Realizing the Party's policy on building and developing Vietnamese culture and people to meet the requirements of sustainable development, while effectively and creatively implementing resolutions on developing culture and people with the leading role of the province, over the years, Binh Lieu culture has been well preserved and promoted, truly a solid pillar for the development and progress of the ethnic community.
The mountainous and border district of Binh Lieu has 96% of its population being ethnic minorities, the highest in the country, mainly the Tay, Dao, San Chi ethnic groups... Each ethnic group has its own customs and practices, which have been identified as valuable heritages that need to be preserved and promoted to become the driving force for the breakthrough and comprehensive development of the district in general and the ethnic minority community in particular.
Thanks to the timely and synchronous implementation of solutions to build and develop culture and people, closely following the central government's directives and programs and the province's resolutions, Binh Lieu's culture has been preserved and promoted, becoming a unique "resource" and a competitive advantage for the borderland of the Fatherland. Culture plays an important role in helping Binh Lieu "change its skin", transforming from a poor rural area into a new rural area with a bright appearance.
From 2018, implementing Resolution No. 11-NQ/TU of the Provincial Party Committee "On building culture and people of Quang Ninh to meet the requirements of sustainable development", by 2023 implementing Resolution No. 17-NQ/TU of the Provincial Party Committee "On building and promoting cultural values, the strength of people of Quang Ninh to become endogenous resources, driving forces for rapid and sustainable development", Binh Lieu has issued many specific programs and action plans that are creative and suitable to reality; integrating and linking the preservation and promotion of cultural heritage of ethnic groups in the area with the good implementation of the movement "All people unite to build a cultural life", the Project "Preserving and promoting traditional cultural values of ethnic communities in Binh Lieu district for the period 2016-2020, with a vision to 2030".
Typically, in 2018, the district began implementing a movement to wear traditional ethnic costumes in government agencies and public service units under the district People's Committee. The movement was then implemented throughout the district's education system, creating a positive change in the awareness of the younger generation about traditional costumes and the traditional cultural beauty of their ethnic group.
Along with that, the district has stepped up dissemination and propaganda of the resolution's content, directed the updating and supplementation of historical, cultural and human values of Binh Lieu, Quang Ninh into local educational materials; launched competitions and extracurricular activities to learn about history and culture, and propagated the 8 characteristics of Quang Ninh people "Courage, Self-reliance, Discipline, Solidarity, Loyalty, Generosity, Creativity, Civilization", and at the same time guided the building and promotion of the image of Binh Lieu people with the characteristics of "Humanity, Simplicity, Rich in cultural identity".
Creating favorable conditions for people to have space for activities and cultural exchanges, thereby creating new cultural values, the district mobilizes and effectively uses all resources to invest in a synchronous system of cultural and sports institutions. Up to now, 100% of commune-level cultural and sports centers, village and neighborhood cultural houses of the district are equipped with facilities according to regulations. The district attracts social investment in the 14,750m2 Sports Complex, with a total investment of 8 billion VND. The district currently has 7 commune-level folk art clubs, 28 village and neighborhood clubs with 600 members regularly performing for local and national events and holidays during the year.
The restoration and organization of traditional festivals and ceremonies have received attention. The Luc Na communal house festival, the Wind Abstinence Festival, the Palm Wave Festival, the Golden Season Festival, and the So Flower Festival have not only been maintained, as beautiful religious and cultural activities of the community, but are also gradually becoming attractive tourism products for domestic and foreign tourists. Many customs and practices of ethnic minorities have been restored, and records have been made for registration in the National Intangible Cultural Heritage List: Then singing of the Tay people, Soong Co singing of the San Chi people, the wind abstinence custom of the Dao people, and the new rice celebration of the Tay people. In particular, "Then practice of the Tay, Nung, and Thai people in Vietnam" in Quang Ninh, represented by the Tay people of Binh Lieu, has been recognized by UNESCO as an Intangible Cultural Heritage of Humanity.
