Documents to bring when going for health insurance examination and treatment
Currently, people with health insurance cards must present their health insurance card with photo or citizen identification card when going for medical examination and treatment;
In case of presenting a health insurance card without a photo, it is necessary to present one of the following identification documents with a photo issued by a competent authority or organization, or a certificate from the commune-level police, or other documents certified by the educational institution where the student is managed;
Other legal identification documents or level 2 electronic identification documents.
Thus, only in case of presenting health insurance card but without photo, people must present one of the following documents:
+ Identification document with photo issued by competent authority or organization.
+ Certificate of commune police.
+ Other documents certified by the educational institution where the student is managed.
+ Other legal identity documents or level 2 electronic identification documents.
In particular, other legal identification documents , in addition to citizen identification cards, some legal documents have regulations on personal identification documents.
For example, Article 6 of Decree 62/2021/ND-CP stipulates types of papers and documents proving personal relationships such as identity cards, passports; social insurance books, birth certificates.
Article 2 of Decree 123/2015/ND-CP stipulates that personal identification documents such as passports; identity cards; other documents with photos and personal information issued by competent authorities and still valid.
Circulars of the Minister of Transport also stipulate that Vietnamese citizens when checking in for domestic flights can present one of the following types of personal identification documents: passport; identity card, identification card, certificate of the people's police, the people's army; driver's license, etc.
Currently, information about health insurance cards and photos of basic health insurance card holders have been integrated into citizen identification cards and citizen identification codes, so there is basically enough information and images to conveniently present when going to see a doctor or get treatment.
Regarding level 2 electronic identification documents , Decree 59/2022/ND-CP stipulates that when an electronic identity subject uses a level 2 electronic identification account in electronic activities and transactions, it is equivalent to presenting documents and papers to prove that the information has been integrated into the electronic identification account.
In addition, people's accounts that have been electronically identified at level 2 can use the health insurance card integrated on the VNeID application to go to health insurance clinics and receive treatment.
Regarding the case of health insurance cards integrated on the VssID application, this content is being piloted by Vietnam Social Security.
In case of using level 2 electronic identification account to log in to VssID application, you can use the health insurance card integrated on VssID application to go to health insurance medical examination and treatment.
Can I get medical treatment without a health insurance card?
As mentioned above, people can use many different methods to receive health insurance examination and treatment, including:
+ Present paper health insurance card;
+ Use chip-embedded citizen identification card;
+ Use VNeID level 2 account;
+ Use VssID application.
According to the above methods, if you do not bring a paper health insurance card, you can still receive health insurance examination and treatment in the remaining 3 ways. If you do not have a chip-embedded ID card or a smartphone with the above applications installed, you must bring your health insurance card.
