On the afternoon of December 27, in Hanoi, Prime Minister Pham Minh Chinh held a conference to review the work in 2024 and deploy the plan for 2025 of the Agriculture and Rural Development sector. Also attending were leaders of ministries, departments, branches and central agencies. The conference was broadcast online to provinces and centrally run cities.
In 2024, the Agriculture and Rural Development sector will implement the Plan in conditions with intertwined advantages, difficulties and challenges; including strong impacts from market fluctuations, severe hot weather, drought, storms in the Central Highlands and Central regions, and saltwater intrusion in southern provinces and cities; especially storm No. 3 (Yagi) which caused severe damage to agricultural production in the northern provinces.
However, with the close and regular attention and direction of the Party, the National Assembly, the Government and the Prime Minister; with the spirit of "Discipline, responsibility, proactiveness, timelyness, accelerated innovation, sustainable efficiency"; the joint efforts, consensus and creativity of all levels, sectors, localities and the business community, farmers... the Agriculture and Rural Development sector has overcome difficulties and challenges to promote production development in both scale and production level. Vietnamese agriculture has both firmly ensured national food security and strongly and deeply integrated into the international community; many key and strong agricultural products continue to expand their markets. Vietnam agricultural exports has achieved many new records. Vietnamese agriculture affirms its important position as the driving force and pillar of the country's economy.
In 2024, the total production value of the industry is estimated to grow by 3.3%, the forest coverage rate is 42.02%; the rate of communes meeting new rural standards is 78.7%; the rate of rural households using clean water meeting standards is 58%. The total export turnover of agricultural, forestry and fishery products will reach a record high of 62.5 billion USD, up 18.7% compared to 2023; the trade surplus will continue to reach a new record of 17.9 billion USD, up 46.8%. Of which, main agricultural product exports: 32.8 billion USD, up 22.4%; livestock: 533.6 million USD, up 6.5%; main forestry products: 17.28 billion USD, up 19.4%; aquatic products: 10.07 billion USD, up 12.2%. There are 7 goods/groups of goods exported over 3 billion USD (an increase of 1 product compared to 2023).
Overall assessment, in 2024, the Agriculture and Rural Development sector with high determination, great efforts, synchronous, flexible and creative implementation of solutions to difficulties and challenges from "abnormal situations" of production and business practices has achieved development goals.
Speaking at the conference, mentioning the outstanding achievements of the agricultural sector in 2024, Prime Minister Pham Minh Chinh emphasized the valuable experience in responding to storm No. 3 (Yagi) that the sector has closely coordinated with relevant ministries, branches and agencies to regulate the water levels of dams accurately and safely, thereby avoiding the risk of flooding downstream. Another positive point is that after the storm, the agricultural sector has contributed to leaving no one behind, quickly stabilizing the people's situation, restoring production and business. The Prime Minister praised the agricultural sector for demonstrating the spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible"; ensuring food security, exporting fruits, seafood, etc.
In addition to the very encouraging results achieved, making us confident, self-reliant, and self-reliant, but facing the truth, there are still limitations and weaknesses: not yet developed to the level of different potentials, outstanding opportunities, competitive advantages, and promotion of wet rice civilization; planning, strategy, institutional building, mechanisms, and policies to serve rapid and sustainable development are still limited; the removal of the IUU yellow card has not been effective. Regarding this, the Prime Minister pointed out that 27 coastal provinces and cities have not managed well and must take responsibility.
The Prime Minister requested the agricultural sector to focus on building brand value, for example, some milk, coffee, beer brands... are prestigious in the market; there must be an aggressive mindset in this; next is planning raw material areas; having a market; having geographical indications, designs, packaging; having bank credit capital; if we want to develop, we must have mechanisms and policies.
Regarding lessons learned, the Prime Minister stated that the industry must strictly comply with and well implement the Party's guidelines, policies, and the State's laws and policies; have high determination, make great efforts, and take drastic actions; assign "clearly to people, clear about work, clear about responsibilities, clear about implementation time, clear about effectiveness, clear about products"; strengthen inspection and supervision; coordinate well, closely, and effectively between agencies and units within and outside the industry; and implement “agricultural diplomacy”; closely following the situation and market; ensuring food security while exporting, timely policy response, “harmonizing benefits, sharing risks”.
The Prime Minister emphasized that in 2025, we are determined to accelerate and make a breakthrough, so the Agriculture and Rural Development sector must also accelerate and make a breakthrough; because if we only grow "averagely", we cannot achieve the two 100-year development goals; in 2025, the whole country is determined to achieve a growth rate of 8%, creating the premise for strong double-digit growth in the next term. Therefore, the growth of the Agriculture sector must reach 3.5-4%; exports reach 70 billion USD; the rate of rural households using clean water according to standards must be over 60%; forest coverage rate must be 42.02%...
