On the afternoon of July 12, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation (Committee) chaired the 6th meeting of the Committee and the Conference to review the first 6 months of the year and deploy tasks for the last 6 months of 2023 on national digital transformation and the Project on Developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06) of the Government.

The conference was held online nationwide at the Government headquarters and the headquarters of ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities.

Attending the Conference were Deputy Prime Minister Tran Hong Ha; Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities.

Important initial results in digital transformation

At the conference, delegates focused on discussing and assessing the actual situation and results achieved in national digital transformation and the implementation of Project 06; analyzing the shortcomings, limitations, weaknesses, obstacles, barriers, and bottlenecks...

In particular, delegates shared good experiences, valuable lessons, and specific solutions in implementing national digital transformation and Project 06; and proposed breakthrough solutions for the coming time.

Concluding the conference, Prime Minister Pham Minh Chinh acknowledged and appreciated the opinions of the delegates and said that since the beginning of 2023, the national digital transformation work and the implementation of Project 06 have achieved some positive results.

Awareness and action on national digital transformation continue to change strongly, spreading to all levels, sectors and localities. The work of perfecting institutions, mechanisms and policies to create a framework and favorable conditions for national digital transformation in general and Project 06 in particular is being actively implemented. Digital economy, digital infrastructure and digital platforms continue to be developed.

National and specialized databases are being developed, connected and shared. Online public services are being promoted. Attention is being paid to ensuring the security and safety of information systems, databases and protecting personal data.

Resources for digital transformation are invested. Public services are created to serve people, businesses and state management. Digital transformation contributes to economic growth, promoting industrialization and modernization of the country.

The Prime Minister commended the efforts, attempts and achievements of ministries, branches and localities; the consensus, support and active participation of people and businesses.

However, according to the Prime Minister, these are only initial results, there are still many limitations and shortcomings that need to be overcome; some set targets have not been completed. In particular, the speed of fixed and mobile broadband networks is still at a fairly average level; there are still 254 villages and hamlets without signal; the quality of online public services is still low, and 18/53 essential public services have not been provided on the National Public Service Portal.

The connectivity, sharing and synchronization between national databases are still low, the data is not really "correct, sufficient, clean and alive". The digital social platform and e-commerce are still limited. Human resources for digital transformation have not yet met the demand; the situation of fraud in the online environment is still complicated...

Digital economy must be a driving force of the economy

Analyzing the situation, causes, lessons learned, perspectives on digital transformation, tasks and solutions in the coming time, Prime Minister Pham Minh Chinh requested to further promote, overcome barriers, create more breakthroughs for the benefit of the nation and people and create favorable conditions for people and businesses.

Accordingly, it is necessary to raise awareness of digital transformation; focus on implementing key tasks, prioritizing 4 contents: developing databases; promoting online public services; developing infrastructure and digital platforms; ensuring network security and information security.

According to the Prime Minister, to implement the above 4 priorities, it is necessary to mobilize resources and the participation of the entire political system, people, and businesses to implement and organize the implementation in a methodical, solid, flexible, and drastic manner. In particular, focusing on leadership and direction; investing both financial and human resources in digital transformation; focusing on building institutions to remove bottlenecks and open up development; digital platforms must be rich, comprehensive, and convenient; databases must ensure "correctness, sufficiency, cleanliness, and liveness".

“Digital economy must be a driving force of the economy; digital society must be one of the foundations of our society; digital culture must be the culture that constitutes an advanced Vietnamese culture imbued with national identity,” the Prime Minister pointed out.

Prime Minister Pham Minh Chinh requested the members of the Committee and leaders at all levels and sectors to be resolute in directing and operating, creating a strong breakthrough in implementing national digital transformation and implementing Project 06, with the view that "national digital transformation is a very big and strategic task, but it must start with specific actions, specific goals, and complete each task thoroughly, it cannot be general".

“Ministers, heads of sectors, secretaries, and chairmen of People's Committees at all levels must give strong direction, create unity in perception and action to promote the combined strength of the entire political system in organizing implementation,” the Prime Minister noted.

The Prime Minister requested to focus on perfecting institutions, mechanisms and policies for national digital transformation in general and Project 06 in particular with the motto of one document adjusting many documents, applying a shortened process; emphasizing that institutions must be one step ahead to promote national digital transformation faster and more sustainably.

In particular, urgently synthesize, review, propose amendments and supplements to regulatory documents in accordance with the Law on Electronic Transactions (amended) recently passed by the National Assembly; review, revise and supplement related documents in the direction of promoting the use and development of the VneID electronic identification platform; complete the Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050; submit a Decree regulating the list of national databases, the construction, updating, maintenance and exploitation and use of national databases; update and promulgate the Vietnam e-Government Architecture Framework...

“Ministries, sectors and localities focus on reviewing, cutting and simplifying regulations and administrative procedures related to investment activities, production and business and people's lives, ensuring at least 20% of regulations are cut and simplified and at least 20% of compliance costs are cut according to the Government's direction,” the Prime Minister emphasized.

The Head of Government also directed to continue improving the efficiency of online public services to create the most favorable conditions for people and businesses, shifting from passive to proactive; urgently requesting the completion of providing 28 essential online public services on the National Public Service Portal, organizing the implementation of 2 interconnected public services: Birth registration - permanent residence registration - health insurance card issuance for children under 6 years old and Death registration - permanent residence cancellation - funeral allowance nationwide in the spirit of doing while improving and upgrading.

Ministries, sectors and localities must promote the application of the national population database in combination with national databases and specialized databases. In particular, promote the issuance of level 2 identification accounts and above and promote the development of applications on the VNeID platform. Strive to have at least 20 million people using the VNeID platform with at least 10 applications by the end of 2023.

The Prime Minister requested to step up security and safety of information systems, databases, and personal data protection; mobilize resources for national digital transformation and implement Project 06; strengthen international cooperation, gradually connect with citizen information systems of ASEAN countries and some other countries; promote communication to create social consensus in digital transformation.

Emphasizing that 2023 is the year of "Creating and exploiting data to create new values" with the key tasks of digitizing, building, connecting, and sharing data between ministries, branches, and localities; protecting personal data; exploiting and using data to increasingly better serve people and businesses.

The Prime Minister believes that with the participation of the entire political system, the response of the people and the business community, the national digital transformation and Project 06 will be successfully implemented at the national level, promoting the development of digital government, digital economy, digital society and digital citizens.
