Concluding the Government Standing Committee's meeting with businesses on the morning of February 10, emphasizing the message "the country has aspirations, the people want and wait, the State must create, businesses must contribute, the country must develop", Prime Minister Pham Minh Chinh directed ministries and branches to exchange and discuss with businesses to make commitments to deploy specific work, carry out major tasks and projects of the country.
On the morning of February 10, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to meet with businesses on tasks and solutions for private enterprises to accelerate, make breakthroughs, and contribute to the country's rapid and sustainable development in the new era.
Co-chaired by Permanent Deputy Prime Minister Nguyen Hoa Binh, Deputy Prime Ministers: Tran Hong Ha, Le Thanh Long, Bui Thanh Son.
Also attending were leaders of ministries, branches, representatives of the Vietnam Federation of Commerce and Industry, the Association of Small and Medium Enterprises, 26 large corporations and enterprises of the State and private sector.
Participate in solving the country's big problems
The conference listened to speeches from typical businesses and entrepreneurs representing the private business community nationwide, sharing their thoughts, aspirations, initiatives, new ways of doing things, demonstrating the spirit of overcoming difficulties, innovation, and bold proposals to solve major national problems, thereby maximizing the strength of private businesses, promoting businesses to accelerate, make breakthroughs, and contribute to the successful implementation of the country's socio-economic development goals in 2025, the 2021-2025 period, and the coming period.
Reports and opinions at the conference affirmed that the private economic sector in general, including large-scale private enterprises, has always been encouraged and facilitated by the Party and State to develop rapidly, sustainably, and diversely in terms of quantity, scale, quality, and contribution to GDP.
Some large-scale corporations and private enterprises have proactively transformed and invested heavily in digital transformation and new industries such as AI, semiconductor chips, hydrogen; pioneered in innovating business models towards a green, circular economy, actively contributing to the process of realizing the sustainable development goals and the Government's "net zero" commitment by 2050.
Large enterprises have gradually become the leading pioneers and important driving forces of many important economic sectors and fields, contributing to ensuring the macro-economy and ensuring major balances of the economy with high intellectual content and innovation capacity.
Enterprises have focused on investing in important, key, and widespread projects, initially promoting the driving force for socio-economic development. Large-scale enterprises have transformed in applying technology and modern management models. Investment activities of this group of enterprises have supported and supplemented resources, reducing investment from the state budget; contributing to accelerating the process of economic restructuring associated with growth model innovation.
Many private enterprises, business associations and outstanding individual entrepreneurs have made positive and important contributions to ensuring social security, contributing to improving people's lives, helping people overcome the difficult period of the COVID-19 pandemic, supporting people to overcome the consequences of natural disasters, storms and floods (super typhoon No. 3 Yagi), participating in implementing programs to eliminate temporary and dilapidated houses, building social housing according to the policies of the Party and State, actively caring for vulnerable groups...
Delegates analyzed, evaluated and proposed solutions for pioneering private enterprises to effectively implement the three strategic breakthroughs, especially participating in investment and implementation of important projects, national key infrastructure projects, digital transformation, green transformation, essential minerals, semiconductors, artificial intelligence, etc., creating added value, reaching regional and international levels; proposing support from the Government, ministries, branches and localities for enterprises in general and private enterprises to accelerate and break through, contributing to rapid and sustainable development, and fulfilling their missions in the new era of the nation, etc.
Ministries, sectors and enterprises must make specific commitments to carry out major tasks.
In his concluding remarks, Prime Minister Pham Minh Chinh stated that the Conference took place with a sense of responsibility, understanding and sharing, affirming the Party and State's concern for businesses and entrepreneurs.
Regarding recommendations and proposals, the Prime Minister assigned the Government Office to synthesize and ministries, branches and localities to promptly handle them with the spirit of 5 clarifications: Clear people, clear work, clear time, clear responsibility and clear results.
Stating that the private economic sector is an important driving force for economic development, an important component of our country's socialist-oriented market economy, the Prime Minister expressed his impression, admiration, respect, pride and confidence in the results achieved and the development of the Vietnamese business community and entrepreneurs in the future.
After 40 years of renovation, our country has achieved great and historic achievements. Never before has our country had such a foundation, potential, position and international prestige as it does today. In that common achievement, there is an important contribution from the team of businesses and entrepreneurs, the head of the Government affirmed.
