According to the assessment, in 2023, in the context of many difficulties, the Department of Natural Resources and Environment of Quang Nam province and the People's Committees of districts, towns and cities have made many efforts, focused on directing and organizing the implementation to successfully complete the tasks of the industry.
The whole sector has promoted administrative procedure reform; reviewed and advised the Provincial People's Committee to approve the list of online public services at level 4 for 100% of administrative procedures in the field of natural resources and environment and announced the list of newly issued administrative procedures, revised and supplemented administrative procedures in the fields of water resources, hydrometeorology, sea and islands.
The sector has conducted 18 specialized inspections and examinations on natural resources and environment for 29 units. Through inspections and examinations, administrative sanctions have been imposed on 15 organizations with a total fine of more than 4 billion VND. At the same time, it has well organized the work of receiving citizens, handling petitions, resolving complaints and denunciations.
In the work of granting Land Use Right Certificates, the Department of Natural Resources and Environment has completed the appraisal and resolved a huge amount of work with more than 23,900 land records of organizations and more than 112,000 land records of households and individuals.
Timely advise the Provincial People's Committee to issue documents on strengthening the management and protection of the environment and mineral resources, the fields of hydrometeorology, sea, islands and climate change. Actively preside over or coordinate the inspection, guidance and advice on timely resolution of existing cases and problems in compensation and site clearance to speed up the implementation of investment projects, both in the public and private sectors.
At the Conference, Chairman of the Quang Nam Provincial People's Committee Le Tri Thanh highly appreciated the efforts of the Department of Natural Resources and Environment as well as localities in handling a large amount of work in 2023. In the coming time, the Chairman of the Provincial People's Committee requested the entire sector to focus on land management, learn from limitations and shortcomings to overcome and promptly and accurately perform assigned tasks.
Accordingly, the Department of Natural Resources and Environment needs to seriously learn from experience in planning land use plans, especially in the coming time when Quang Nam approves the 5-year land use plan for the period 2021-2025 and the land use plan for 2024. At the same time, urgently deploy land databases, build cadastral records, digitize land data; issue agricultural land use right certificates to people; and clear land for resettlement.
“The natural resources and environment sector must work with localities to review the issued compensation and site clearance policies and mechanisms, and if necessary, amend them, and refer to the Land Law that has come into effect. The Land Law has many new points, including a 36-month time limit for site clearance, not as it is now. We must be close to the new provisions of the Land Law so that when the Law comes into effect, we will not be stuck.
In order to avoid violations like before, the work of determining land prices must be carried out seriously and carefully. Regarding land allocation, leasing, and change of land use purposes, we must pay close attention and tighten it in the current period. At the same time, we must focus on developing and creating land funds. In 2024, we must focus on removing long-standing land problems related to the interests of people and businesses such as residential land, landslide land, public land, etc., grouping them to plan solutions. It is possible to solve each locality, we cannot wait for all of them, focus on solving hot spots, prioritize doing it first. ”- Mr. Le Tri Thanh requested.
Regarding environmental protection and management of mineral exploitation activities, the Chairman of the Provincial People's Committee also requested the Department of Natural Resources and Environment to properly manage areas where mining is prohibited or permitted; deploy hydrological monitoring systems, especially in hydroelectric reservoirs; strengthen the management of online environmental monitoring systems, speed up the closure and construction of new landfills, etc.
