On the morning of October 26, Mr. Do Trong Hung, Secretary of the Provincial Party Committee, Head of the Steering Committee for Anti-Corruption and Negativity of Thanh Hoa province (SCOC) chaired the 5th meeting of the Steering Committee to evaluate the activities of the Committee since the 4th meeting.
At the same time, the meeting was oriented to tasks in the coming time and gave opinions and directions on handling corruption cases and cases under the supervision and direction of the Steering Committee. Attending the meeting were members of the Provincial Party Standing Committee and members of the Steering Committee; the support department of the Steering Committee's standing body; and representatives of the Central Internal Affairs Committee.
Accordingly, since the 4th meeting (July 26, 2023 to present), the Provincial Steering Committee for Anti-Corruption and Negativity has continued to be disciplined, fully promoting its role and responsibility in directing the work of anti-corruption and negativity in the province, achieving important results.
The Steering Committee has seriously and fully grasped the Central Committee's guidelines and policies, including issuing 23 documents to specify and direct the implementation of the Central Steering Committee's Conclusions and those of the General Secretary and Head of the Central Steering Committee.

Regarding inspection work, the Standing Committee of the Steering Committee has established and deployed 2 Inspection Teams to inspect the leadership and direction of the implementation of the work of detecting, transferring, receiving, and handling denunciations and reports of crimes, and recommending the prosecution of cases with signs of corruption, economic crimes, and negative acts against 6 agencies and units. Directing the Provincial Inspectorate to thoroughly handle the violations pointed out in the inspection conclusions.
The authorities have stepped up inspection, examination and supervision, promptly detected violations for correction and handling. In particular, the handling of corruption and negativity continues to receive increased attention. The cases and cases under the supervision and direction of the Steering Committee have been focused on handling and removing difficulties to speed up the resolution process.
Speaking at the meeting, Mr. Do Trong Hung, Head of the Provincial Steering Committee for Anti-Corruption and Negativity, affirmed the important results since the 4th meeting of the Steering Committee up to now, and at the same time acknowledged and highly appreciated the efforts of the Steering Committee members in implementing the tasks.
It emphasizes that preventing and combating corruption and negativity is a very important task, but also extremely difficult and complicated. The highest goal is to build a clean and strong Party, for stability and development, and to strengthen the people's trust.
Therefore, this task must be carried out regularly, continuously, persistently, resolutely, and strictly, but must also be extremely objective, impartial, strict, cautious, and handle issues humanely, as directed by General Secretary Nguyen Phu Trong.
At the same time, the Head of the Steering Committee requested that in the coming time, the Steering Committee and each member of the Steering Committee need to continue to strengthen the direction of Party committees at all levels, localities, agencies and units to effectively implement the work of preventing and combating corruption and negativity; create comprehensive changes in all areas from prevention and suppression to detection and handling of corruption and negativity; with the motto "active, proactive", "prevention is fundamental and long-term", "detection and handling of corruption is an urgent measure", in order to maintain discipline and the law of the country; create deterrence, warning and general prevention.

Accordingly, implementing solutions to prevent corruption and negativity in a synchronous and persistent manner; strengthening political and ideological education, building a culture of integrity, no corruption and negativity among cadres, party members, civil servants and public employees.
Along with that, continue to direct the strengthening of inspection, supervision and examination of specialized fields, closed activities, and areas prone to corruption and negativity; focus on solving outstanding issues that cause public outrage and have many public opinions.
Improve the effectiveness of self-inspection and inspection to detect and handle corruption and negativity within the organization. Where superiors conduct inspections and audits to detect corruption and negativity, the responsibility of the leader must be considered.
At the same time, focus on directing the acceleration of verification, investigation, prosecution, trial, and final handling of cases and cases monitored and directed by the Steering Committee; strictly and synchronously handle Party discipline, administrative handling, and criminal handling of corrupt and negative acts.
There are synchronous and practical solutions to improve the efficiency of asset recovery in corruption cases and criminal cases.
Focus on directing the handling and effective prevention of harassment and inconvenience to people and businesses in handling work; resolutely overcome the evil of "petty corruption". Further promote the role of the Fatherland Front and socio-political organizations, press and media in the fight against corruption and negativity.
