On the morning of September 11, the Central Organizing Committee held an online conference to provide comments on the draft model working regulations of provincial-level Party delegations and Party executive committees. Comrade Nguyen Quang Duong, member of the Party Central Committee and Deputy Head of the Central Organizing Committee, chaired the meeting.
Attending the conference at the Ninh Binh provincial bridge point were comrade To Van Tu, member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee; leaders of the provincial Party delegation and Party executive committee.
At the conference, delegates listened to a report on the implementation results of the Working Regulations and proposed the development of a model Working Regulations for the Party delegation and the provincial Party executive committee, which is expected to be submitted to the Secretariat in the near future.
Accordingly, in general, over the past time, the Standing Committee of the provincial Party Committee has seriously implemented the regulations and instructions of the Central Committee, issued or directed and instructed the issuance of working regulations of the Party delegation and the Party executive committee at the provincial level. The Party delegation and the Party executive committee have seriously complied with the leadership and direction of the Standing Committee of the provincial Party Committee; seriously implemented the working regulations, contributing to ensuring the leadership, direction and inspection of the implementation of the Party's guidelines, policies and regulations; decided on organizational and personnel issues according to the assignment and decentralization of personnel management and coordinated with the Party Committee or Party cell of the agency to carry out the work of building the agency and organization.
However, in reality, the Working Regulations in some places still have shortcomings that need to be revised. Based on the practical situation, in order to overcome the limitations and ensure that the Party delegation and the Party executive committee at the provincial level properly perform their functions, tasks and powers according to Regulation No. 146-QD/TW of the Secretariat; contributing to improving the leadership and direction capacity of the Party delegation and the Party executive committee at the provincial level towards state agencies and socio-political organizations, the Secretariat has directed the Central Organization Committee to draft a model Working Regulation for the Party delegation and the Party executive committee at the provincial level.
The Draft Regulations include 5 chapters and 17 articles stipulating the position, functions, tasks and powers of the Party delegation and Party executive committee; tasks and powers of members of the Party delegation and Party executive committee; working principles and regime; working relations; and implementation provisions.
Participating in giving opinions at the connecting points, the delegates basically agreed with the necessity of issuing a model Working Regulation of the Party Delegation and the Party Executive Committee at the provincial level. At the same time, they contributed some contents related to the need to more clearly define the tasks and powers of members of the Party Delegation and the Party Executive Committee at the provincial level; principles and working regimes...
Concluding the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong highly appreciated the delegates' contributions and said that the opinions will be compiled to complete and submit to the Secretariat for consideration.
