Vice Chairman of the National Assembly: 'Salary reform is not just about increasing wages and income'

Vice Chairman of the National Assembly Nguyen Khac Dinh said that the Party Central Committee has approved a salary reform plan from July 1, 2024, but salary reform is not only about increasing salaries and income but also about improving the quality and responsibility of the staff and civil servants.

On the morning of October 16, continuing the 27th session, the National Assembly Standing Committee gave opinions on the 2023 socio-economic report, the 2024 plan; mid-term assessment of the socio-economic implementation in the 5 years of 2021-2025 and the Government's economic restructuring plan.

Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh said that according to the plan approved by the Central Committee and the National Assembly and the Government, salary reform will be implemented from July 1, 2024. This is also the first step in implementing Resolution 27 of the 12th Party Central Committee on salary reform.

According to Mr. Dinh, salaries have been adjusted many times, but this adjustment is a reform. "It is not just a salary adjustment, not just a salary increase, an income increase, but according to Resolution 27 of the Party Central Committee, salary reform is associated with improving the quality and responsibility of the staff and civil servants," Mr. Dinh emphasized.

From there, Mr. Dinh said that, along with implementing salary reform, it is necessary to review job positions and strengthen the responsibility and discipline of civil servants, and review and rearrange the team of civil servants.

"Those who lack a sense of responsibility, work half-heartedly, push things around, avoid things... must be dealt with. Even those who violate the law or lack capacity must be removed from the system. This must be done on both sides, not just salary reform," Mr. Dinh stated.

Also related to salary reform, Chairman of the Ethnic Council Y Thanh Ha Nie Kdam agreed to implement the salary reform structure according to the roadmap. Mr. Y Thanh Ha Nie Kdam suggested that salary reform must ensure income for grassroots cadres, so that grassroots cadres' income is commensurate with their tasks.

"Avoid having places with higher incomes and places with lower incomes but the tasks are the same," said Mr. Y Thanh Ha Nie Kdam.

The implementation of salary reform is carried out in accordance with Resolution 27 of the 12th Party Central Committee. Accordingly, the implementation of salary reform will take place from 2021 with a new unified salary regime for cadres, civil servants, public employees, and armed forces in the entire political system.

At the same time, periodically increase wages in accordance with the consumer price index, economic growth and budget capacity.

Speaking to voters in Hai Phong City during a recent voter meeting, National Assembly Chairman Vuong Dinh Hue said that it is expected that after the 2024 salary reform, salaries will increase by 5-7% each year according to the increase in the consumer price index.

Resolution 27 requires the design of a new salary structure including: basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). In addition, bonuses are added (the bonus fund is about 10% of the total salary fund of the year, excluding allowances).

Resolution 27 also requires abolishing the current basic salary and salary coefficient, and establishing a basic salary with a specific amount in the new salary table.

Instead, a new salary system will be developed and issued according to job positions, titles and leadership positions to replace the current salary system; old salary will be converted to new salary, ensuring that it is not lower than current salary.

According to a report from the Ministry of Finance, to date, the country has accumulated more than VND500,000 billion to prepare for salary reform in the 2024-2026 period.