In that spirit, the Steering Committee, the Standing Committee of the Steering Committee, and members of the Steering Committee need to prepare well the conditions to summarize 2023 and develop a work plan for 2024 in line with the situation and tasks of the province.
Fast and effective implementation
Accordingly, the Steering Committee consists of 15 members, with Mr. Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee as the Head of the Committee. The Deputy Steering Committee members include Mr. Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation and 4 members of the Provincial Party Committee Standing Committee: Nguyen Ngoc Tien, Head of the Provincial Party Committee's Internal Affairs Committee; Nguyen Van Hung, Head of the Provincial Party Committee's Organization Committee; Le Quang Hung, Chairman of the Provincial Party Committee's Inspection Committee; Tran Phu Ha, Director of the Provincial Police Department, as Deputy Head of the Steering Committee. The Head of the Provincial Party Committee's Internal Affairs Committee was assigned to be the Standing Deputy Head of the Steering Committee.
The remaining members of the Steering Committee include: Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee; Head of the Provincial Party Committee's Propaganda Department; Commander of the Provincial Military Command; Chief of the Provincial Party Committee's Office; Chief Inspector of the province; Chief Justice of the Provincial People's Court; Chief Prosecutor of the Provincial People's Procuracy; Director of the Department of Justice and Deputy Head of the Standing Committee of the Provincial Party Committee's Internal Affairs Commission.
Mr. Do Trong Hung, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, is Head of the Steering Committee.
After its establishment, the Steering Committee quickly focused on studying the tasks, powers, working regime, and working relationships of the Steering Committee in accordance with the regulations of the Central Party Secretariat. Thereby, the Steering Committee assigned specific tasks to each member, the Standing Body of the Steering Committee, and regulations on reporting regime and working relationships with relevant agencies and organizations.
According to information from the Steering Committee, in the last 6 months of 2022 and the first quarter of 2023, the Steering Committee has stepped up the fight against corruption. The authorities have conducted many inspections and supervisions, and have discovered many negative acts of corruption, including many cases with signs of crime to the extent of criminal prosecution. Accordingly, the Investigation Agency has received 41 reports of crime and recommended prosecution for negative corruption. Thereby, 33 cases and 69 defendants have been prosecuted for corruption and negative crimes. Notably, 15 cases have been put under the monitoring and direction of the Steering Committee.
Regarding the 15 cases under the direct direction and monitoring of the Steering Committee, these are serious and complicated corruption cases that have attracted public attention and have encountered many difficulties and obstacles in the investigation and handling process. Typically, in the case related to violations at the Hac Thanh Tower project, the Thanh Hoa Provincial Police Department has prosecuted the case and related individuals. Among them, there is also the former Chairman of the Thanh Hoa Provincial People's Committee Nguyen Dinh Xung, demonstrating the determination in the direction and operation of the Steering Committee.
The case related to violations at the Hac Thanh Tower project is one of the cases being monitored by the Steering Committee for Anti-Corruption of Thanh Hoa province.
Through an exchange with Nguoi Dua Tin about the activities , the representative of the Thanh Hoa Provincial Party Committee's Internal Affairs Committee, the Standing unit of the Steering Committee, said that since its establishment, the Steering Committee has gradually affirmed its role in the work of preventing corruption and negativity. Through the direction, Party committees, authorities of agencies and units have seriously grasped and fully implemented the Party's regulations and the State's laws on preventing corruption and negativity.
Accordingly, authorities at all levels and units have concretized policies and solutions on preventing and combating corruption and negativity according to the Resolution of the 13th National Party Congress, the Conclusion of the National Conference summarizing 10 years of anti-corruption and negativity work, and the instructions of the General Secretary, Head of the Steering Committee on anti-corruption and negativity...
Thereby, inspection and auditing work has been strengthened in areas prone to corruption and negativity. Many detected crimes committed by officials and party members have been strictly handled in accordance with the provisions of the State's laws.
However, according to the representative of the Provincial Party Committee's Internal Affairs Committee, in parallel with strict handling, propaganda work is always promoted by the Steering Committee, along with the synchronous implementation of preventive measures, thereby contributing to correcting and educating to reduce corrupt and negative intentions and behaviors among cadres, leaders and party members in the area.
