During the past term, Party committees, authorities and organizations at all levels have directed, thoroughly grasped and well implemented the Party's guidelines, policies and laws of the State on ethnic affairs and policies in the city. Programs, projects and policies for ethnic minorities have always received attention from Party committees, authorities and socio-political organizations at all levels, and have been fully, promptly and properly implemented, achieving many important results, contributing to economic development, improving living standards, and rapidly and sustainably reducing poverty among ethnic minorities.
Accordingly, the city has supported the construction of 192 new houses for poor ethnic minorities with a total cost of over 10.5 billion VND. To contribute to poverty reduction among ethnic minorities, the City Social Policy Bank has supported loans for 2,981 poor households, near-poor households, and workers who need to create, maintain, and expand jobs to develop the economy, ... with an amount of over 91 billion VND.
Every year, on the occasion of holidays and Tet, delegations are organized to visit and give gifts to Chinese religious establishments, Khmer pagodas, policy households, retired cadres, poor households, prestigious people among ethnic minorities, ... with a total cost of over 10 billion VND.
In addition, social security policies, national target programs for sustainable poverty reduction, and the national target program for new rural construction have been implemented; the work of preserving and promoting the values of cultural heritages of ethnic minorities has been maintained; the quality of education has had many positive changes in all sectors, levels and grades; the health care network has been consolidated and improved in quality, creating favorable conditions for people to access health services. To date, the rate of ethnic minorities participating in insurance has reached 92%.
Poverty reduction work continues to receive attention from Party committees, authorities and socio-political organizations at all levels. At the same time, the effective implementation of policies for ethnic minorities has contributed to reducing the poverty rate from 186 households (in 2020) to now the city has only 54 poor ethnic minority households.
The Congress also set out specific goals for implementing ethnic work and policies for the 2024-2029 period, such as: Supporting 100% of poor ethnic minority households to have land and stable housing; striving for no more poor households among ethnic minorities by 2030; 100% of communes and hamlets have car roads to the center; 100% of ethnic minority households have access to the national grid and use electricity safely; the rate of households using clean water reaches over 99%; striving for over 60% of working-age workers to receive vocational training; strengthening medical work so that ethnic minorities have access to modern health services; 98% of ethnic minorities participate in health insurance;...
Speaking at the congress, Minister and Chairman of the Ethnic Committee Hau A Lenh suggested: Localities should seriously acknowledge and more deeply assess the difficulties, challenges and potential advantages of the locality, boldly innovate, identify specific tasks and solutions for the period 2024 - 2029, consider this as one of the important political tasks of the city, and include it in the Resolution of the Party Congress for the term 2025 - 2030 to focus on implementation.
Specifically, Mr. Hau A Lenh suggested that Party committees at all levels, authorities, socio-political organizations, cadres and party members need to continue to study, raise awareness and thoroughly grasp the viewpoints, policies and guidelines of the Party and State on ethnic affairs, great national unity and ethnic policies. Promote the potential and advantages of the locality, focus resources on investment in socio-economic development, promote hunger eradication and poverty reduction, build new rural areas, improve the material and spiritual life of ethnic minorities, effectively implement 3 national target programs, especially the national target program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 in the city; Focus on building and fostering the great unity bloc of ethnic groups, ...
To effectively implement ethnic work and policies in the area in the coming time, Secretary of the Can Tho City Party Committee Nguyen Van Hieu also suggested focusing on synchronously and effectively implementing programs and plans on ethnic work, focusing on the National Target Program on Socio-Economic Development of Ethnic Minority Areas. Preserving and promoting the fine traditional cultural identities of ethnic minorities; consolidating and strengthening the great solidarity bloc of ethnic groups.
At the same time, promote the internal strength, the spirit of self-reliance, self-improvement and striving to rise up of ethnic minorities; guide and support people to effectively use state support resources; implement policies well while promoting the role of prestigious people; strengthen the work of grasping the situation, forecasting the situation to avoid being passive and surprised by situations...
On this occasion, the Minister and Chairman of the Ethnic Committee also awarded the Medal “For the cause of ethnic development” to 5 individuals with outstanding achievements contributing to the development of ethnic groups. At the same time, certificates of merit were awarded to 1 collective and 5 individuals and collectives with outstanding achievements in implementing ethnic work and ethnic minority policies of the Party and State.
