The 2023 Law on Identification will officially take effect from July 1, 2024 and replace the 2014 Law on Citizen Identification.
1. How old do you have to be to get a new ID card?
According to Article 21 of the 2023 Law on Identification, the age for issuing new identification cards is specified as follows:
- Vietnamese citizens who have been issued an ID card must carry out procedures to issue and renew their ID card when they reach the age of 14, 25, 40 and 60.
- Identity cards that have been issued, changed, or reissued within 02 years before the age for changing the identity card as prescribed above are valid until the age for changing the next identity card.
2. How many cases are there for issuing new ID cards?
Specifically, Clause 1, Article 24 of the 2023 Law on Identification stipulates cases of reissuing and changing identification cards, including:
(1) Cases specified in Clause 1, Article 21 of the 2023 Law on Identification;

(2) Change or correct information about last name, middle name, birth name; date of birth;
(3) Change identity; add information about facial photo, fingerprints; re-determine gender or change gender according to the provisions of law;
(4) There is an error in the information printed on the ID card;
(5) At the request of the person granted the identity card when the information on the identity card changes due to the arrangement of administrative units;
(6) Re-establish personal identification number;
(7) When the person granted the identity card requests.
Thus, from July 1, 2024, there will be 07 cases of issuing new ID cards.
3. What are the procedures for issuing and exchanging new ID cards from July 1, 2024?
The order and procedures for issuing and exchanging ID cards are implemented according to the provisions of Article 23 of the 2023 ID Law, specifically:
(1) The procedures for issuing identity cards to people aged 14 and over are as follows:
- The recipient checks and compares the information of the person needing an ID card from the National Population Database, national database, and specialized database to accurately identify the person needing an ID card; in case there is no information of the person needing an ID card in the National Population Database, it is necessary to carry out the procedure of updating and adjusting the information in the National Population Database according to the provisions of Clauses 1, 2 and 3, Article 10 of the 2023 Law on Identification;
- The recipient collects identification information and biometric information including facial photo, fingerprints, and iris of the person needing an ID card;
- The person needing an ID card checks and signs the ID information receipt;
- The recipient issues an appointment to return the ID card;
- Return the ID card to the location stated in the appointment letter; in case the person who needs the ID card requests to return the ID card at another location, the ID management agency will return the ID card at the requested location and the person must pay the delivery service fee.
(2) A person under 14 years of age or a legal representative of a person under 14 years of age may request the identification management agency to issue an identification card.
The procedure for issuing an ID card to a person under 14 years old is as follows:
- The legal representative carries out the procedure for issuing an ID card for a person under 6 years old through the public service portal or national identification application.
In case a person under 6 years of age has not registered his/her birth, the legal representative shall carry out the procedure for issuing an ID card through procedures linked to birth registration on the public service portal, national identification application or directly at the identification management agency.
The identification authority does not collect identity information and biometric information for persons under 6 years old;
- People from 6 to under 14 years old with their legal representative go to the identification management agency to collect identification information and biometric information as prescribed in Point b, Clause 1, Article 23 of the 2023 Identification Law.
The legal representative of a person from 6 to under 14 years old shall carry out the procedures for issuing an identity card on behalf of that person.
(3) In case a person loses civil act capacity or has difficulty in cognition or behavior control, a legal representative must assist in carrying out the procedures specified in (1).
In case of reissuing an ID card due to gender reassignment or gender change or changing or correcting information that has not been updated or adjusted in the National Population Database, the person needing an ID card must present legally valid documents and papers proving the changed information to carry out the procedure for updating or adjusting information in the National Population Database.
The identification management agency collects used citizen identification cards and identification cards in cases of reissuing and reissuing identification cards.

4. How long does it take to issue a new ID card?
Specifically, within 07 working days from the date of receiving complete documents as prescribed by the 2023 Law on Identification, the identification management agency must issue a replacement identification card.

5. Where to apply for a new Card?
Locations for procedures to issue and exchange new Cards from July 1, 2024 include:
- The identity management agency of the district, county, town, city police under the province, city under the central city or the identity management agency of the provincial or city police under the central government where the citizen resides.
- The identification management agency of the Ministry of Public Security for cases decided by the head of the identification management agency of the Ministry of Public Security.
- In case of necessity, the above-mentioned identity management agency shall organize the procedures for issuing identity cards at the commune, ward, town, agency, unit or at the citizen's residence.

6. Who has the authority to issue a new ID card?
The head of the identification management agency of the Ministry of Public Security has the authority to issue and change identification cards.

7. Is there a fee for issuing a new ID card?
Citizens must pay a fee when issuing or changing an ID card, except in the following cases:
- Issuing and exchanging ID cards according to the provisions at Point a and Point d, Clause 1, Article 24 of the 2023 ID Law, specifically:
+ In case of exchange according to age regulations
+ At the request of the person granted the ID card when the information on the ID card changes due to administrative unit arrangement;
- There is an error in the information printed on the ID card due to the fault of the ID management agency.
Thus, the issuance of a new ID card will incur a fee, except for the two cases mentioned above.

8. Does the old Citizen Identification Card need to be changed to a new Identity Card?
Specifically, citizen identification cards issued before July 1, 2024 are valid until the expiration date printed on the card, except for the case specified in Clause 3, Article 46 of the 2023 Identification Law, specifically:
Citizen identification cards and identity cards that expire from January 15, 2024 to before June 30, 2024 will continue to be valid until June 30, 2024.
Or citizens when needed can be issued an ID card.