The Prime Minister gave an example that the private economy currently contributes nearly 45% of the country's GDP, more than 40% of the total investment capital implemented in society, creates jobs for 85% of the country's workforce; accounts for 35% of total import turnover and 25% of total export turnover.
On behalf of the Party and State leaders, the Prime Minister respectfully thanked the important contributions of the business community and entrepreneurs to the country's socio-economic development, especially during times of crisis, important times, and when the country faces difficulties such as the COVID-19 pandemic, natural disasters, storms and floods... According to the Prime Minister, at such times, the business community and entrepreneurs are always ready to contribute and all delegates attending the Conference have contributed.
According to the Prime Minister, the Party and State have issued resolutions and laws to promote development and facilitate businesses and entrepreneurs, especially Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new era. In the coming time, implementing the direction of the Politburo, agencies will develop a project on developing ethnic enterprises to promote their leading and guiding role and a project on developing small and medium enterprises.
According to the Prime Minister, 2025 is of special importance, a year of acceleration and breakthrough to the finish line to successfully implement the 5-year socio-economic development plan 2021-2025, striving for GDP growth of at least 8%, creating momentum, creating force, creating momentum for double-digit growth in the following years.
This is also the year of many important events for the country - the 95th anniversary of the Party's founding, the 50th anniversary of the liberation of the South, the reunification of the country, the 135th anniversary of President Ho Chi Minh's birthday, the 80th anniversary of the founding of the country; the year of holding Party Congresses at all levels, towards the 14th National Party Congress, opening a new era - the era of striving, developing wealth, civilization, and prosperity of the nation.
Also in 2025, we will carry out a revolution in streamlining and streamlining the apparatus; resolutely implement Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation, and digital transformation.
The Prime Minister requested that businesses strive for at least double-digit growth, contribute to the implementation of the above-mentioned major tasks, and contribute to the implementation of the two 100-year goals (by 2030, the 100th anniversary of the Party's founding, and by 2045, the 100th anniversary of the country's founding).
The Head of Government expressed 8 wishes to businesses and entrepreneurs: Pioneer in innovation, digital transformation, development and application of science and technology; contribute more actively and effectively to 3 strategic breakthroughs in institutions, infrastructure and human resources; accelerate and make breakthroughs in growth; be inclusive, comprehensive and sustainable in national development; promote the construction and development of digital economy, green economy, circular economy, sharing economy, knowledge economy, creative economy; actively participate in ensuring social security, especially in eliminating temporary and dilapidated houses and building social housing for workers; more and more large ethnic enterprises participate in global value chains, supply chains and production chains, contributing to enhancing the national brand.
Regarding concerns and worries, the Prime Minister said that the biggest concern and worry that many delegates mentioned was the implementation of the Party's guidelines and policies and the State's policies and laws by all levels and sectors.
"We are committed to reviewing this, building an open institution, officials who dare to think, dare to do, dare to take responsibility for the common good, eliminating the mechanism of asking and giving, reducing administrative procedures, reducing time and compliance costs for people and businesses. At the same time, maintaining independence, sovereignty, unity and territorial integrity, political stability, social order and safety. Maintaining macroeconomic stability, controlling inflation, promoting growth, implementing flexible, appropriate and effective monetary and fiscal policies. Developing strategic infrastructure to reduce logistics costs, increase the competitiveness of products, businesses, the economy and promote training of high-quality human resources for the whole country, for society, including serving businesses," the Prime Minister said.
Regarding ministries and branches, the Prime Minister suggested that based on assigned functions, tasks and powers, they need to exchange and discuss with businesses, and both sides must commit to implementing specific tasks and participating in implementing major tasks and projects of the country.
The head of the Government gave an example of high-speed railway construction, the Ministry of Transport has committed to Hoa Phat on the railway, to THACO on the train cars, to Deo Ca, Xuan Truong on tunneling, road construction... The Prime Minister emphasized that this must be on the basis of "harmonious benefits, shared risks" between the State, enterprises, people and without negativity or corruption.
The Prime Minister also requested businesses and entrepreneurs to conduct business in accordance with the law, participate in preventing corruption and negativity, and build a business culture with national identity.
The Prime Minister emphasized the message: "The Government, ministries, branches and localities "do not say no, do not say difficult, do not say yes but do not do"; together we build the country in a new era, an era of development, prosperity, wealth, civilization, prosperity, and the people are increasingly well-off and happy.
