Speaking at the meeting, Deputy Minister of Natural Resources and Environment Tran Quy Kien said that over the past time, the Ministry of Natural Resources and Environment and the Ministry of Science and Technology have had close and close coordination since their establishment. Leaders and officers of units under the two ministries always coordinate and support each other to build and develop the country.
Regarding science and technology, Deputy Minister Tran Quy Kien said that the role of science and technology is increasingly important, especially in the current development process of the country. With the trend of the 4.0 Industrial Revolution, the application of information technology in all areas of management, the fields of the natural resources and environment sector must change to keep up with the new era. Therefore, the Ministry of Natural Resources and Environment always hopes to have the support of the Ministry of Science and Technology with contributions and innovative solutions so that the natural resources and environment sector can apply and absorb scientific achievements to develop the sector more advancedly, modernly and meet current practical needs.
Sharing the same view with Deputy Minister of Natural Resources and Environment Tran Quy Kien, speaking at the meeting, Deputy Minister of Science and Technology Tran Hong Thai highly appreciated the attention and direction of Minister of Natural Resources and Environment Dang Quoc Khanh as well as leaders of the Ministry of Natural Resources and Environment to scientific and technological research in the fields of the Natural Resources and Environment sector.
In the coming time, to meet the practical needs, Deputy Minister Tran Hong Thai suggested that the two sides need to point out the current problems and urgent needs so that the leaders of the two ministries can direct and orient the units of the two sides to coordinate together, how to effectively apply science and technology to 9 management areas of the natural resources and environment sector and achieve good results contributing to the sustainable development of the country.
Reporting at the meeting, Mr. Nguyen Xuan Hai - Director of the Department of Science and Technology, Ministry of Natural Resources and Environment said that in recent times, with the attention and close direction of the leaders of the Ministry of Natural Resources and Environment and the leaders of the Ministry of Science and Technology, the research and development of science and technology in the field of natural resources and environment has been organized and implemented synchronously and achieved many important results. Typically, the results of science and technology activities in the fields under the management of the Ministry have formed a system of scientific theoretical bases serving the development and promulgation of draft laws and documents guiding the implementation of laws, contributing to the completion of the system of policies and laws in the field of natural resources and environment.
Along with that, scientific and technological research has contributed to orienting the work of building strategies, policies and national planning on natural resources and environment such as: Proposing solutions to promote administrative procedure reform in the field of land management and use in Vietnam; National environmental protection strategy for the period 2021-2030, vision to 2040; policy orientations and legal regulations to establish and manage community and private conservation areas in Vietnam; environmental impact assessment of investment projects and environmental control and monitoring of operating production and business establishments;
In addition, it contributes to improving the capacity and quality of investigation and assessment of the current status and potential of natural resources, providing a basis for planning, land use plans, mineral exploitation, water resource use and environmental protection, hydrometeorology, climate change, seas and islands, surveying and mapping, and remote sensing in line with the country's industrialization and modernization process.
On the other hand, the Ministry of Natural Resources and Environment has also proactively implemented scientific and practical research activities to prevent and respond to non-traditional security threats such as: Hydrometeorology and Climate Change to serve natural disaster prevention (saltwater intrusion, drought, floods, landslides, riverbank and coastal erosion, etc.); Water security; assessment of the current radioactive environment on land and at sea; response to environmental incidents; assessment of the potential of renewable energy sources; plastic waste; economical and efficient use of resources towards a circular economy to reduce greenhouse gas emissions, etc.
Despite certain achievements, Mr. Nguyen Xuan Hai also frankly admitted that the science and technology activities of the Ministry of Natural Resources and Environment still have limitations; the scope of science and technology activities has not been expanded to localities; the level of science and technology in some fields is still quite far behind that of advanced countries in the world,...
In the coming period, Mr. Nguyen Xuan Hai also said that with the goal of developing modern science and technology, contributing to improving the position of state management and basic investigation on natural resources and environment to be among the leading groups in the region; ensuring rational, effective and economical use of resources, environmental protection, natural disaster prevention, adaptation to climate change, meeting the requirements of socio-economic development, ensuring national defense and security, the science and technology activities of the Ministry of Natural Resources and Environment will focus on research serving the construction and improvement of laws, policy mechanisms, development strategies, national planning, planning of the natural resources and environment sector, and specialized fields on natural resources and environment; Promoting basic research oriented to application to acquire, grasp, and master core technologies and source technologies to improve the quality of state management and basic investigation on natural resources and environment, serving socio-economic development, ensuring national defense and security.
Accordingly, the Ministry will focus on promoting the application of technologies of the Fourth Industrial Revolution and digital technology to implement the national strategy on digital economy and digital society in the field of natural resources and environment; applying big data technology and artificial intelligence in information and data work; building an interactive system between users and natural resources and environment information and data on modern technology platforms; promoting research and development with a focus on priority technology directions to improve the level and capacity of management technology, basic investigation, monitoring and supervision of natural resources and environment; strengthening training and improving capacity to participate in innovation activities in scientific and technological organizations in the country, the region and the world;...

At the meeting, in addition to acknowledging the results achieved from the cooperation between the two Ministries in science and technology work in recent times, representatives of the leaders of the units of the two Ministries also contributed many opinions, exchanged, discussed, and answered some outstanding issues to aim at the goal of building science and technology work in the fields of the Natural Resources and Environment sector to be more complete and effective to serve the construction and development of the country.
After the leaders of the affiliated units gave their opinions, Deputy Minister of Natural Resources and Environment Tran Quy Kien and Deputy Minister of Science and Technology Tran Hong Thai highly appreciated the working session in a constructive spirit, jointly assessing and correctly identifying issues to provide upcoming directions in the coordination work between the two Ministries to be able to provide scientific and technological products to serve and meet the practical needs of the fields of Natural Resources and Environment.
On the side of the Ministry of Science and Technology, Deputy Minister Tran Hong Thai suggested that in the coming time, the units of the two ministries need to review and adjust the content of the framework of the programs to ensure feasibility in the implementation process, in accordance with the research capacity and practical situation of the Ministry of Natural Resources and Environment. Along with that, the two ministries need to strengthen coordination in information exchange, connecting national science and technology databases to promote the application and development of science and technology in the field of natural resources and environment. At the same time, continue to coordinate domestic and international cooperation activities on science and technology to support experts, researchers, scientists of the Institutes and Schools of the Ministry of Natural Resources and Environment to access, transfer, research, and apply scientific and technological products from abroad for their research fields.
At the end of the working session, Deputy Minister Tran Quy Kien sincerely thanked Deputy Minister of Science and Technology Tran Hong Thai for his close guidance and hoped that in the coming time, he would continue to receive timely, effective and comprehensive attention and coordination from the leaders of the Ministry of Science and Technology to make scientific and technological research in the field of Natural Resources and Environment increasingly effective and practical, contributing to the management and rational use of natural resources, environmental protection, response to climate change, and promoting the socio-economic development of the country. In the immediate future, Deputy Minister Tran Quy Kien also assigned the Department of Science and Technology, Ministry of Natural Resources and Environment to be the focal point to coordinate with relevant units between the two ministries to develop a framework for coordination to effectively implement key tasks and coordinate directions between the two ministries in the coming time.
