Providing 91 online public services
The Ministry of Natural Resources and Environment has just announced that in 2023, the Ministry will continue to operate and provide 91 online public services (ONS), including 46 full-service ONS (accounting for 50.5%); connecting with national databases on business registration, insurance, population and the System for collecting and evaluating the use of information and ONS (EMC System) of the Ministry of Information and Communications.
In addition, the Ministry has integrated and provided 89 public services on the National Public Service Portal, reaching 97.8% of the total 91 public services deployed. To date, only 2 public services are not integrated due to the implementation of integration and connection with the National Single Window System, including: Approval of registration for cross-border transportation of hazardous waste according to the Basel Convention on the Control of Transboundary Movements of Hazardous Waste and Their Disposal; Permission to bring genetic resources abroad for non-commercial study and research purposes) and the Ministry is ready to integrate the remaining public services when qualified. Continue to complete and operate the Ministry's administrative procedure settlement information system according to the regulations and directions of the Government.
In particular, the Ministry has deployed and operated the data integration and sharing platform of the Ministry of Natural Resources and Environment (LGSP), ensuring information security, connecting with the national data integration and sharing platform, ministries, branches, localities, organizations, individuals and information systems of the Ministry with 240 services, 817,368 transactions in November 2023, the total in 2023 is 9,941,161 transactions; the number of electronic documents (digitally signed) sent and received on the National Document Interconnection Axis and internal data platform in November 2023 is 10,240 documents, the total in 2023 is 81,355 documents.
Continue to deploy and operate information systems, services, and e-Government applications to serve the direction, administration, and work of the Ministry, units under the Ministry, and the Ministry of Natural Resources and Environment in the electronic and online environment; connect and communicate with the Government's information systems, with national databases, of ministries and branches through the national data integration and sharing platform to serve the direction and administration of the Government and the Prime Minister.
Continue to operate the General Reporting Information System of the Ministry of Natural Resources and Environment (at the address: https://bcth.monre.gov.vn) to fully meet reporting operations, functional requirements, and technical standards as prescribed; update, connect, integrate, and share data with the Smart Operations Center to serve the direction and administration of the Ministry's leaders, with the Government Reporting Information System to serve the direction and administration of the Government and the Prime Minister.
Regarding the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030, the Ministry has completed the construction, connection, integration, publication and provision of level 4 public services for the procedure "Registering changes in land use rights and ownership of assets attached to land due to changes in information about the person granted the Certificate" on the National Public Service Portal, connecting with the National Population Database, up to now, 63/63 provinces and cities have deployed, generating 20,538 records; continuing to deploy the connection and sharing of 18 data information fields between the land database and the National Population Database. Up to now, 63/63 provinces and cities have been connected with data of 461/705 district-level units, 6,198/10,599 commune-level units with a total of more than 26 million land plots.
The Ministry also continues to guide and coordinate with the Departments of Natural Resources and Environment to deploy essential public services, connect land databases with the national population database according to the Project on developing population data applications, electronic identification and authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030; promote the collection, management, construction of databases and exploitation of natural resources and environment data information; guide and support the construction and deployment of e-Government in managing incoming documents, work records, public service systems, electronic one-stop shops and software supporting work management and operation; support, monitor and urge information security work.
Building and completing specialized databases on natural resources and environment
Regarding the task of building and developing a digital government and e-government in 2024, the Ministry of Natural Resources and Environment said that it will continue to complete and organize the implementation of legal documents (VBQPPL), economic and technical regulations in the development of e-government towards digital government, digital economy, digital society and ensuring information security in the process of digital transformation of the natural resources and environment sector according to the orientation and guidance of the Government and the Ministry of Information and Communications; promote the implementation of public services in the entire natural resources and environment sector, providing full public services to resolve administrative procedures related to citizens and administrative procedures on natural resources and environment for the entire sector. Continue to standardize, simplify, and provide 100% of qualified public services in the entire process, connecting to the National Public Service Portal.
Organize the implementation of tasks in Resolution No. 17/NQ-CP of the Government on a number of key tasks and solutions for e-Government development in the 2019-2020 period, with a vision to 2025; Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period with a vision to 2030; Plan for developing digital Government in 2023 of the Ministry of Natural Resources and Environment; implement assigned projects, plans and specialized tasks to ensure the quality and progress of digital Government implementation and digital transformation of sectors.
Mr. Le Phu Ha - Director of the Department of Digital Transformation and Information Data of Natural Resources and Environment said that the Digital Transformation Index (DTI) of the Ministry of Natural Resources and Environment ranked 3rd out of 17 ministries and ministerial-level agencies with public services. The Ministry's readiness index for development and application of information technology (ICT index) ranked 2nd out of 17 ministries and ministerial-level agencies with public services.
Building and completing national databases, specialized databases on natural resources and environment, national geospatial data infrastructure to serve socio-economic development based on architecture, standards, and regulations to ensure the data foundation is an important and essential infrastructure for digital transformation in the natural resources and environment sector.
Modernize and digitally transform in direction and operation. Complete the operation of the electronic document and record management system based on administrative digital data, initially apply and use artificial intelligence (AI) technology in direction, operation and work processing.
Continue to improve digital infrastructure, digital platforms, and information security. Develop and modernize digital infrastructure, digital platforms, and ensure information security based on the implementation of digital transformation projects, building databases on natural resources and environment; upgrade and develop the Ministry's Data Center to meet the requirements and conditions for digital transformation of the industry. Continue to review and restructure the process of procedures for using authentication and sharing data from the national population database to publish and update, integrate, and provide on the Information System for handling administrative procedures of the Ministry of Natural Resources and Environment and the National Public Service Portal.
