After 20 years of "rice and beans" land, the urban area in Me Linh district has new progress

(Dan Tri) - After 20 years, the difficulties in site clearance and planning at Chi Dong Urban Area (Me Linh District, Hanoi) are being resolved by the Hanoi People's Committee.

Voters requested the Hanoi People's Committee to direct the review and speed up the site clearance of the Vinaconex project in Chi Dong town with a total area of about 75 hectares. However, the project has only completed the site clearance of about 25 hectares and is in a state of "sticky rice and beans", affecting the agricultural production of the people.

Regarding this project, the Hanoi People's Committee said that the Chi Dong new urban area is invested by a consortium of CEO and Construction Joint Stock Company No. 9. The project was approved by the Vinh Phuc Provincial People's Committee in 2004; the land was withdrawn and temporarily handed over to the investor to carry out site clearance in August 2005.

The total area of land recovered for the project is 668,452m2 (66.8ha). Up to now, the total area approved for compensation and support (according to the policy of Vinh Phuc Provincial People's Committee) is more than 70ha. Of which, the area that has paid compensation and support for site clearance is 52.67ha; the area that has not been paid is 17.35ha.

At the time of land acquisition for project implementation, the compensation and support policies were implemented according to the policy of Vinh Phuc Provincial People's Committee. Households whose agricultural land was acquired were allocated service land according to the province's policy.

From 2004 to 2009, the investor paid compensation and support to households according to the plan approved by Vinh Phuc province. When Me Linh district merged into Hanoi, the compensation and support unit price changed. Households and individuals who requested to apply the compensation and support unit price according to Hanoi city's price did not accept the unit price approved by Vinh Phuc province.

On the other hand, implementing the policy of the Government and the Hanoi People's Committee, the project had to be temporarily suspended to wait for coordination with the general planning of Hanoi Capital and the zoning planning.

The Hanoi People's Committee issued a Decision to establish an interdisciplinary inspection team at the end of October 2021; the Department of Natural Resources and Environment issued an inspection conclusion on June 24, 2019, and an inspection conclusion on August 4, 2021, reporting to the City People's Committee to direct the consortium of CEO and Construction Joint Stock Company No. 9 to urgently contact the Department of Planning and Architecture to complete the dossier to adjust the detailed planning 1/500 of the Chi Dong Urban Area project; contact the Department of Planning and Investment to adjust the project investment policy.

After completing the adjustment of the planning and investment policy, the Department of Natural Resources and Environment and the People's Committee of Me Linh district will guide investors to carry out procedures for compensation, support, site clearance; land allocation, land lease, and determination of financial obligations of the project according to regulations.

Based on the proposal of the People's Committee of Me Linh district and the proposal to remove difficulties and obstacles arising in the adjustment of the project planning of the investor, in July 2023, the Department of Planning and Architecture sent a document to the People's Committee of Hanoi City on the implementation of the adjustment of the planning of this urban area.

On August 22, 2023, the Office of the Hanoi People's Committee announced the Conclusion and direction of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan agreeing on the policy of locally adjusting the detailed planning of this urban area. On September 6, 2023, the Department of Planning and Architecture issued a document guiding the consortium to implement.

"According to the request for appraisal of the locally adjusted project of the Joint Venture in the attached document No. 60/2024 dated March 20, 2024, the Department of Planning and Architecture has issued appraisal document No. 1620 dated April 19, 2024. Currently, the Joint Venture is completing the project dossier according to the appraisal document", said the Hanoi People's Committee.
