This is the request of Prime Minister Pham Minh Chinh to relevant ministries, branches and localities.
The Government Office has just issued Notice No. 35/TB-VPCP dated February 7, 2025, concluding the conclusion of Prime Minister Pham Minh Chinh at the Second Meeting of the Steering Committee for the construction of nuclear power plants.
The announcement stated: To meet the energy requirements for green development, sustainable development, climate change response and environmental protection in the new situation and meet the target of double-digit economic growth in the new era, along with the strong development of artificial intelligence, cloud computing...., the Party Central Committee and the National Assembly have directed to continue implementing the policy of building Ninh Thuan nuclear power plants.
This is a particularly important national project, with the goal of striving to complete the investment in the Ninh Thuan nuclear power plant project within 5 years, Prime Minister Pham Minh Chinh, Head of the Steering Committee, requested to immediately implement the following tasks:
Regarding the consolidation of the Steering Committee , the Ministry of Industry and Trade, the standing agency of the Steering Committee, urgently reviews and consolidates the Steering Committee, adding members who are representatives of the Central Propaganda Department and other relevant ministries and agencies, Chairmen and General Directors of the Groups: National Energy Industry, Vietnam Coal - Mineral Industry.
Regarding the establishment of the Steering Committee's Support Team, the Ministry of Industry and Trade urgently established the Steering Committee's Support Team to support in monitoring, urging work, organizing meetings according to the requirements and tasks of the Steering Committee. The Support Team is guaranteed by the Ministry of Industry and Trade in terms of facilities, directly managed by a leader of the Ministry with members including nuclear power experts, working with a serious, professional and streamlined spirit.
Regarding the completion of legal regulations , the Ministry of Science and Technology focuses on allocating resources, urgently completing the amended Law on Atomic Energy, ensuring quality to submit to the 15th National Assembly for consideration and approval at the 9th Session (May 2025) according to the one-session process. The amended content must ensure that it is suitable for the new situation, what is clear, mature, and proven to be correct in practice must be included in the law, increasing decentralization, reducing administrative procedures, and eliminating the request-grant mechanism.
Regarding the mechanisms and policies for project implementation , ministries, branches and localities, based on their assigned functions and tasks, will study and propose mechanisms and policies to facilitate and implement as quickly as possible issues such as site clearance, resettlement, stabilizing people's lives, financial mechanisms, capital arrangement, contractor selection, etc. to shorten the implementation time of the Ninh Thuan nuclear power plant project, and send them to the Ministry of Industry and Trade before February 15, 2025. On that basis, the Ministry of Industry and Trade will synthesize and report to the Government for consideration to propose to the competent authority, and submit to the 15th National Assembly at the 9th Session (May 2025). In the immediate future, in the extraordinary session on February 15, 2025, the Ministry of Industry and Trade will request the policy and a number of necessary mechanisms and policies for immediate implementation.
Regarding the implementation of projects , the Ministry of Industry and Trade shall preside over and coordinate with the Government Office and relevant ministries and agencies to report to competent authorities to assign Vietnam Electricity Group to invest in the Ninh Thuan 1 nuclear power plant project and the National Energy Industry Group to invest in the Ninh Thuan 2 nuclear power plant project, striving to complete the construction investment work before December 31, 2030, and no later than December 31, 2031 to celebrate the 100th anniversary of the founding of the Party and the 85th anniversary of the founding of the country.
Vietnam Electricity Group and the National Energy Industry Group proactively coordinate with relevant ministries and agencies to negotiate with partners with advanced power technology such as Russia, Japan, the US, South Korea, France, etc., prioritizing traditional partners while still ensuring backup capacity in all situations. Based on negotiations with partners, consider updating the capacity scale, total investment, etc. in accordance with the new situation and propose to competent authorities for consideration and decision.
Regarding human resource training , Vietnam Electricity Group urgently reviews and re-mobilizes trained human resources and human resources in similar professions to have the most effective and optimal use plan, and at the same time proposes and reports to the Prime Minister in February 2025 to develop a Plan for specialized training to supplement the necessary human resources (quantity, qualifications and expertise) for the Ninh Thuan Nuclear Power Plant project and has mechanisms and policies to attract human resources, in which it is necessary to pay attention to the commander-in-chief and chief engineer of the project.
The Ministry of Education and Training proactively researches and develops a general professional training program to provide quality human resources to serve the development of nuclear power projects.
Regarding capital for investment preparation , the Prime Minister requested ministries, agencies and localities to review based on assigned tasks and submit proposals to the Ministry of Industry and Trade for synthesis before February 15, 2025. The Ministry of Industry and Trade coordinates with the Ministry of Finance to report to Deputy Prime Minister Ho Duc Phoc and Deputy Prime Minister Bui Thanh Son for permission to study and consider using the 2025 reserve capital effectively for implementation.
Regarding site clearance , the Ninh Thuan Provincial People's Committee urgently implements site clearance and resettlement for both nuclear power plants to complete the handover of the project site to the investor in 2025. At the same time, urgently call for and attract investment in the construction of Ninh Thuan airport; complete procedures in 2025 according to authority, report to the Prime Minister on issues beyond authority.
The Ministry of Finance shall arrange and provide sufficient capital for the People's Committee of Ninh Thuan province to complete the relocation and stabilize the people's residence and livelihood, ensuring that the new residence is better than the old one in the spirit of the common interest, ensuring publicity, transparency, and preventing corruption and negativity.
Regarding the adjustment of the VIII Power Plan, the Ministry of Industry and Trade urgently completes the addition of Ninh Thuan nuclear power, including synchronous connection lines and other planned nuclear power projects to the VIII Power Plan as directed by the Prime Minister in Official Dispatch No. 9600/VPCP-CN dated December 26, 2024 of the Government Office. The adjusted VIII Power Plan needs to be carefully prepared, ensuring overall national interests, fairness, social progress, and appropriate balance between localities and regions, but with priority given to the arrangement of key energy projects in difficult areas. In case of difficulties or problems during the implementation process, report to Deputy Prime Minister Bui Thanh Son for consideration and resolution according to authority, report to the Prime Minister on issues beyond authority, ensuring completion before February 28, 2025.
The Prime Minister requested the Ministry of Planning and Investment to urgently organize the appraisal of the project investment policy adjustment dossier as soon as possible to submit to the 15th National Assembly at the 9th Session.
The Ministry of Natural Resources and Environment is responsible for appraising the project's environmental impact assessment report in February 2025.
The Ministry of Science and Technology, in coordination with the International Atomic Energy Agency (IAEA), assesses Vietnam's nuclear power infrastructure according to IAEA standards. Develops a specific plan to complete the nuclear power infrastructure to meet IAEA requirements.
Regarding propaganda work , the Prime Minister requested the Ministry of Information and Communications, Vietnam Television, Voice of Vietnam, Vietnam News Agency to proactively coordinate with Vietnam Electricity Group, National Energy Industry Group, Ninh Thuan Provincial People's Committee to propagate and clarify the necessity of investment, feasibility, safety assurance... so that people understand, create consensus, and be ready to hand over clean land in sync with the investment preparation progress of the project.
Ninh Thuan nuclear power project consists of 2 plants, each plant has 2 units. Ninh Thuan 1 plant is located in Phuoc Dinh commune, Thuan Nam district. Ninh Thuan 2 plant is located in Vinh Hai commune, Ninh Hai district.
