Vice Chairman of the City People's Committee Nguyen Trong Dong signed and issued Decision No. 6015/QD-UBND dated November 19, 2024 approving the Investment Project to build traffic routes in the area approaching the Central Maternity Hospital, Facility 2, Central Children's Hospital, Facility 2, Quoc Oai district.
The project aims to invest in the construction of infrastructure routes for the Ministry of Health's projects, creating a vital axis through the heart of Quoc Oai eco-town, connecting the main traffic routes of the area, hospital areas; urban areas, tourist - service areas, contributing to the development of local economy - culture - society and tourism, services, at the same time contributing to social security, firmly strengthening the capacity to ensure national security and defense in Quoc Oai district in particular and neighboring areas to the west of the capital in general. On the other hand, when the route is formed, it will contribute to concretizing the planning of the eco-town developing according to the eco-urban model to support the development of rural areas located in the green corridor of Hanoi capital.
The investment scale for the construction of 3 routes with a total length of 2.99km includes: Route 1 has a length of 1.28km: Starting point Km0+00 at the intersection with the North-South main road of the extended Quoc Oai urban area; End point Km1+350 adjacent to the boundary of the Tay Quoc Oai Urban and Service Area (adjacent to the right edge of the North-South economic axis); Roadbed cross-section scale 30m. Route 2 has a length of 1.19km: Starting point Km0+00 intersects with the North-South main road of the extended Quoc Oai urban area; End point Km1+188 intersects with route 1; Roadbed cross-section scale 24m. Route 3 has a length of 0.52km: Starting point Km0+00 at the intersection with route 1; End point Km0+520 intersects with route 2; Roadbed cross-section scale 24m.
The main investment items include: Site clearance; Construction of foundations, road surfaces, treatment of weak soil; sidewalks, trees, median strips; rainwater drainage, wastewater drainage; horizontal drainage; technical pipe bundles; retaining walls, ditch restoration; traffic safety; water supply and fire protection systems; lighting systems; and some other auxiliary items.
This is a group B project, a level I traffic (road) project, invested by the People's Committee of Quoc Oai district, with an implementation period from 2024 to 2025.
The Hanoi People's Committee requests the organization to manage and implement the investment project in accordance with the contents of this Decision and the regulations of the State and Hanoi City on management of construction investment projects, construction quality management, construction investment cost management, investment supervision and evaluation, community supervision; implement the project on schedule and with quality in accordance with current laws.
The Hanoi People's Committee assigned the Quoc Oai District People's Committee to be responsible before the law for the accuracy of volume, budget; structural calculation results and legality of the documents submitted for approval; capacity of organizations and individuals conducting surveys and establishing investment projects.
Review investigation and survey data, applicable policies, and costs of land acquisition, compensation, support, and resettlement projects to ensure accuracy, objectivity, publicity, transparency, and fairness between organizations and households and individuals in accordance with current regulations.
Organize the review, completion and update of approval of district-level land use planning and plans to ensure sufficient basis for site clearance; perform other tasks related to site clearance.
Responsible for organizing the establishment, appraisal and approval of compensation, support and resettlement plans in accordance with the provisions of the Law. Develop and organize the implementation of land recovery, compensation, support and resettlement plans to ensure publicity, transparency and stability of people's lives, and the operations of agencies, organizations and units whose land is recovered; Manage, exploit and use effectively, and prevent re-encroachment of recovered land. The Department of Transport shall perform the responsibility of managing the quality of construction works according to its functions, tasks and in accordance with current regulations; after completing the Investment Project, it shall receive and manage the transport infrastructure assets of the construction items formed from the Investment Project according to the management hierarchy and put them into operation and maintain the works according to regulations.
Relevant City Departments and branches coordinate and guide investors to implement the project in accordance with current regulations; take responsibility for state management in their management areas for work related to the implementation of investment projects.
