On the afternoon of May 8 at the National Assembly House, Member of the Party Central Committee, Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong - Chairman of the Vietnam - China Friendship Parliamentarians' Group received Deputy Chairman of the Standing Committee of the National People's Congress of China Truong Khanh Vi on the occasion of leading a delegation to Vietnam to attend the 70th Anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024).

On behalf of the leaders of the Party, State and National Assembly of Vietnam, Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong happily welcomed and respectfully thanked the Party, State and National People's Congress of China for accepting the invitation and sending Deputy Chairman of the Standing Committee of the National People's Congress Truong Khanh Vi to attend the 70th Anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024) - a national commemorative event organized by the Party Central Committee, National Assembly, President, Government of the Socialist Republic of Vietnam, Central Committee of the Vietnam Fatherland Front and Dien Bien province.

This is also an opportunity for the Party and State of Vietnam to express gratitude for the valuable, wholehearted and righteous support and assistance from China, the former Soviet Union, socialist countries, international friends, and progressive and peace-loving forces around the world to the Dien Bien Phu Campaign in particular and the Vietnamese people's struggle for national liberation in general.

Emphasizing that the Dien Bien Phu victory "resounding throughout the five continents and shaking the world" is a brilliant historical milestone in the struggle for national independence and liberation of the Vietnamese people under the leadership of the Communist Party of Vietnam, the Vice Chairman of the National Assembly said that this is not only a great victory of the Vietnamese people, but also a strong source of encouragement for oppressed peoples around the world in the struggle against colonialism, imperialism and for national independence.

During the arduous struggle and resounding victory of the Dien Bien Phu Campaign, there were great contributions and wholehearted support in both material and spiritual terms from China, the Soviet Union and fraternal socialist countries, along with the vast number of peace-loving people in the world. The Party, the State, generations of cadres, party members and people of Vietnam always remember the great and valuable support and assistance that the Party, Government and people of China gave to Vietnam during the Dien Bien Phu Campaign as well as throughout the past struggle for national independence and the cause of building a socialist country today.

Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong affirmed that China's support and assistance is a vivid demonstration of the deep friendship "both comradeship and brotherhood" between Vietnam and China. The fact that the Chinese Party and State accepted the invitation to send Deputy Chairman of the Standing Committee of the National People's Congress of China Zhang Qingwei to attend the 70th Anniversary of the Dien Bien Phu Victory demonstrates China's high regard for its relations with Vietnam. This is also evidence that the Comprehensive Strategic Partnership and Community of Shared Future of strategic significance between Vietnam and China are developing increasingly well in all aspects.

This is a consistent and continuous policy, a strategic choice and a top priority in Vietnam's overall foreign policy. He hopes that the two Parties, Governments and National Assemblies will strengthen strategic exchanges, further consolidate political trust and mutually beneficial cooperation, effectively build a "Vietnam-China Community of Shared Future of Strategic Significance", bringing bilateral relations to a new stage of development, increasingly comprehensive, profound and sustainable.

After the historic mutual visits of the two Party General Secretaries in late 2022 and 2023, the two sides have established a new position for the relationship between the two Parties and the two countries in the coming period, which is to build a "Vietnam - China Community of Shared Future of Strategic Significance". This is truly a major milestone in the history of Vietnam - China relations. Thereby, high-level exchanges and contacts have taken place closely, contributing to strengthening political trust and strategic orientation for bilateral relations. The atmosphere of friendship and trust has spread to all levels, sectors, localities and people's organizations, creating a vibrant exchange and cooperation situation. Substantive cooperation areas have made positive progress.

On this occasion, Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong suggested that the National People's Congress of China coordinate with the National Assembly of Vietnam to effectively implement the cooperation agreement signed between the two legislative bodies of the two countries; continue to exchange information and experience in building economic development institutions, focusing on macro policies and some specific areas. At the same time, the two sides need to continue to coordinate in developing and specifying the content of training National Assembly deputies; promote exchanges between local People's Councils and local National People's Congresses of the two countries. Coordinate and direct the organization to well implement the Cooperation Agreement between the Office of the National Assembly of Vietnam and the Secretariat of the National People's Congress of China... Promote the development of relations with localities sharing the border of the two countries, especially border gate areas with potential and conditions for development to create momentum and regional linkages, connections in the economic corridor, develop border trade activities, promote digital transformation, invest in infrastructure systems...

Deputy Chairman Truong Khanh Vi affirmed that Vietnam and China are good neighbors, good friends, good comrades, and good partners. The traditional friendship of "being both comrades and brothers" personally built and cultivated by President Ho Chi Minh, Chairman Mao Zedong, and previous leaders is a valuable asset of the people of the two countries, which needs to be well inherited, well protected, and well promoted. Promoting the tradition of friendship, in recent times, the friendly relationship has been consolidated and strengthened through official visits and meetings between high-ranking leaders as well as between ministries, branches of the Party, the Government, and between localities. High-level visits have become a tradition and are extremely important to the development of relations between the two countries.

In particular, on the occasion of the State visit to Vietnam from December 12 to 13, 2023 of General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China Xi Jinping, the two countries issued a Joint Statement affirming to continue to deepen and further enhance the Vietnam - China Comprehensive Strategic Cooperative Partnership, the two sides agreed to build a Vietnam - China Community of Shared Future of strategic significance, making efforts for the happiness of the people of the two countries, for the cause of peace and progress of mankind.

Agreeing with the opinion of Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong, Deputy Chairman Truong Khanh Vi said that the National People's Congress of China is ready to coordinate with the National Assembly of Vietnam to implement the agreements and orientations of the two Parties, two States as well as the legislative bodies of the two countries, contributing to elevating the Vietnam - China relationship in the new period, promoting peace, stability and development of the region and the world./.
