Removing barriers, unleashing the power of the private economic sector

Through discussion, many opinions expressed at the conference stated that in recent times, the Vietnamese private economic sector has made important developments, but is still facing many barriers, deeply affecting the promotion of the role, position and ability to contribute of this sector to the development of our country's economy.

Therefore, this is the time that cannot be delayed any longer to remove barriers, unleash the strength of this important economic sector, and contribute decisively to the successful implementation of the country's strategic development goals to 2030 and 2045 that our entire Party and people have set out and are determined to carry out.

From international experience and the practical operations of the domestic business community, some opinions also suggested that the relevant ministries and branches consider continuing to propose practical solutions, in which it is necessary to ensure consistency and comprehensiveness to create a favorable and open common environment, increase access to resources, promote technological innovation, develop human resources, and improve the capacity of businesses and entrepreneurs.

There are big and important decisions for the private economic sector to develop.

Speaking at the meeting, General Secretary To Lam once again emphasized that the private economy is an important driving force of the socialist-oriented market economy, especially for growth; together with the state economy and collective economy, it is the core force to help our country continue to develop more sustainably.

Therefore, in the coming time, the Party and the State will have major and important decisions to create momentum for the private economic sector to develop more strongly, so that the business community can develop prosperously and make worthy contributions to the socio-economic development of the country.

However, the General Secretary also frankly pointed out the fundamental limitations of the Vietnamese private economy in the face of the requirements of the new period, such as the fact that there are still few enterprises that have grown from high-tech manufacturing and exploitation industries; or that most private enterprises are small-scale, have low competitiveness, and lack leading enterprises in industries and fields...

According to the General Secretary, the main reason comes from the lack of consensus in the perception of the private economy, which has not created a high level of consensus in the whole society, so policies and laws still have many inappropriate points, thus the assessment and "treatment" of this sector is not appropriate...

In this spirit, General Secretary To Lam emphasized the need to continue to innovate thinking and create high unity in perception of the role and position of the private economy, to eliminate prejudices and incorrect thinking towards this sector, and to thoroughly implement the principle that the private economy is allowed to participate in activities and develop in all sectors and fields that are not prohibited by law.

"There must be a clear strategy for the development of the private economic sector, in line with the current development level of the economy, with the new geopolitical and economic space of the country and taking into account the geopolitical and economic changes to ensure that the private economy has enough capacity to develop, has the ability to adapt, is resilient and highly competitive, and needs to focus on improving a basic step in infrastructure and human resources to serve the overall development of the private economic sector" - the General Secretary stated.

The General Secretary also requested to continue improving the business investment environment to quickly create favorable conditions and an open environment for private enterprises to develop sustainably and in the long term; requested the Central Policy and Strategy Committee and local ministries and branches to continue researching and having outstanding and breakthrough policies to form and develop large-scale enterprises, leading the way in a number of key and important sectors of the country.
