Enhancing the role of local associations
Reporting at the Conference, Mr. Tran Cong Phan, Deputy Secretary of the Party Committee, Vice President of the Association, General Secretary of the Vietnam Lawyers Association assessed that in the first 6 months of 2024, the Association achieved positive results in all 10 key areas of work.
Notably, the Party Committee, the Standing Committee, and the Central Standing Committee of the Association have directed the development and implementation of many programs and work plans; led and directed all levels of the Association to continue to perform well the assigned political tasks, constantly promote and improve the quality and effectiveness of the Association's activities. On that basis, the Lawyers' Associations of provinces and cities, units and branches under the Central Association have developed and issued specific programs and work plans for each unit in accordance with the political tasks of the Association and the actual situation of the locality, agency, unit, ministry and branch.

The study, dissemination and implementation of the Party's guidelines and viewpoints, the State's policies and laws; studying and following Ho Chi Minh's ideology, morality and style continue to be focused on. "The role and position of the association at all levels are increasingly affirmed, creating trust for the Party committees, the government and the people. Professional work aspects such as: participation in policy and law making; legal consultancy and legal aid; legal dissemination and education are of interest to the association at all levels, promoted and well implemented. Statistics show that some activities have increased compared to the same period in 2023", Mr. Tran Cong Phan emphasized.
The program for drafting legal documents of the Government, ministries, branches, localities and according to the plan set out by the Central Association in 2024 such as the projects: Law on Trade Unions (amended), Law on Notarization (amended), Law on Employment (amended); Law on Urban Planning and Rural Planning; Law on Gender Transition; Law on Juvenile Justice; Law on Geology and Minerals. In addition, continue to implement a number of activities in the third quarter, especially paying attention to drafting the dossier of the Law amending and supplementing a number of articles of the Law on Commercial Arbitration; Completing draft documents to submit to competent authorities for consideration and decision to add to the program for drafting Laws and Ordinances in 2024, 2025...

According to Mr. Phan, the work of participating in and developing policies and laws is increasingly receiving attention and active participation from local associations. Statistics from the first 6 months of 2024 show that local associations have organized more than 650 conferences, contributing more than 9,000 opinions (in the same period of 2023, more than 600 conferences were organized, contributing more than 8,000 opinions) to develop legal documents of the Central and local levels.
In addition, the association at all levels has organized more than 75,900 propaganda and dissemination sessions on the law for more than 583,000 people. In addition, coordination activities with relevant sectors in propaganda work have also been carried out with more than 28,600 sessions for more than 1,580,000 people (same period in 2023: 24,984 sessions for more than 1,500,000 people) on laws such as: Land Law, Housing Law, Marriage and Family Law, Environmental Protection Law, Law on Mediation at the Grassroots Level, Law on Military Service, etc.
Proposal for age mechanism of association president
Speaking at the conference, Mr. Nguyen Van Quyen, Secretary of the Party Committee and President of the Vietnam Lawyers Association, said: "2024 is the year that the Lawyers Association at all levels will organize the Congress for the 2024-2029 term, towards the 14th National Congress of the Vietnam Lawyers Association for the 2024-2029 term, aiming to hold it by the end of December 2024. At the same time, we aim to celebrate the 70th anniversary of the Association's founding (April 4, 1955 - April 4, 2025).
Up to now, the Charter, Documents, and Personnel subcommittees have developed plans and tasks to ensure progress requirements. Specifically, in the second quarter, the Personnel Subcommittee has developed the Subcommittee's Work Plan, including developing the Personnel Project for the Executive Committee, the Personnel Project for the Standing Committee, the Chairman, Vice Chairman, the Personnel Project for the Inspection Committee to submit to competent authorities; developing Guidelines for standards, quantity, and allocation of delegates to attend the 14th National Congress of the Vietnam Lawyers Association.
At the conference, many delegates suggested that with the current regulation, the association president must not be over 70 years old, making it difficult to introduce and elect personnel.
Sharing the same view, Mr. Nguyen Van Quyen said that many comrades who are chairmen of branches under the central government participated because of their enthusiasm, but now that they are over 70 years old, there needs to be a mechanism for them to continue participating appropriately. "The association has documents guiding the conditions, procedures, and personnel processes for all levels of the association to implement consistently," Mr. Quyen said.
According to the leaders of the Vietnam Lawyers Association, in order to prepare for the National Congress, the Subcommittees assigned to serve the 14th National Congress of the Vietnam Lawyers Association, term 2024-2029, continue to successfully complete their assigned tasks; The Association at all levels continues to research, contribute opinions and revise the draft documents to be submitted to the 14th National Congress of the Association.
By the end of June 2024, the Provincial and Municipal Associations that have organized the Provincial Bar Association Congresses are: Hoa Binh Provincial Bar Association, Dak Lak Provincial Bar Association, Ben Tre Provincial Bar Association, Lang Son Provincial Bar Association. In addition, a number of Provincial and Municipal Associations have also basically organized the Bar Association Congresses at all levels, completing preparations for the Provincial and Municipal Congresses, specifically: Hanoi City Bar Association, Quang Binh Provincial Bar Association, Binh Duong Provincial Bar Association, Quang Ninh Provincial Bar Association, Ninh Thuan Provincial Bar Association, Thai Binh Provincial Bar Association, Khanh Hoa Provincial Bar Association, etc.
Up to now, the total number of members of the Vietnam Lawyers Association who have been granted and exchanged cards is 71,027 cards out of a total of 95,221 members, reaching a rate of 74.6%, of which in the first 6 months of 2024, 122 members who are currently active in branches under the Central Association have been compiled and admitted .
