Accordingly, the traffic accident situation in the first 6 months of 2023 decreased by 3 cases, 3 deaths compared to the same period in 2022. However, through analysis data, it shows that the number of serious and very serious traffic accidents still occurred, with 17 cases, killing 18 people, injuring 7 people, and causing property damage of nearly 100 million VND. Most of the traffic accidents that occurred were related to the subjectivity of the vehicle drivers such as using alcohol, beer, driving on the wrong side of the road, not paying attention... And the consequences of those traffic accidents are the pain of loss, the serious consequences left for both the victims and the accident perpetrators.
Drunk driving causing a fatal accident, Huynh Thanh Toan (34 years old, residing in Phu Nhieu hamlet, My Chanh commune, Chau Thanh district) has just been issued a decision to prosecute the accused by the Investigation Police Department of Tra Vinh City Police, ordered to prohibit leaving his place of residence for investigation and handling of the crime of violating regulations on road traffic participation.
According to the case file, on May 10, 2023, after drinking alcohol, Huynh Thanh Toan drove a motorbike on Nguyen Chi Thanh Street, Tra Vinh City. When reaching the section belonging to Hamlet 5, Ward 9, due to being drunk and unable to control the steering wheel, Toan drove the motorbike and hit the leg of Mr. Tran Quan Manh (20 years old, residing in Phuoc Thanh Commune, Chau Thanh District, Ben Tre Province) and hit Mr. Nguyen Ngoc Phu (21 years old, residing in Cai Co Hamlet, Long Vinh Commune, Duyen Hai District) who was walking in the same direction in front. As a result, Mr. Phu was seriously injured and later died, Toan suffered a forehead injury and was taken to Tra Vinh Provincial General Hospital by local people for emergency treatment, Mr. Manh was slightly injured.
During the investigation, Tra Vinh City Police determined that the cause of the accident was that Mr. Phu was driving on the wrong side of the road; Huynh Thanh Toan was driving with a breath alcohol concentration of 0.90 mg/liter of breath and was having his driver's license revoked by the Provincial Traffic Police Department for driving in violation of alcohol concentration on December 19, 2022.
Defendant Huynh Thanh Toan said: before causing the accident, due to family problems, he drank a lot of alcohol alone, then planned to drive his motorbike to a relative's house in Giong Luc hamlet, My Chanh commune, Chau Thanh district to play, but because he had drunk a lot of alcohol, he did not drive towards Giong Luc hamlet but instead went towards Tra Vinh city and caused the accident. The accident left Toan seriously injured, and he was taken to Tra Vinh General Hospital for emergency treatment. When he was discharged from the hospital and returned home, Toan was informed by his relatives that the victim had died.
According to the reporter's investigation, the defendant Huynh Thanh Toan and his wife have separated. Every day, the defendant and his mother, Chau Thi Ut, struggle to raise two young children, one of whom has a congenital heart disease. Due to not having a stable job and an unhappy family, Toan is often depressed and drinks alcohol. Fearing that her son will get drunk and cause an accident, Ut pawned Toan's car, but unexpectedly, Toan took someone else's car and caused an accident. The family's already difficult situation has become even more difficult.
Mrs. Ut said that after the accident, her biggest worry was the future of her two young children, because if Toan was sentenced to prison, no one would take care of his children, and her older child, who was in 8th grade, had to drop out of school because he did not have enough money to cover living expenses.
Also causing the fatal accident, defendant Tran Van Quoc, residing in Hamlet Nhut B, My Long Nam Commune, Cau Ngang District, is being detained by the Investigation Police Department of Cau Ngang District Police to investigate and clarify his criminal behavior of violating regulations on road traffic participation.

According to the case file, at noon on June 11, 2023, defendant Tran Van Quoc drove a motorbike to an acquaintance's house in Tra Cu district to attend a party and consumed alcohol and beer. At about 6:10 p.m. the same day, Quoc drove a motorbike on District Road 35 in the direction from Cau Ngang town to Hiep My Dong commune to return home.
When reaching the section of Bao Sen hamlet, My Hoa commune, Cau Ngang district, Quoc discovered about 30 meters ahead of a truck going in the opposite direction with its headlights on and Quoc continued to drive the motorbike in the right direction, about 1 meter from the right curb. At this time, Quoc confidently thought that there were no other people or vehicles ahead on the right side of the road, so he did not focus on observing and continued to drive at a speed of 40 - 50 km/h. When the motorbike driven by Quoc had just passed the front of the truck cabin, Quoc discovered about 3 meters ahead of Ms. Thach Thi Phuong (68 years old, residing in Hoa Thinh hamlet, My Hoa commune, Cau Ngang district) was leading a bicycle walking in the same direction, so Quoc stepped on the brakes and turned the steering wheel to the left to avoid Ms. Phuong and the bicycle, but he was not in time because the distance was too close and the speed of the motorbike was quite high. As a result, Quoc's motorbike collided with Ms. Phuong's bicycle, causing Ms. Phuong to fall onto the road and suffer serious injuries. On June 12, 2023, Ms. Thach Thi Phuong died.
Defendant Quoc said that during his detention, he thought a lot about the accident and felt very remorseful and tormented about the consequences he had caused. Just because of a moment of subjectivity and lack of vigilance, Quoc caused the tragic death of Ms. Phuong, and he himself was caught up in the law. Defendant Quoc apologized to the victim's family and hoped to return home soon.
On the victim's family's side, after the sudden passing of his wife, Ms. Thach Thi Phuong, Mr. Thach Sao (69 years old) is now alone, with no relatives to take care of him. Mr. Sao's health is increasingly deteriorating due to his old age, and he is suffering from a serious illness, with no money for treatment. Previously, when she was alive, Ms. Phuong received chili peppers for processing every day and earned a few tens of thousands of dong to buy rice. Now that Ms. Phuong is gone, Mr. Sao has no one to rely on, his son has his own family and works far away, unable to take care of and support his elderly father day and night.
Mr. Thach On, residing in My Hoa commune, Cau Ngang district, said that Mr. Sao's family is poor, has no land to cultivate, and lives very difficultly. The local government has paid attention and created conditions for the family to overcome difficulties in life, especially recently supporting 40 million VND to build a charity house, however, the house was not completed when Ms. Phuong unfortunately had an accident. The family of the person who caused the accident is also in difficulty, so far only supporting funeral expenses and other expenses have not been paid. Currently, all of Mr. Sao's medical expenses and daily living expenses are thanks to the support of the locality and benefactors.
The cases we mentioned in this article are just a few of the many traffic accidents that have occurred in recent times, and each accident leaves behind a lot of pain and loss that cannot be compensated.
