Speaking at the conclusion of the regular October Government meeting on the morning of November 4, Prime Minister Pham Minh Chinh emphasized many key tasks in the final months of the year.
Do one thing at a time
The Prime Minister requested to promote the achievements, lessons learned, resolve difficulties and challenges, closely follow and grasp the situation to lead and direct resolutely and effectively, respond to policies promptly and accurately, with high determination, great efforts, and drastic actions to better complete tasks in November and December, strive to achieve the highest goals and targets in 2023 and create favorable momentum for 2024.
Emphasizing a number of key tasks, the Prime Minister requested active and effective implementation of the conclusions at the 8th Central Conference, resolutions, conclusions and directions of the Party, National Assembly and Government.
Proactively review, inspect, and urge the implementation of key tasks in 2023, especially projects and tasks that have not been implemented or are slow to be implemented. Research and select major, important, urgent contents and issues related to the fields of ministries, agencies, and localities to propose and register for inclusion in the Government and Prime Minister's Work Program in 2024.

To continue to best serve the 6th Session of the 15th National Assembly, the Prime Minister requested that Ministers and Heads of sectors closely monitor the situation, proactively prepare contents in the fields of monitoring to be ready to report, provide complete and timely information, explain and answer questions before the National Assembly.
Closely coordinate with National Assembly agencies in completing draft laws and resolutions of the National Assembly; promptly report to competent authorities on issues arising beyond their authority.
"Through the vote of confidence, the National Assembly and voters expect and expect more from the Government. Therefore, we have made a determination and must be even more determined. Continue to implement a proactive, flexible, timely, and effective monetary policy, in a synchronous, close, and harmonious coordination with a reasonable, focused, and key expansionary fiscal policy and other policies.
The Prime Minister emphasized the need to focus on removing difficulties to expand and promote production and business, unblock, mobilize and effectively use resources, create jobs and livelihoods for people through 6 solutions: Removing institutional and legal obstacles; expanding the market for key products; simplifying and cutting cumbersome procedures, reducing compliance costs for businesses; facilitating access to land; increasing access to credit; truly accompanying businesses and people.
Promote disbursement of public investment capital, the Socio-Economic Recovery and Development Program, and three national target programs; speed up the planning approval process, striving to disburse at least 95% of the capital plan for 2023.

Actively restore and develop the corporate bond and real estate markets. Urgently review and evaluate the implementation of Decree No. 08 of the Government on amending, supplementing and suspending the implementation of a number of articles in the decrees regulating the offering and trading of individual corporate bonds in the domestic market and the offering of corporate bonds to the international market.
Regarding health and education, the Prime Minister requested to overcome the shortage of medicine, medical supplies and biological products, and to completely complete the hospital investment project that has dragged on for many years.
Overcoming the shortage of local teachers, especially preschool teachers, having appropriate solutions for textbooks to meet the requirements of socialization and management, ensuring both quality and suitability for people's income...
Promote administrative procedure reform, reorganize administrative units at district and commune levels, reorganize the apparatus, streamline staff, decentralize and delegate power.
Assigning specific tasks to each ministry, sector, agency and locality, the Prime Minister emphasized the need to tighten administrative discipline, promote personal responsibility, and call for stronger promotion of the spirit of serving the people, especially of the heads of ministries, ministerial-level agencies, government agencies and large economic groups in implementing the three strategic breakthroughs in institutional building, human resource training and strategic infrastructure construction, and solving issues related to production, business, employment and people's livelihoods .
