
Speaking at the conference, Mr. Nguyen Dinh Tho, Director of the Institute of Strategy and Policy for Natural Resources and Environment (INR&E), stated that with the support of the Ministry's leadership and units under the Ministry of Natural Resources and Environment, the implementation of the Institute's 2024 work program has been carried out synchronously; overall management and operation have been smooth and effective; and tasks have been completed on schedule, especially in the development of the National Strategy on Circular Economy , the Job Position Scheme, the Draft and related scientific research projects, etc.

Specifically, Mr. Mai Thanh Dung - Deputy Director of the Institute for Science and Technology Management in Natural Resources and Environment - reported on some of the Institute's achievements in the first six months of the year, focusing on the following areas: science and technology management and international cooperation; professional activities in implementing tasks assigned by the Government, the Prime Minister, and the Ministry's leadership; scientific research activities serving the development of strategies and policies for the natural resources and environment sector; consulting, service, and training activities; organizing workshops, seminars, publications, and communication, etc.
Specifically, the Institute completed the task of "Summarizing 10 years of implementing Resolution 24-NQ/TW of the 11th Central Committee of the Communist Party of Vietnam on Proactively responding to climate change, strengthening resource management and environmental protection"; carried out the assigned tasks of a member of the Editorial Team of the Socio-Economic Subcommittee of the 14th Party Congress; and coordinated with the Department of International Cooperation to finalize the procedures for submitting to the Ministry and the Prime Minister the Project on Organizing the 12th Asia-Pacific Regional Forum on Waste Reduction, Reuse, Recycling (3R) and Circular Economy to be held in Hanoi in 2025.

In addition, the Institute has also carried out preparatory activities for the Vietnam Circular Economy Forum 2024; performed tasks assigned by the Ministry of Natural Resources and Environment regarding the development of guiding documents for the implementation of the Land Law and the drafting of the revised Mineral Law; and implemented science and technology (S&T) projects and research topics according to the approved plan for the first six months of 2024. The S&T tasks implemented in the first six months of 2024 are contributing to the formation of a system of legal documents and institutional policies to establish and perfect the legal framework for natural resources and environment.
Through this, Mr. Mai Thanh Dung proposed directions for implementing tasks in the last six months of the year. Specifically, it is necessary to continue implementing, prioritizing, and focusing resources on completing key tasks assigned by the Ministry of Natural Resources and Environment leadership, such as: Submitting to the Ministry and the Government the Proposal for Organizing the 12th Asia-Pacific Regional Forum on Waste Reduction, Reuse, Recycling (3R) and the Circular Economy; fulfilling the tasks of a member of the Editorial Team of the Socio-Economic Subcommittee of the 14th Party Congress; organizing the Circular Economy Forum in Vietnam in 2024; participating in the implementation of tasks related to drafting Laws, Decrees, Circulars, and Strategies as assigned by the Ministry of Natural Resources and Environment,...

Contributing her opinion at the Conference, Ms. Vu Thi Hang - Deputy Director of the Science and Technology Department, Ministry of Natural Resources and Environment, suggested that in the coming time, the Institute needs to identify key tasks, existing shortcomings, and mechanisms and policies in implementing research topics and science and technology projects, based on the Decrees of the National Assembly issued from 2020 to the present and a number of amended and promulgated Laws.
For topics and projects that the Institute collaborates with the Department of Science and Technology, it is necessary to allocate sufficient resources and improve the Institute's operations in renovating laboratories to ensure that topics and projects are completed, serving the development of mechanisms and policies; coordinating and collaborating with relevant units and leading experts to research and develop science and technology projects, etc.
Speaking at the conference, Deputy Minister of Natural Resources and Environment Tran Quy Kien endorsed the report on the first six months of the year as well as the future direction of the Institute for Quality Control of Natural Resources and Environment.
However, the Deputy Minister noted that regarding the difficulties and obstacles in implementing the 2024 work program or assigned tasks, the Institute needs to clearly identify the causes in the implementation of each work item, especially regarding personnel organization; specific and clear tasks and responsibilities should be assigned periodically; and a thorough review should be conducted to refine job positions to ensure suitability for each staff member and employee at the Institute.

The Deputy Minister emphasized: "Research on natural resources and environment policies is an extremely important task and the most important resource..." Therefore, the Institute needs to organize systematic research on this task and propose reasonable policy research proposals that are accurate, relevant, and precise in order to resolve difficulties and obstacles for the natural resources and environment sector in general, especially in implementing policies, advising on and contributing to amendments to the Land Law, or science and technology projects.
Furthermore, the Institute also needs to develop plans for the development and investment of science and technology research projects, proactively propose tasks, and coordinate with departments within the Institute and units within the Ministry such as the Science and Technology Department, the Planning and Finance Department, the Land Department, etc., to develop plans to attract funding, costs, and budgets to complete assigned topics and tasks, such as summarizing resolutions and preparing periodic reports.
In addition, the Institute needs to increase the commissioning of new scientific research tasks; prioritizing the allocation of resources to ensure the operational conditions of the two receiving units: the Center for Development and Application of Science and Technology in Land and the Journal of Environment.
Regarding other tasks, the Deputy Minister suggested that the staff of the Institute of Climate Change Adaptation and Management and the Institute's leadership should work together to monitor and maximize their capabilities; encourage and motivate the Institute's staff to implement and propose initiatives, tasks, and strategies worthy of the competence and intellect entrusted to them by the Ministry of Natural Resources and Environment.
