Increased production capacity of industries and sectors to ensure the achievement of the growth target of 8%

To realize the economic growth target (calculated by GRDP), each industry and sector of Quang Tri province must both proactively promote its potentials and advantages and promote restructuring to create additional capacity in a sustainable and effective manner.

For the agriculture, forestry and fishery sector, it is required to maintain a growth rate of about 3.5% (the additional GRDP at comparable prices must reach over 169 billion VND). In which: Regarding cultivation: ensure planting of 48,800 hectares of rice, 3,500 hectares of peanuts, 10,500 hectares of cassava, 4,500 hectares of corn and 5,000 hectares of various vegetables.

In particular, for rice, the production area in the direction of large fields reached over 11,000 hectares, of which over 1,000 hectares were linked to production and consumption of products; 1,000 hectares of organic rice production, natural farming and the area of ​​high-quality rice cultivation reached over 80%. The output of grain crops reached over 290,000 tons. Converting 160 hectares of rice land lacking water and low economic efficiency to the production of high-value dry crops. Planting and restoring long-term industrial crops on over 200 hectares and planting new fruit trees and medicinal plants on over 70 hectares.

Promote the application of drones in plant care and pest control for over 10,000 hectares. Support the construction of a sustainable coffee chain between Slow Vietnam Company and local coffee production cooperatives to ensure an output of 250-260 tons of rice coffee.

Regarding livestock: Determined to achieve the 2025 herd development plan with a total herd of 21,500 buffaloes, 65,000 cows, 265,000 pigs, and 4,100,000 poultry. The output of fresh meat for slaughter in 2025 will reach 65,000 tons, the proportion of Zebu crossbred cows will reach over 73% of the total herd, and the output of all kinds of eggs will reach 57 million.

Focus on supporting and creating conditions for 3 pig farming projects to come into operation, namely: High-tech pig farm with a scale of 2,500 sows of Tuan Loc Farm Investment Joint Stock Company, Vinh Ha closed high-tech pig farm of Thai Duy Vietnam Company Limited with 2,500 sows and Trung Son pig farm of Trung Son Farm Company Limited with a scale of 26,000 commercial pigs/year.

Projects that have been put into operation in 2024 are encouraged to continue raising pigs at maximum capacity, such as: The livestock farm combined with high-tech agriculture for growing medicinal herbs of Solar Kesap1 Company Limited in Huong Linh (Huong Hoa) raising pigs at maximum capacity of 12,000 pigs; Vinh Tu closed high-tech livestock farm raising 24,000 pigs.

Regarding aquaculture: Total aquaculture output reached 37,500 tons, of which: 28,500 tons were exploited; 9,000 tons were farmed. Aquaculture area reached 3,200 hectares. Focus on accelerating progress, soon putting the RAS high-tech shrimp farming project and the RAS rainbow trout farming project into operation, exploitation to significantly increase the growth rate within the industry.

Regarding forestry: Complete the target of planting 9,000-10,000 hectares of concentrated forests, 3,000,000 scattered trees, maintain the forest area certified for sustainable forest management of 25,000 - 26,000 hectares and the large timber plantation area of ​​18,000 hectares. Ensure the output of timber exploitation from planted forests: 1,200,000 m3 and raw materials for wood and wood chip processing projects such as VBE Quang Tri Planted Wood Processing Factory, FO-R Oil Extraction Factory from rubber waste.

For the industrial and construction sectors, to ensure a growth rate of 12% (GRDP increase at comparable prices must reach over VND 896 billion), it is necessary to focus on implementing well the development plans for both the industrial and construction sectors.

Regarding industry: Ensure the energy industry grows by 13%. In addition to maintaining the operation and exploiting the capacity of renewable energy projects, we are determined to complete and put into operation 5 wind power projects, namely: Huong Linh 4 Project with a capacity of 30 MW has been completed, is carrying out acceptance procedures and is expected to be put into operation and generate commercial electricity in the first quarter of 2025; Hai Anh Project with a capacity of 40 MW is under construction, expected to be accepted for commercial electricity generation by the end of the second quarter of 2025; Tan Hop Project with a capacity of 38 MW is expected to be completed in the fourth quarter of 2025, Huong Phung 1 Project with a capacity of 30 MW and LIG Huong Hoa 1 Project with a capacity of 48 MW is under construction.

Create favorable conditions for projects that are being implemented or being surveyed, preparing feasibility study reports to accelerate construction progress, complete procedures for commencement, such as LIG Huong Hoa 2 Project, Quang Tri 1 Project, Quang Tri 2 Project, Huong Linh 5 Project, Huong Hiep 2 Project, Huong Hiep 3 Project. In addition, there are 3 projects: Huong Linh 3, Huong Linh 7 and Huong Hiep 1 that are under negotiation, expected to be paid an additional 50% of electricity generation costs.

