Ministry of Construction urges localities to complete social housing targets

Accordingly, based on the direction of the Prime Minister, the Ministry of Construction will organize working groups led by leaders of the Ministry to inspect and urge the completion of social housing targets assigned in Decision No. 444/2025/QD-TTg.

To ensure quality inspection work, the Ministry of Construction requests the People's Committees of provinces and centrally-run cities to carry out a number of contents: Organize the implementation of the instructions and tasks assigned by the Prime Minister in Notice No. 120/TB-VPCP dated March 18, 2025 of the Government Office announcing the Prime Minister's conclusion at the National Online Conference on removing difficulties and obstacles, promoting the development of social housing;

Regularly direct and urge investors of licensed social housing projects to start construction and concentrate maximum resources for early completion in 2025. People's Committees of provinces and centrally-run cities shall base on their tasks, powers and authorities according to regulations, specifically:

For projects that have started construction, it is necessary to urge project investors to focus resources on implementation, determined to complete in 2025. Conduct a review of the 20% land fund reserved for social housing construction in commercial housing projects and social housing projects that have been approved for investment policy, select investors to require investors to complete procedures to start construction in 2025;

The Ministry of Construction requested localities to strictly implement the Prime Minister's direction on promoting social housing development.

For commercial housing projects and urban areas that have been approved in principle to hand over land funds for social housing construction to the State for use, to assign other organizations to invest in social housing construction but have not yet implemented the handover, consider adjusting the investment policy approval document and assign the investor of that commercial housing project to directly invest in social housing construction with a commitment to complete the procedures to start construction within 12 months;

Urgently complete procedures to approve investment policies and select investors for social housing land funds already in the planning. At the same time, continue to review and supplement urban planning and industrial park planning, ensuring adequate land funds for social housing development, including worker accommodation and housing for the people's armed forces; strictly implement regulations on reserving land funds for worker accommodation in industrial parks and 20% of residential land funds in commercial housing projects and urban areas for investment in social housing development according to the law.

In addition, the Ministry of Construction also requires localities to periodically send quarterly reports to the Ministry of Construction for synthesis and reporting to the Prime Minister before the 25th of the last month of the quarter (Report for the first quarter of 2025 to the Ministry of Construction before March 27, 2025).

Previously, in Decision No. 444/2025/QD-TTg, the Prime Minister assigned localities nationwide to complete 995,445 social housing apartments in the 2025-2030 period, with completion in 2025 alone. Some localities were assigned the highest targets, including: Binh Duong (86,900 apartments), Bac Giang (74,900 apartments), Bac Ninh (72,200 apartments), Long An (71,200 apartments), Ho Chi Minh City (69,700 apartments), Hanoi (56,200 apartments)...