Regarding viewpoints and ideology, the Prime Minister requested the sector to focus on directing and leading the work of planning, strategy, building institutions, mechanisms, policies, and removing bottlenecks in mechanisms and policies to develop the agricultural sector quickly and sustainably. Further promote the development of science and technology, innovation, digital transformation to serve the development of green economy, circular economy, knowledge economy, creative economy, night-time economy; contribute effectively to the fight against climate change in key areas, especially subsidence, landslides, drought, and flooding in the Mekong Delta, the northern mountainous region, and the Central Highlands. The goal is that farmers must be more prosperous and happier; the countryside more modern; and agriculture more advanced.
We must develop the industry by 2025, reorganize and perfect the apparatus with the spirit of not omitting functions and tasks, not overlapping functions and tasks, but completing functions and tasks more comprehensively and fully; minimizing interference. Strengthening decentralization, decentralization, along with resource allocation, strengthening supervision, inspection, and output control; improving implementation capacity at lower levels; eliminating intermediaries, avoiding troubles, harassment, and causing difficulties for people and businesses; being open, transparent, using digital transformation in the process of operation and management to reduce compliance costs; being flexible, accepting what is right and appropriate to ensure streamlining, efficiency, effectiveness, and efficiency; restructuring the team of civil servants and public employees; knowing how to sacrifice for the common good.
Continue to focus on perfecting institutions because institutions are resources and driving forces; quickly remove bottlenecks; value time, intelligence, and timely decisiveness as decisive factors for success. Resources come from thinking; driving forces come from innovation; strength comes from the people. With good mechanisms, policies, and institutions, people will promote creativity. Promote agricultural restructuring, pillar groups by industry and field; restructure production by region, effectively implement the "One Commune One Product" Program - OCOP; Actively implement the Project "Sustainably develop one million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030".
Reorganize production towards sustainable development, applying high technology; focus on developing quality and advantageous products; develop enterprises in the agricultural sector, overcome the situation of small-scale and fragmented production; implement 3 strategic breakthroughs in agriculture, including developing transport infrastructure, including inland waterway ports in the Mekong Delta to develop agriculture. Strengthen the linkage of 5 parties: farmers - state - enterprises - banks - scientists; with the core being the linkage of farmers - enterprises; promote digital transformation, industrialization and modernization of agriculture and rural areas. Proactively and effectively implement Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; therefore, the agricultural sector must take the lead in this process; develop the market and build the brand of Vietnamese agricultural products. The spirit is to diversify products, markets and supply chains.
The Prime Minister requested the Ministry of Agriculture and Rural Development to promote cooperation in rice cultivation for export to the Middle East market; promote Halal food production. The Ministry of Industry and Trade and the Ministry of Foreign Affairs must quickly sign FTAs. It is necessary to prepare markets, therefore, it is necessary to promote agricultural diplomacy because more than 70% of the trade surplus is from agriculture, while creating jobs and livelihoods for people; converting from low-skilled labor to high-skilled labor. Developing the marine economy, promoting sustainable aquaculture, exploitation and processing of seafood; enhancing deep processing. Focusing on thoroughly resolving the EC's recommendations to remove the "Yellow Card" in 2025. This is the responsibility of the Ministry of National Defense and the Ministry of Agriculture and Rural Development; sustainable forestry development; reducing methane emissions in the industry; promoting the development of the wood and non-timber forest products processing and export industry; promoting rural tourism; actively implementing decentralization and delegation of power when implementing the National Target Program, reducing the number of poor households.
The Prime Minister also directed the Ministry of Agriculture and Rural Development to actively participate in the movement to eliminate temporary and dilapidated houses. Actively cooperate internationally in agriculture and rural areas; protect the interests of Vietnamese goods; agriculture, rural areas and farmers are related to each other; farmers are the center and subject, rural areas are the foundation, agriculture is the driving force.
The Prime Minister requested that by 2025, the Ministry of Agriculture and Rural Development must submit to the Government a Project to combat landslides, subsidence, surface intrusion, and flooding in the Mekong Delta. Re-emphasizing the goals of the agricultural sector, the Prime Minister requested the Ministry of Agriculture and Rural Development to organize Party Congresses at all levels well, towards the 14th National Party Congress; and to soon stabilize and arrange the organizational apparatus. The Prime Minister also noted that the Ministry of Agriculture and Rural Development must actively build a database, from which there will be artificial intelligence in the agricultural sector.
The Prime Minister believes that with new momentum, new motivation, the foundation of the past years, the heroic historical tradition of rice civilization, of farmers, of international friends, the agricultural sector will achieve higher goals than in 2024; actively contribute to the country entering a new era - the era of the nation's rise to develop strongly and prosperously.
