Raise salaries to limit extra teaching for teachers

During the 6th Session of the 15th National Assembly, National Assembly delegate Nguyen Minh Duc (Ho Chi Minh City Delegation) said that the situation of extra teaching and learning is "a story that has been mentioned for a long time, perhaps it has become a "serious disease". So why does this problem still exist? "We have to think carefully about this issue", he said.

According to the analysis of the delegates, the current salary system for teachers at all levels of general education in many places does not meet the requirements of real life. Therefore, it leads to the story of teachers having to organize extra classes.

There are two motives for tutoring. One is to improve the capacity of students as well as teachers themselves. The other is partly related to income and economic issues, leading to students having to pay money, and students pay money from their parents' pockets.

"The problem here is that we have not found a common voice. How can we completely resolve this situation? How can we improve the lives of teachers, thereby minimizing the need for extra tutoring and tutoring?" , the delegate from Ho Chi Minh City emphasized.

The German delegate also said that the general education program is also the reason why students have a tight schedule and do not have time to rest. When children spend too much time studying, it leads to "gaps" in social knowledge, lack of cultural and social skills in life, so their behavior is limited.

National Assembly Delegate Nguyen Thi Thuy (Bac Kan Delegation) expressed her opinion that recently, extra teaching and learning has been an issue of concern to many voters as well as the press. The Ministry of Education and Training and local Departments of Education and Training are also concerned about this issue and have carried out strict inspection and supervision activities.

However, in recent times, the issue of extra teaching and learning, especially in large cities, has not seen much change. In many cases, although extra learning is suitable for the family's needs, the regular school schedule as well as the extra learning schedule is still too tight.

From the above reality, delegate Nguyen Thi Thuy suggested that the Ministry of Education and Training review the education program and carefully analyze and make appropriate adjustments to solve this problem.

In addition, the Ministry of Education and Training continues to pay attention to and conduct inspections and checks on extra teaching and learning activities, so that these activities can meet the needs of families, but not cause difficult social problems like the current ones, she said.

Sharing the same view, National Assembly delegate Dang Thi My Huong (Ninh Thuan delegation) is concerned about the increasingly common commercialization of education. The shortage of teachers and teaching facilities according to the new general education program has not been overcome by localities.

She suggested that the Ministry of Education and Training soon find solutions to overcome the above difficulties and shortcomings. In particular, the State needs to continue to have policies that pay more attention to education and training, teachers' salaries, and student programs.

Many localities have issued bans on extra tutoring.

At the beginning of the school year, many localities require schools and teachers not to organize extra classes, extra learning, or joint teaching with outside centers in any form.

The Department of Education and Training of Phu Tho and Nam Dinh requires schools to further enhance the responsibility of leaders in managing extra teaching and learning, strictly prohibiting forcing students to take extra classes in any form. Absolutely do not organize extra classes for students who study in the afternoon 2 sessions/day, or primary school students.

The Department of Education and Training of An Giang province issued an official dispatch to rectify the care and custody of primary school students outside of regular school hours at facilities outside of schools. The Department requires primary schools to strictly comply with regulations on the care and custody of students outside of regular school hours; and not to organize extra teaching or learning in any form at facilities for the care and custody of students.
