In the process of building new rural areas, Phong Dien district has identified the emulation movement of joining hands to build new rural areas and the emulation movement "For the poor - leaving no one behind in the period of 2021-2025" as extremely important. Vice Chairman of Phong Dien District People's Committee, Mr. Hoang Van Thai informed that after a period of implementing emulation movements to build new rural areas and sustainably reduce poverty, agencies, units and localities have registered and built many creative models and methods. From good models and practices, up to now, the rural appearance in communes in the district has improved a lot, the infrastructure and social system has been invested quite synchronously, basically meeting the production and living requirements of the people. Forms of production organization, economic development, vocational training for rural workers have been focused on and have had positive developments. Many effective production models have been deployed and replicated. People have proactively responded to the policy of building new rural areas, actively contributing land, money, crops, architectural materials, investing in upgrading houses and works serving the family's life. People are more proactive in investing in production development to increase income, unite to build cultural life, environmental sanitation, ensure political security, social order and safety. People's lives are increasingly improved, the rate of poor and near-poor households is decreasing sharply.
Phong Dien continues to launch, guide, innovate the content and form of implementing emulation movements in the area to bring about efficiency. In particular, focusing on close coordination between the Vietnam Fatherland Front Committee and organizations from the district to the grassroots level in implementing each target and criterion for building new rural areas in accordance with the specific conditions of each locality. Investment resources are mobilized and mobilized from socialization to build and renovate the central areas of communes oriented to become wards; mobilize investment in cultural institutions, lighting, and works to improve the criteria of type IV urban areas.

From 2021 to present, the total investment capital for new rural construction in Phong Dien district is over 503 billion VND; of which the central and provincial budgets support 210.366 billion VND, the district budget 174.243 billion VND, the commune and town budgets about 117.251 billion VND... By the end of 2021, the district had 1,132 poor households, with 2,446 people, accounting for 3.8% and 1,163 near-poor households, with 3,285 people, accounting for 3.9%.
