The person I want to talk about in this article is Mr. Ho Dai Nam, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, former Secretary of the District Party Committee, Chairman of the People's Committee of Hai Lang district.

There have been a number of press articles written about Mr. Ho Dai Nam - a dedicated and passionate person who does what he thinks, does what he does, and does it thoroughly with the highest responsibility and results. In the positions he has held since the re-establishment of the province, such as: Chairman of the Board of Directors and General Director of Quang Tri Trading Company, Director of the Department of Industry and Trade, Mr. Ho Dai Nam has made significant contributions to the socio-economic development of the locality.
He rarely talks about himself but talks passionately about his work, especially his ideas and things he has thought of but has not had the opportunity to implement. On the occasion of the 50th anniversary of the liberation of Hai Lang district, I recorded my feelings about Mr. Ho Dai Nam when he was the Secretary of the District Party Committee and Chairman of the Hai Lang District People's Committee with many outstanding achievements in the locality.
Hai Lang is basically an agricultural district. However, the question of how to develop agriculture effectively is still difficult. During his tenure as Secretary of the District Party Committee and Chairman of the Hai Lang District People's Committee, Mr. Ho Dai Nam and the district's leadership created many new features in socio-economic development. The first mark was to direct the development of the K4 hilly area in the West of Hai Lang district into a specialized citrus fruit growing area.
I know that in order to have an orange growing area with lots of sweet, delicious and clean fruits like in Hai Phu, the district leaders and many farmers at that time had to struggle and research a lot, from the stage of selecting varieties, care regime, fertilization, canopy creation, pest control... so that the orange trees could grow well, give high yield, suitable for the harsh land and climate in Quang Tri.
As the head of the district, Mr. Ho Dai Nam and the leadership team have built many policies to support the people by mobilizing resources to invest in building roads and lighting up the orange growing areas, creating conditions for people to feel secure in producing and consuming their products. It took a lot of sweat and effort to turn this barren land into a sweet fruit season like today.
In 2013, Mr. Ho Dai Nam, in his capacity as Chairman of Hai Lang District People's Committee, organized a working delegation of the district to visit the farm of Mr. Nguyen Trong Tan, a famous overseas Vietnamese who is good at business in Udonthani Province, Thailand, to see the fruit tree growing model. Mr. Tan's comprehensive farm has a scale of over 100 hectares, including raising Brahman cows combined with growing grass to raise cows. Along with raising cows, raising fish, growing grass, growing rubber trees, Mr. Tan also grows herbal rice to produce black rice.
After returning from the business trip, Mr. Ho Dai Nam discussed with the leaders of Hai Lang district to cooperate with Thai partners to transfer varieties and techniques to test plant and animal varieties in the district, opening up opportunities to promote agricultural restructuring towards commodity production, effectively exploiting the district's agricultural production potential.
Thinking is doing, doing is doing thoroughly, Hai Lang became the first district in the province to identify key crops and livestock and issue policies to support development. The successful test results of insemination of Brahman cows on Sind crossbred cows for fast-growing crossbreds, adapting to the natural conditions of Quang Tri opened up a new direction for household livestock farming, contributing to bringing the crossbred cow herd of Hai Lang district to over 75% as it is today.
Many new rice varieties have been introduced, including herbal rice (originating from Thailand) currently grown on 10 hectares at Kim Long Cooperative, Hai Que Commune. I know that a business in Ho Chi Minh City has signed a long-term contract to purchase this precious rice variety. Along with that, Mr. Ho Dai Nam has directed the District Science and Technology Association to successfully develop 5 scientific topics, most of which have been applied and promoted in practice.
Notably, the topic of socialization in investment, construction and exploitation of markets with creative solutions in mobilizing social resources has helped Hai Lang invest in construction and effectively exploit a series of projects of important economic and social significance such as markets: Dien Sanh town, Phuong Lang, Hai An, My Chanh, Hai Duong, Ben Da...
In 2023, the Provincial Party Standing Committee assigned Mr. Ho Dai Nam to participate in the Provincial Steering Committee for Site Clearance, directly directing the site clearance work for two key projects in Hai Lang district, namely My Thuy Seaport and Quang Tri Industrial Park.
As a person who is familiar with the terrain, has a lot of experience and is enthusiastic, Mr. Ho Dai Nam has been closely following the scene with the local Party Committee and government to resolve difficulties in mechanisms and policies, mobilize people to comply with the State's regulations on resettlement, compensation and support for site clearance, especially his initiatives to propose to the Provincial People's Committee in applying land prices for resettlement areas, allowing the separation of residential land plots... have helped speed up the site clearance work.
As a result, the Quang Tri Industrial Park project started construction on December 25, 2023; the My Thuy Seaport project secured construction site on March 25, 2024 and is currently on schedule.
I was fortunate to accompany Mr. Ho Dai Nam on several business trips. The most recent was a survey of BBB cattle farming in Ha Nam province and the suburbs of Hanoi, to learn how people raise cattle in order to advise the province. The result of this trip was the establishment of a number of BBB cattle farms in Huong Hoa and some localities, including the BBB cattle farm of Quang Tri Organic Agriculture Joint Stock Company in Hai Dinh commune (Hai Lang) which is developing well.
Also during this trip, he spent time studying the planning and operation of Nghi Son Port (Thanh Hoa) to have a basis for giving opinions to the Provincial Party Committee Standing Committee on the policy of adjusting the planning and speeding up the construction progress of My Thuy Seaport (Hai Lang).
On the way back, although the trip time was running out, he was still determined to stop by Thai Binh to visit the Agricultural Processing Company to introduce and market Khang Dan rice, creating an outlet for the product for Hai Lang district.
Although he is very busy, he always arranges time to attend field seminars, surveys, and summaries of effective production models in agriculture and learns them thoroughly, whether it is Saturday or Sunday. If he is too busy to arrange, he sends staff to attend to grasp the situation and then reports back, not forgetting to say: "Remember to bring me a set of documents".
50 years since the liberation of the homeland, despite the conditions of an agricultural district, harsh weather, frequent floods, lack of infrastructure, and difficult lives for the people... the Party Committee and the people of Hai Lang have promoted the heroic tradition in fighting, solidarity, creativity, and made great efforts to overcome the consequences of war, build the homeland and achieve many great achievements.
This achievement belongs to the Party Committee, the government, the people of Hai Lang and the role of generations of district leaders, including Mr. Ho Dai Nam - who contributed to "sowing seeds" today for "golden seasons" tomorrow.
