. This is an issue that the Government needs to put in perspective with other laws to continue reviewing and clarifying the scope of regulation; it is necessary to study and adjust the entire draft Law accordingly.
Concluding the session, Vice Chairman of the National Assembly Le Minh Hoan requested the Drafting Committee as well as the reviewing agency to fully absorb the opinions of the National Assembly Standing Committee, the National Assembly Chairman, and the Vice Chairman; and at the same time focus on a number of issues such as:
Firstly, continue to review and fully institutionalize Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and Directive 38 of the Secretariat on promoting national quality measurement standards by 2030 and the following years.
Second, continue to review the scope of amendments to best address current shortcomings. Continue to fully assess the impact of implementing international commitments to which Vietnam is a member to maximize institutionalization of international commitments, carefully review the necessity, appropriateness, and ensure consistency between existing laws and regulations.
Third, research, absorb and revise opinions of agencies, especially on classifying goods between groups.
Fourth, clarify the key content in the application of science and technology to manage product and goods quality, financial mechanisms, approaches, roadmap support, and take advantage of science and technology in product and goods quality management...
Fifth, review regulations on State management responsibilities, ensure the spirit of innovation in law-making, do not stipulate issues under the Government's authority in the draft Law; study and supplement regulations on quality management of products and goods via e-commerce, study forms of invisible goods that affect human culture and ethics.

Meanwhile, presenting the National Assembly's Report on People's Aspirations in February 2025, Chairman of the National Assembly's People's Aspirations and Supervision Committee Duong Thanh Binh said that voters and people trust and expect the drastic directions of the Party Central Committee, directly by General Secretary To Lam, the National Assembly, and the Government on implementing the policy of innovation, streamlining the organization and apparatus of the political system to operate effectively, efficiently, and effectively; on the policy of exempting all tuition fees for students from preschool to high school in public schools nationwide of the Politburo.
Voters and people highly appreciated the results of the 9th Extraordinary Session of the National Assembly. These laws and resolutions have promptly institutionalized the Party's policies and resolutions, serving the requirements of restructuring and streamlining the apparatus, contributing to perfecting the institutions, unleashing all resources, creating the premise for bringing our country into a new era, an era of striving for strong development and prosperity of the nation.
Voters and people highly appreciate the Prime Minister's decision to assign targets for completing social housing in 2025 and the following years until 2030 and expect that in the coming time, the development of social housing will achieve the expected results, promoting the development of real estate projects, meeting the housing needs of the people.
In addition to the highly appreciated results, voters and people are concerned about the increasing trend of juvenile crime; the situation of students violating traffic laws; the work of drug prevention and control is still inadequate, students are easily drawn into drug abuse; air pollution still occurs in big cities with a high risk of negatively affecting people's health; forms of fraud on cyberspace are increasingly sophisticated, causing serious economic, social and psychological consequences for individuals, organizations and the whole community.
At the same time, concerns about the complicated development of the Influenza A epidemic and the situation of people hoarding Tamiflu for treatment leading to scarcity and price increases in the market; about the implementation of regulations on extra teaching and learning; about a large number of students who do not meet job requirements upon graduation; some lecturers do not teach enough hours, their teaching style and teaching are not serious, and the authorities need to find solutions to overcome this in the near future.

Regarding the results of settlement and response from competent authorities, Chairman of the People's Petition and Supervision Committee Duong Thanh Binh said that in February 2025, the People's Petition and Supervision Committee received settlement and response results for 1,418 petitions sent by voters to the 8th Session, reaching a rate of 69.7%.
Through reviewing, synthesizing and preliminarily evaluating the results of resolving and responding to voters' petitions by competent agencies, the People's Petition and Supervision Committee found that although the agencies have made efforts and actively resolved and responded to voters' petitions, up to now, although the deadline has passed, there are still 33 petitions that have not been resolved or responded to.
The People's Petition and Supervision Committee will continue to update the results of handling and responding to voters' petitions from competent authorities.
Vice Chairman of the National Assembly Tran Quang Phuong stated that the National Assembly Standing Committee agreed with the Report on the People's Aspirations Work in February 2025. Through monitoring the case and directing the explanation sessions of the National Assembly Committees, it can be seen that the explanation and supervision contents of the National Assembly have had a widespread impact on the drastic actions of the Government, ministries and branches (extra teaching and learning activities; university admissions; prevention of online fraud, etc.).
The Government needs to continue to direct the implementation of new regulations on extra teaching, extra learning, university admissions, and assessment of students' ethics and conduct. Continue to direct the implementation of legal regulations on social housing projects in industrial parks, research and expand the beneficiaries of policies...
