In 2024, small and medium enterprises continue to have positive developments, making important contributions to the economy.
On February 27, Prime Minister Pham Minh Chinh continued to chair the Government Standing Committee's meeting to work with small and medium enterprises Vietnam with the theme "Constructive State, Vietnamese SMEs Breakthrough in the New Era".
Currently, small and medium-sized enterprises account for nearly 98% of the total of more than 940,000 enterprises operating in the economy. In 2024, small and medium-sized enterprises will continue to have positive developments, making important contributions to the economy. Prime Minister Pham Minh Chinh acknowledged and highly appreciated the important contributions of the business community, including small and medium-sized enterprises, to the country's overall achievements, and requested that businesses make great efforts, take drastic and focused actions, overcome limitations and shortcomings, and be determined to join the whole country in achieving at least 8% growth in 2025. To achieve this goal, the Prime Minister emphasized 5 groups of tasks and solutions for small and medium-sized enterprises.
Prime Minister Pham Minh Chinh directed: “Firstly, we must effectively contribute to the implementation of a number of guidelines, policies of the Party and laws of the State that have been issued, especially focusing on the development of digital economy, green economy, circular economy, creative economy, knowledge economy, sharing economy based on the foundation of science, technology and innovation. The second task and solution is to promote national spirit, self-reliance, proactiveness and creativity to rise up and overcome one's own limits to develop further, rising from small and medium enterprises to large enterprises.
Third, actively and effectively participate in, perfect the construction and supplement of institutions to suit the market economy, suit the economy of our country, based on practical lessons, from the experience of enterprises and entrepreneurs. Fourth, effectively exploit the country's potential. Fifth, promote international cooperation, technology transfer, transfer of management science, mobilize capital from outside, participate in the country's integration process, participate in the global value chain".
On the part of the Government and ministries, the Prime Minister clearly stated 9 tasks and solutions. In particular, urgently summarize the Resolutions, guidelines and policies of the Party and State related to private enterprises, small and medium enterprises, propose to build a new Central Resolution on private enterprises, then institutionalize and organize effective implementation. Further promote three strategic breakthroughs in institutions, infrastructure, human resources, strengthen decentralization and delegation of power to remove all obstacles and barriers, reduce input costs, compliance costs, create favorable conditions for people and enterprises to develop production and business. The Prime Minister emphasized the determination to cut 40% of cumbersome administrative procedures, especially eliminating the "ask-give" mechanism.
Emphasizing the need to maintain stable interest rates, the Prime Minister directed the implementation of a proactive, positive, appropriate, flexible and effective monetary policy; prioritizing growth but controlling inflation. Banks must comply with the direction of the State Bank, cut costs, and sacrifice part of their benefits to share with people and businesses. The Prime Minister emphasized that this is not simply about business and production but also about national sentiment and compatriotism. Regarding fiscal policy, the Prime Minister requested to continue proposing to reduce value-added tax, exempt, reduce, and extend taxes, fees, and charges appropriately and effectively to create jobs and livelihoods for people and create an ecosystem for small and medium-sized enterprises to develop.