For the water supply industry, to achieve a growth rate of 6.5%, it is necessary to maintain stable growth in waste and wastewater management and treatment activities as in 2024 with the projects to develop the water supply system of Cua Tung town and surrounding areas, continuing the transmission pipeline supplying power to the Trung Giang Resettlement Area (Gio Linh) with a capacity of 6,500m3 per day and night, the Clean Water Supply and Water Resources Management Project in three mountainous communes of Cam Chinh - Cam Nghia - Cam Tuyen, Cam Lo district, Quang Tri province with a capacity of 2,000m3 - 4,000m3 per day and night and the Water Supply System of the Southeast Quang Tri Economic Zone with a capacity of 50,000m3 per day and night.

For the processing and manufacturing industry, the growth rate is expected to be 12.5%. With a number of projects coming into operation in 2025 such as: Thong Thanh Raincoat Factory, Factory producing equipment and products for wastewater and water treatment, Stone and granite processing workshop, Steel and aluminum mechanical processing facility, TTB Steel Structure Manufacturing and Assembly Factory, Quang Tri Wood Processing Complex, Huy Long Agricultural Products Purchasing and Processing Factory, Huy Anh Quang Tri Rubber Processing Factory No. 02...

At the same time, put trust in PI Vina Quang Tri Garment Manufacturing and Processing Factory with a phase 1 capacity of 5 million products/year, Scavi Underwear and Sportswear Factory with a capacity of 90 million products/year, Expanding TTC International Brewery (Camel) with 50 million liters of beer and 50 million liters of soft drinks...

For the mineral industry, growth is 4% with room for exploitation of raw materials for construction work in the area such as projects: Exploitation of stone minerals for common construction materials and soil for filling materials in Hai Son commune, Hai Lang district with the largest capacity of monolithic stone exploitation of 500 thousand m3/year, raw stone capacity of over 737 thousand m3/year, the largest capacity of monolithic soil is 200 thousand m3/year, the largest capacity of raw soil is 240 thousand m3/year; exploitation of soil mines for filling materials in Dong Luong ward, Dong Ha city with a capacity of 200,000 m3/year.

Regarding construction, 2025 is the final year to complete the 2021-2025 Medium-Term Public Investment Plan, and the projects to celebrate the 18th Provincial Party Congress will be accelerated. New regulations on land and real estate will create incentives for investors; investment and construction problems will soon be resolved by competent authorities.

It is expected to attract large-scale, high-quality non-state investment projects, while disbursing a high rate of public investment capital, bringing the total social investment capital in 2025 to about VND 32,800 billion, including about VND 23,000 billion for construction and installation, contributing about VND 401 billion to the GRDP increase at comparable prices, ensuring the construction industry grows by 12%.

For the trade and service sector, to ensure a growth rate of 7.5%, corresponding to an additional GRDP of VND 920 billion, it is necessary to stimulate growth in consumption and services, especially tourism, through stimulus policies and the campaign "Vietnamese people prioritize using Vietnamese goods". Continue to organize events and festivals to attract tourists; strive to reach a total of 3,450 thousand tourists to Quang Tri, of which international visitors are estimated at 216 thousand; domestic visitors are estimated at 3,234 thousand.

Total social revenue from tourism is estimated at 2,730 billion VND, of which, revenue from accommodation and travel is estimated at 1,120 billion VND. Import-export and immigration activities continue to grow positively with a number of key traffic routes connecting the two international border gates of Lao Bao and La Lay with the seaport in Quang Tri province being invested in and built, attracting more sources of goods from Laos, especially coal. Socialized investment activities, development of cultural, educational, medical and communication service facilities are diversely developed with projects such as: 245 General Hospital; Talent school...

Banks continue to operate effectively, actively apply information technology, digital transformation, and the amount of capital mobilized during the year has increased. Urban and residential areas have been deployed and completed to provide real estate products to the market such as the Southwest National Highway 1 Residential Area (phase 2), Ho Xa town, Vinh Linh district; New residential area Ward 1, Dong Ha city; Commercial housing in the North Hieu River Urban Area... With all these important input factors, it will contribute to the province's additional GRDP of about 920 billion VND at comparable prices.

For product tax minus product subsidy: Due to increased production activities, product tax is expected to increase significantly compared to previous years, expected to increase by 64 billion VND.

With the aspiration to rise and the efforts of the entire political system, people and business community, all economic sectors are activated and accelerated, Quang Tri will certainly achieve the growth target of 8% in 2025.
