Continue synchronous and drastic solutions to remove difficulties, promote economic growth and development

The announcement stated that on August 16, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on major tasks and solutions to stabilize the macro-economy, control inflation, promote growth and ensure major balances of the economy in the last months of 2023.

After listening to the report of the Ministry of Planning and Investment, the opinions of the delegates attending the meeting, and the speech of the Deputy Prime Minister, the Government Standing Committee unanimously concluded:

Appreciate the Ministry of Planning and Investment for preparing documents for the Government Standing Committee meeting in a short time; assign the Ministry of Planning and Investment to synthesize and fully absorb valid opinions at the meeting to continue perfecting the Report, proactively prepare content for the regular Government meeting in August 2023 and draft Reports for the 8th Central Conference (term XIII) and the 6th Session, the 15th National Assembly, especially the report assessing the implementation of the socio-economic development plan for 2023 and the socio-economic development plan for 2024.

In the first 7 months of 2023, the macro economy continued to be stable, inflation was controlled, major balances of the economy were ensured, economic growth was promoted in the context of a difficult international situation, many countries had slow growth; public debt, government debt, national foreign debt, state budget deficit were well controlled; energy and food security were ensured...; contributing to creating room for implementing priority policies to promote growth in the last months of the year.

However, the economy still faces many difficulties and challenges; production and business activities and access to credit capital of enterprises are still limited (according to the report of the Ministry of Planning and Investment, by August 9, credit growth only reached 4.3%, while the target for the whole year is about 14-15%), the real estate market, corporate bonds are still difficult, administrative procedures in some areas are still cumbersome... Therefore, it is necessary to continue to have synchronous, drastic, timely and effective solutions to remove difficulties, promote growth and socio-economic development in the last months of the year and the coming time.

Regarding tasks and solutions in the coming time, ministries, branches, agencies and localities are required to base on their assigned functions, tasks and powers to select a number of important priority tasks and solutions to focus on implementing with focus and key points to promote the growth drivers of the economy, remove difficulties and obstacles for production and business activities of enterprises, create livelihoods and jobs for people; urgently focus on completing the submission for promulgation of plans; promote disbursement of public investment capital and national target programs; strongly promote the domestic market and expand exports; proactively and actively carry out policy communication work, create consensus among people, businesses and the whole society; in which it is noted that:

Regarding monetary policy : The State Bank of Vietnam studies and promotes the spirit of openness, listens to opinions and feedback from businesses and people to promptly come up with timely and effective solutions to promote credit growth, increase access to credit capital for businesses and people; continues to direct commercial banks to reduce costs, promote digital transformation..., strives to continue to lower lending interest rates, create favorable conditions for people and businesses in the spirit of community responsibility, join hands to overcome difficulties, "harmonized benefits, shared risks"; urgently reviews, considers amending and supplementing according to the authority of the Circulars of the State Bank of Vietnam to promptly remove difficulties, support production and business activities; at the same time, strengthens inspection, supervision, control, prevention and handling of negative behaviors, corruption, and group interests.

Regarding fiscal policy: The Ministry of Finance assesses the implementation of policies on tax, fee, charge exemption, and extension in the past; on that basis, proactively research, promptly propose, and report to competent authorities on policies on exemption, reduction, and extension that need to be applied in the coming time. There are feasible solutions to thoroughly and effectively handle the issue of corporate bonds; further accelerate the refund of value-added tax to enterprises according to the provisions of law; and effectively carry out policy communication work.

Regarding land policy: The Ministry of Natural Resources and Environment proactively works and closely coordinates with the agencies of the National Assembly in the process of completing the revised Land Law Project to submit to the National Assembly for promulgation at the 6th session; promptly promulgates according to its authority or submits to competent authorities for promulgation documents regulating land price determination, regulations related to minerals and construction materials, ensuring clarity, publicity, transparency and consistency in implementation.

The Ministry of Planning and Investment has performed well the task of coordinating macroeconomic management and continued to review and improve the investment and business environment, enhancing the competitiveness of the economy; especially focusing on building strong enough incentive policies to attract enterprises and foreign investors with potential and scientific and technological level; strengthening inspection and urging to promote the disbursement of public investment capital and planning work, ensuring quality and progress.

The Ministry of Industry and Trade focuses on directing the promotion of industrial and commercial production; urgently completes the draft of the pilot mechanism for direct electricity purchase and sale, the mechanism to encourage the development of rooftop solar power; the plan to implement the 8th Power Plan. Urgently complete the draft Decree amending and supplementing Decree No. 95/2021/ND-CP and Decree No. 83/2014/ND-CP, submit to the Government before August 19, 2023; assign Deputy Prime Minister Le Minh Khai to chair a meeting to agree on the immediate amendment of these Decrees.

The Ministry of Labor, War Invalids and Social Affairs focuses on directing the effective implementation of social security work, finding solutions to ensure the balance between labor supply and demand, meeting the requirements of the market, businesses, employers and ensuring employment for workers; promptly receiving opinions from ministries, branches, and members of the Government, completing and submitting to the Government the Decree amending and supplementing Decree No. 152/2020/ND-CP on August 18, 2023.

The Ministry of Agriculture and Rural Development shall preside over and coordinate with the Ministry of Finance and relevant ministries, agencies and localities to focus on effectively implementing solutions to ensure national food security, while promoting the export of agricultural products and food; ensuring appropriate and effective rice reserves in current conditions.

The Ministries of Construction, Natural Resources and Environment, Labor - Invalids and Social Affairs, and Science and Technology , according to their assigned functions and tasks, shall preside over and coordinate with the Ministry of Finance and relevant agencies to urgently research and report to competent authorities in August 2023 on the establishment of trading floors for real estate, land, employment, science and technology, carbon credits, etc., ensuring the promotion of digital transformation, publicity, transparency, and promoting safe, healthy, effective, and sustainable market development.

The Ministry of Home Affairs urgently completes and submits to the Government for promulgation regulations to protect those who dare to think, dare to do, dare to take responsibility for the common good, and regulations on encouraging, motivating and disciplining officials.

Require Ministers and Heads of ministerial-level agencies to directly take charge, direct and be responsible for the work of institution building and administrative procedure reform of the Ministry and agency; establish a Working Group to review and reform administrative procedures of the Ministry and agency, ensuring substance and effectiveness in accordance with the direction of the Government and Prime Minister.

Ministers, heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and centrally-run cities continue to lead and direct the further reduction and simplification of business regulations, administrative procedures and citizen papers to save time and costs for businesses and people; tighten administrative discipline and order, and resolutely and thoroughly overcome the situation of evasion, shirking, and fear of responsibility in performing public duties.

Government members proactively arrange appropriate and effective working time and forms with localities to grasp the situation, promptly remove difficulties and obstacles or propose competent authorities to consider and resolve in accordance with the spirit of Decision No. 435/QD-TTg dated April 24, 2023 of the Prime Minister.

The Government Office monitors and urges the implementation of the above tasks according to assigned functions and tasks.
